Planning Commission Minutes 11-07-1977 . . . . PLANNING COMMISSION MH:ETING November 7, 1977 -- 7:00 P.M. Members present: Gillham, Ridgeway, Topel, Doerr, Bauer, Miller. 1. COnsideration of Land Subdivision - Monticello Ford. Mr. Larry Flake proposed a 4.71 acre subdivision of a larger 17.71 acre tract of land located just southwest of the 1-94 Interchange on Highway 25 for his new car dealership building. A certificate of survey has been prepared and Mr. Flake has agreed to the park dedication requirements on this 4.71 acres. A motion was made by Topel, seconded by Bauer and unanimously carried to recommend approval of the 4.71 acre subdivision with the park dedication requirements based on 4.72 acres. 2. Public Hearing - Conditional Use Permit - Monticello Ford. Monticello Ford proposed a 12,000 square foot building with an outside sales area of approximately 88.750 square feet or 75ato of the principal use. Monticello City Ordinances require a conditional use permit for any "open or outdoor sales in or from motorized vehicles" in a B-3 zoning district. Outside sales and services is limited to 3ato of the gross floor area of the principal use, but this percentage may be increased as a condition of the conditional use permit. Ridgeway made a motion, seconded by Topel and unanimously carried to recommend approval of the conditional use permit for Monticello Ford with outside sales area of up to 75ato of the principal building size. 3. COnsideration of Building Permit - Monticello Ford. Monticello Ford, Inc. is proposing a 12,000 square foot concrete block building. Plans include space for a showroom, service bays, parts department, body shop and offices. J. W. Miller, building inspector, has reviewed all plans, except for the final mechanical plans. In addition, the plans have been submitted to the city engineer for his review and possible revisions may be made to the building's first floor elevation because of possible drainage problems. On a motion by Bauer, seconded by Topel it was unanimously carried to recommend approval of the building permit for Monticello Ford contingent upon final approval of the plans by the building inspector and city engineer. <" . . . 4. Public Hearing - Variance Request - Two Pylon Signs and Height Requirements. Monticello Ordinance Section 10-3-9 allows only two wall signs or one wall sign and one pylon sign. In addition, section 10-3-9 limits the height of a pylon sign to 32' if a business is within SOO' of a freeway. Monticello Ford requested a variance to allow one wall sign and two pylon signs (one for new cars and one for used cars). Ford Motor CO. has indicated to Mr. Flake that Monticello Ford can qualify for a 42' sign based on criteria established by the corporation for new dealerships and as a result Mr. Flake requested that one sign be allowed to be 42' high. A motion was made by Topel, seconded by Bauer and unanimously carried to recommend approval of a variance to allow two pylon signs and one wall sign with one of the pylon signs not to exceed 42' in height. 5. Public Hearing - Variance Request- Curb Barrier. Monticello Ordinance Section 10-3-5-(0) requires a curb barrier along the perimeter of the off-street parking area. Monticello Ford, Inc., is re- questing a variance to provide a curb barrier only along the entryway to the site but not the entire parking area since future expansion might necessitate tearing up portions of the curb barrier. On a motion by Bauer, seconded by Ridgeway, it was unanimously carried to recommend approval of a variance to only require a curb barrier along the entrance area (northerly portion) of the parking area. Miscellaneous. A motion was made by Topel, seconded by Bauer and unanimously carried to recommend that all future requests for building permit consideration must have all plans completed and available to the building inspector prior to any review by the Planning COmmission and City Council.
