SPECIAL MEETING MONTICELLO CITY COUNCIL
Monday, July 19,,2021 — 5 p.m.

Mike Mossey, Mike Haaland, Randall Johnsen, and Jennifer Schreiber
1. Call to Order
Mayor Hilgart called special meeting to order at 5 p.m.
2. 5 P.M. Budget Review
Rachel Leonard, City Administrator, gave a brief introduction for the budget workshop,
the first workshop on the 2022 budget. A schedule of meetings was presented with the
final review taking place on September 13 with the adoption of the preliminary tax levy.
Sarah Rathlisberger, Finance Director, provided information on personnel, equipment,
and major non -capital items. There was some discussion on the need for additional
personnel, specifically at Hi -Way Liquors and the DMV. Liquor store manager Randall
Johnsen provided some detail on the need for an additional full-time staff person at the
store. Both the liquor store and the DMV deal with high turnover among part-time staff
and it is an ongoing issue.
Ms. Rathlisberger then provided a list of requested equipment for 2022. The Council and
staff discussed the fleet maintenance program and how to potentially build the Central
Equipment Fund.
Major non -capital items were then reviewed. These include building improvements, IT
items, Fire Department items, and annual repair and maintenance items.
The Council was receptive to discuss the proposed budget items. No items were
removed from consideration. The discussion will continue at the next budget workshop
prior to the regular meeting on July 26.

By consensus, the meeting was adjourned at 7 p.m.
