City Council Minutes 06-14-2021 JointMINUTES JOINT MEETING MONTICELLO CITY COUNCIL/EDA Monday, June 14, 2021— 4:30 p.m. Mississippi Room, Monticello Community Center Present: Lloyd Hilgart, Charlotte Gabler, Brian Hudgins Absent: Jim Davidson, Sam Murdoff EDA: Steve Johnson, 011ie White, Tracy Hinz Others: Rachel Leonard, Angela Schumann, Sarah Rathlisberger, Matt Leonard, Jim Thares, and Jennifer Schreiber 1. Call to Order 2. 3. Mayor Hilgart called special meeting to order at 4:30 p.m. 4:30 p.m. Tour City Industrial Property 5:15 p.m. Update on CET Grant and Industrial Land Capacity Rachel Leonard, City Administrator, provided an overview on the Community Energy Transition Grant and Industrial Capacity and Planning Analysis. The City was awarded $500,000 to complete strategic analysis and develop a guide to support a sustainable transition. Angela Schumann, Community Development Director, presented the project phases. Phase I is to develop a Strategic Transition Plan with a budget of $235,000. Tasks include comprehensive infrastructure studies, planning analysis, and fiscal impact analysis. Phase II is to prepare site development tools and development plans for prioritized economic development opportunity. This phase has budget of $265,000. There was some discussion of tasks of Phase I. City staff is looking for confirmation on the direction of Phase I and approval to fund a fiscal analysis of $13,230. Jim Thares, Economic Development Manager, provided an overview of short-range, mid- range, and long-range industrial sites. Short-range sites included Otter Creek, Bowers, and Maus/Mass. Mid-range sites included North 35th Street and Spike. Long-range sites included Peterson/Untiedt and Pauman/Premier/AirLake. There was some discussion among staff, Council, and EDA. There was consensus to continue with ongoing conversations on land and development and to remain open minded because the future is unknown. There was consensus on the direction of Phase I and approving the fiscal analysis and this will be brought to the regular meeting. The Council expressed support of the direction of Phase I and the fiscal analysis expenditure.
