Planning Commission Minutes 11-20-1978 .II . . , MINUTES REGULAR MEETING - MONTICELLO PLANNING COMMISSION November 20, 1978 - 7:30 P.M. Members Present: Jim Ridgeway, Dave Bauer, Fran Fair, Fred Topel Members Absent: Denton Erickson 1. Approval of Minutes. The Minutes of the October 17, 1978 meeting were approved as presented. 2. Consideration of a Variance Request and Conditional Use Permit Request - Trinity Lutheran Church. The Trinity Lutheran Church, of 449 West Broadway, requested a conditional use permit to expand their present worship facility by approximately 9,800 square feet. The recent growth of their congregation has provided a need for a larger facility. In addition to their conditional use request, they requested the following variances: A. Permission to provide 75 off-street parking spaces instead of the required 98. B. To vary from 30' setback required for parking lot lines, to 20'on the north and south, and 15' on the east side of the block. C. To pave only the parking lot east of the Church, and the through driveway from the east to west, leaving the remaining parking lot areas grass. D. To reduce the parking lot setbacks along residential lots. E. To provide plantings for screening as shown on the site plan, subject to the approval of the City Planner. Motion was made by F. Topel, seconded by F. Fair and unanimously carried to recommend approval of the conditional use request and variances as requested. 3. Consideration of Rezoning Request - Richard and Delores Guille. Richard and Delores Guille requested rezoning their property at 806 East River Street from R-I to R-2 to allow them to maintain their home as a duplex. Approximately one year ago, they obtained a building permit to build an addition on top of their basement home. A permit was granted for a single family dwelling. Since that time, they have rented the base- ment as an apartment. There was objection from the neighbors for this rezoning and the lot is too small according to Monticello ordinances. If rezoning were granted, a variance would also need to be granted on the lot size. Motion was made by D. Bauer, seconded by F. Topel and unanimously carried to recommend denial of both the variance and rezoning requests. ,.. Planning Commission Minutes - 11/20/78 . 4. Subdivision Request - Mel Worth. Mel Worth would like to divide off the southerly 1.186 acres of his land on Highway 25 where the Stor-A-Way is currently located. The total plat is 2.11 acres. There wouldn't need to be any variances required to subdivide this property. Mr. Worth has agreed to cash in lieu of land for park dedication. Motion was made by F. Topel, seconded by D. Bauer and unanimously carried to recommend approval of this subdivision. 5. Consideration of a Variance Request - Roger Mack. Mr. Roger Mack would like to add a room onto his house, and needed a variance to do so, because his home is in a B-4 Zone. He would exceed all setback and could meet all code requirements. Motion was made by F. Fair, seconded by D. Bauer and unanimously carried to recommend approval of this variance request. 6. Consideration of a Variance Request - St. Peter's Lutheran Church. st. Peter's Lutheran Church would like to place an off-premise directory sign, indicating the location of the Church, somewhere in the vicinity of Highway 25 and 3rd Street. . On a motion by F. Fair, seconded by D. Bauer and unanimously carried approval was recommended to allow this request of an off-premise sign on the private property of one of the property owners in that area, but not to put the sign on the public right-Of-way. Permission would be necessary from the affected property owner. 7. Consideration of a Variance Request - James Murray Mr. James Murray of 524 West 4th Street would like to build a garage which exceeds the 1000 square foot allowance by Monticello Ordinance. The 1728 square foot building that Mr. Murray is proposing would be a pole type building and would exceed the minimum setback requirements. The intention for this building would be for the storage of his moving van off the street and inside when he is not on the road with it. Motion was made by Fair and seconded by Topel and unanimously carried to recommend approval of this request. 8. Consideration of a Variance Request - Monticello Ford. . Mr. Larry Flake, owner of Monticello Ford,was present to request a variance that would allow the flags that are up at the new dealership location to remain. Presently, they are up in violation of Monticello Ordinances. The meeting ended at 9:15 A motion by Bauer and seconaed by Topel carried granting the requested variance for a period of Loren D. Klein
