City Council Minutes 11-04-1970 SpecialSpecial meeting November 4th -- 7:30 P. M. Ron Schleif, Richard Martie, James Maus, Franz Swanberg, William Sand- berg, and Councilman -elect Walter Markling in attendance. Lloyd Schnelle, Robert Davis, Grant Schleif, Fred Topel, Don Hueller, Dale Lungwitz representing the Planning Commission. Bill Sandberg and Gary Pringle to follow through with title search on parcel of land on present parking lot to be sold on tax delinquent sale, November 9th. Allen Anderson, State Planning Commission, explained the programs relative to public housing eligible .for federal funding. There are 42 programs. One dealing with rent -supplement senior citizen housing most suitable for Monticello needs. Steps 1: Public hearing to determine need. 2: Appoint Housing and Redevelopment Agency. 3: Certifv by Council. 4: Application. Average allowable cost $16,000 per unit -- one bedroom unit 400 sq. ft., 2 bedroom unit 525 sq. ft. Elderly pay 25% of income for rent. E1_igi- bility on 62 .years of age or permanently disabled by Social Security standards. Annual allowable income is $2800 sirgl.e or $3600 per couple. $10,000 asset limit. General consensus of group to follow through on program. Ron Schleif presented a letter referring to a State Labor Survey for Economic Development Agency a meeting to be held in Buffalo, November 19th at 8 P.M. Council and Planning Commission each to appoint a re- presentative to this meeting. Appointments to be made at Tuesday, November 10th meeting. Adjourned on motion at 9:30 P.
