City Council Resolution 2001-31CITY OF MONTICELLO RESOLUTION NO. 2001-031 RESOLUTION ACCEPTING FEASIBILITY REPORT, ORDERING PLANS AND SPECIFICATIONS, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS GROVELAND PHASE II PROJECT NO. 2001-05C WHEREAS, a certain petition requesting the improvement of streets within the Groveland Addition Phase II by the installation of sanitary sewer, water main, storm sewer, streets and other appurtenant work, was duly presented on the April 9, 2001, and WHEREAS, pursuant to resolution of the council adopted, April 9, 2001, a report has been prepared by WSB & Associates, Inc. with reference to the improvement, this report was received by the council on April 23, 2001; NOW THEREFORE. BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF MONTICELLO, MINNESOTA: The council finds and determines that said petition was signed by all owners of real property abutting upon the streets named as the location of the improvement. 2. Such improvement is hereby ordered as proposed in the council resolution adopted April 9, 2001. 3. WSB & Associates is designated as the engineer for this improvement and he has prepared plans and specifications for the making of such improvement and such plans and specifications, a copy of which is on file in the office of the City Administrator is hereby approved. 4. The city council declares its official intent to reimburse itself for the costs of the improvement from the proceeds of the tax exempt bond. 5. The City Administrator shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published for three days, shall specify the work to be done, shall state that bids will be received by the City Administrator until 10 a.m. on May 25, 2001 at which time they will be publicly opened by the City Administrator and City Engineer, will then be tabulated and the bids and the responsibility of the bidders will be considered by the council at 7 p.m. on May 29, 2001 in the council chambers of city hall. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the council on the issue of responsibility. No bids will be considered unless sealed and filed with the City Administrator and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City Administrator for five percent (5%) of the amount of such bid.
