MINUTES
REGULAR MEETING - MONTICELLO PLANNING COMMISSION
February 20, 1979 - 7:30 P.M.
Members Present: Jim Ridgeway, Dave Bauer, Dick Martie, Ed Schaffer, Fred Topel.
Loren Klein (ex-officio).
Members absent: None
1. Approval of Minutes.
On a motion by Fred Topel and seconded by Ed Schaffer, the Minutes of
the January 16, 1979 meeting passed unanimously.
2. Public Hearing - Ordinance Amendment on Wall Signs.
The proposed sign ordinance change was as follows (SEE PAGE l-A).
(The underlined words were added to the proposal and the dashed-out
----- words were deleted).

The Planning Commission felt that this above changed ordinance amendment
could better clarify the present ordinance.
The motion by Ed Schaffer, seconded by Fred Topel, passed 3 to 2, with
Dave Bauer and Dick Martie dissenting, to recommend passage of the
proposed amendment with changes shown.
3. Consideration of a Variance Request by Marn Flicker for six Wall Signs.
Mr. Marn Flicker, of Flicker's TV & Appliance, is requesting a sign variance
for his new business location on Highway 25 (Lots 4 & 5, Block 35) to put
up three wall signs on two different frontages. Present ordinance doesn't
allow this; therefore, a variance would be required. The total square
footage is within the footage limits for wall signs, but three signs on two
different frontages isn't allowed.
Dave Bauer made a motion to recommend granting this variance, motion seconded
by Dick Martie and all voted in favor.
4. Variance Request for a Duplex in a B-4 Zone - Milo Olson.
Mr. Milo Olson of 319 E. Broadway, Lots 5 & 6, Block 5, is requesting a
variance for a duplex within a B-4 Zone. This would be accomplished by
putting a basement apartment in his own existing home.
On a motion by Dave Bauer, seconded by Ed Schaffer, this item was tabled
unanimously to wait for more information by Olson at another meeting.

WALL SIGN ORDINANCE AMENDMENT
SECTION lO-3-9-(E)~2-(b)-l . . . Currently reads as follows:
Option A: Under option A, only wall signs shall be allowed. The
r.\ax imum numl'\'r of signs on any principal building shall be two (2) and in
all cases each sign shall be placed on a separate wall (frontage). The
maximum size of wall signs under Option A shall be determined by taking
twenty (20) percent of the gross silhouette area of the front of the building,
up to three hundred (300) square feet. Where the principal building is on
a corner lot and thus faces two (2) public streets the size of each sign
may be determined in the manner described above. If however, the building
has only one (1) frontage and the owner elects to erect two (2) Signs, the
total square footage of both signs may not exceed the maximum allowable
square footage determined from the front building silhouette.
For purposes of determining the gross area of the silhouette of the prin-
cipal building, the silhouette shall be defined as that area within an outline
drawing of the principal building as viewed from the front lot line or from
the related public street(s).
PROPOSED AMENDMENT:
Option A: Under Option A, only wall signs shall be allowed. The

5. Consideration of a Variance to Allow a Garaqe within -: 6" of the Property Line -
Donald Q. Smith.
Mr. Donald Smith, of 425 West River (Lots I & 10, Block 56), requested a
variance to build a garage within 6" of the easterly property line -
currently zoned R-2.

Ed Schaffer made a motion, seconded by Dave Bauer and passed unanimously
to recommend granting this variance.
6. Public Hearing on Consideration of a Subdivision of Property - William Seefeldt.
Mr. William Seefeldt of Electro Industries submitted a subdivision request
to sell a 1.28 acre parcel to the Monticello Area Alana Society.
Motion was made by Dave Bauer, seconded by Fred Topel and all voted in
favor to recommend this request.
7.
Monticello Alano Society Requested Variances.

Monticello Alana Society wants to establish a meeting hall in the building
on the 1.28 acres of property they are planning to purchase from Electro
Industries (see agenda item 6 above), and they would need the following
variances, as requested by Mr. Richard Osowski, representing the Alano group:
A. To allow a meeting room within an 1-1 zone.
B. To allow a septic system on less than 2~ acres, or on 1.28 acres.
C. Not having hardsurfaced parking and concrete curb barriers.
On Item A, the Commission felt that the secluded area would allow for more
privacy for the group making the request, and voted unanimously to recommend
approval of this item on a motion from Fred Topel, with Bauer's second.
On Item B, the feeling was that the area is sparsely settled and that there
probably wouldn't be any further development in that area until sewer and
water was available, and at the time sewer was available, hookup would be
mandatory. Therefore, Dave Bauer made a motion, seconded by Dick Martie
and unanimously carried to recommend this variance request be granted.
