City Council Minutes 06-23-1985 Board of ReviewMINUTES MONTICELLO BOARD OF REVIEW May 23, 1985 - 7:00 P.M. Council Members Present: Fran Fair, Bill Fair, Jack Maxwell, Dan Blonigen. Council Members Absent: Mayor Arve A. Grimsmo. Staff Present: Gary Anderson, City Assessor. County Staff Present: Orland Kreitlow, Deputy County Assessor, Wright County. The meeting was called to order by Councilmember Fran Fair at 7:01 P.M. The meeting was opened up to the list prepared by Deputy County Assessor, Orland Kreitlow. 1. The first resident to complain was Lon Olson, 825 West River Street, Parcel #155010-042010. 1984 Valuation was land at $8,000.00 and buildings at $45,900.00 for a total of $53,900.00. 1985 Valuation was land at $11,200.00 and buildings at $45,500.00 for a total of $56,700.00. Motion by Jack Maxwell, seconded by Bill Fair, to review and get back to Council members on Mr. Olson's property. Motion carried unanimously. At the end of the meeting, Mr. Olson's property was brought back up; and a motion was made by Jack Maxwell, seconded by Bill Fair, to approve the reduction in the total valuation of Mr. Olson's property from $56,700.00 to $55,700.00, a decrease of $1,000.00. Motion carried unanimously. 2. D&R Storage, Parcel #155018-001021. The 1984 Valuation was land at $31,400.00 and buildings at $75,400.00 for a total of $106,800.00. The 1985 Valuation was land at $31,400.00 and buildings at $108,500.00 for a total of $139,900.00. It was the general consensus of the members present that the total value established on the above mentioned property of $139,900.00 was of a fair value. 3. Mr. Arne Kolbjornsen, Parcel #155012-002010. 1984 Valuation was land at $14,200.00 and buildings at $84,700.00 for a total of $98,900.00. 1985 Valuation was land at $14,200.00 and buildings at $84,800.00 for a total of $99,000.00. Motion by Jack Maxwell, seconded by Dan Blonigen, to reduce the total 1985 Market Value by $11,000.00 to a total of $88,000.00. Motion carried unanimously. 4. Jay Miller, Rural Route, Monticello, Parcel #155049-001020, #155049-001030, #155049-001040, #155049-001050. This is the new construction for the 8 -unit townhouses. Motion by Jack Maxwell, seconded by Bill Fair, to reduce the value on Parcel #155049-001020, #155049-001030, #155049-001040 to land at $5,000.00 and buildings at $24,000.00 for a total of $29,000.00. Motion carried unanimously. Monticello Board of Review Minutes - 5/23/85 Motion by Jack Maxwell, seconded by Bill Fair, to reduce the value on Parcel #155049-001050 to Land at $5,000.00, Building at $40,000.00 for a total of $45,000.00. Motion carried unanimously with Mayor Arve Grimsmo absent. 5. Maureen Malone, Parcel #155020-001040, 1509 West River Street. 1984 Valuation was $10,200.00 on Land, Buildings at $44,000.00 for a total of $54,200.00. 1985 Valuation was Land at $10,200.00, Buildings at $45,200.00 for a total of $55,300.00. Motion by Jack Maxwell, seconded by Dan Blonigen, to reduce the total valuation for 1985 to $45,000.00 total. Motion carried unanimously with Arve Grimsmo absent. 6. Mrs. Robert Jameson, Territorial Road, Parcel #155500-123300. 1984 Valuation was Land at $17,000.00, Buildings at $29,200.00 for a total of $46,200.00. 1985 Valuation was Land at $20,000.00, Buildings at $37,800.00 for a total of $57,800.00. It was the general consensus of the Council members present that the valuation placed on the property for 1985 was a fair valuation. 7. Mr. Leo Mazer, 18 Eagle Circle, Parcel #155033-003010. The 1984 Valuation was Land at $9,200.00, Buildings at $57,600.00 for a total of $66,800.00. 1985 Valuation was Land, $9,200.00, Buildings at $56,600.00 for a total of $65,800.00. Motion by Bill Fair, seconded by Dan Blonigen, to approve the valuation that was placed on the property of $65,800.00 as being a fair market value for Mr. Mazer's property. The motion carried unanimously with Arve Grimsmo absent. As Mr. Mazer was leaving the Council Chambers, he stopped and made the following statement to City Assessor, Gary Anderson, and Council members Fran Fair, Dan Blonigen, Jack Maxwell, and William Fair: "Don't any of you bother to come out and make an assessment on my property or set foot on my property, for I will take care of you." 8. Ethel Sommers, 612 West River Street, Parcel #155010-047130. The 1984 Market Value was $8,000.00 on Land, $37,400.00 on the buildings, for a total of $45,400.00. The 1985 Valuation was $13,200.00 on the land, $37,200.00 on the building, for a total of $50,400.00. Motion by Jack Maxwell, seconded by Dan Blonigen, to reduce the total valuation of Mrs. Sommers' property down to $44,400.00. Motion carried unanimously with Arve Grimsmo absent. 9. Mrs. Leola Backstrom, 311 Minnesota Street. New Duplex. The 1985 Valuation was $10,800.00 on land, $94,600.00 on the building, for a total of $105,400.00. It was the general consensus of the Council members present that the valuation is fair and should be left the same for 1985. -2- Monticello Board of Review Minutes - 5/23/85 10. City of Monticello, who purchased the J & B Standard Oil Products Bulk Plant facility, Parcel #155010-012020. The City of Monticello was checking to see if this had gone tax exempt. It was looked up in the book, and the property had gone tax exempt as of January 2, 1985. 11. A letter was received from the accountants for the Tom Thumb Food Stores, Parcel #155010-113414. The City Board of Review acknowledged that the letter was received, and the members that were present felt the valuation was fair on the Tom Thumb Food Stores. Motion by Jack Maxwell, seconded by Dan Blonigen, to adjourn the 1985 City of Monticello Board of Review. The Board of Review adjourned at 9:49 P.M. Gary nder on City Assessor -3-
