Regular meeti4g of the village council held this date in the village council room, '
Members present- Ojakangas, Bel -EI-strom.,, AdAnts, Kasper., S-wanson and Madsen. Absent- None.
The meeting -vias called to order by lVlayor Ojakangas. Ojakangas mTore in Harry A.
Bergstrom as the new mayor and presented him with a new gavil, as a gift, to
replace the old chiped and splintered gavil.
Mayor Dergstoom. swore*in J. E. Madsen as the new councilman. to replace Leo Baker,
Minutes of the meetings of Decembe-_r 2 & 10 were approved as read.

Attorney Mike Goggins, representing E. Lindenfelser once again requested a permin-
ant'perriat to operate a,used car, lot. In the #emission that followed the question
of what is a home business was brought ,up. 2he legality of the egg candeling bus-
iness of S. Delong and the Watkins retail store in the garage of D. Hueller was
discussed, and the clerk was instructed to ask the village attorney to attend our
next meeting to'ansvier questions on this.
Motion by Swanson to table E. Lindenfelser's request until next meeting. Seconded by
Adams and carried.
Motion by Adams that a letter be Bent to D. Hueller requesting that he remove the
sign from his garage, and informing him that the legality of his operating a retail
store froir his garage would be taken `up with our attorney. Seconded by Madsen and
carried,
R. Michaelis requested that the village purchase a sand spreader that could be
attached to the truck and used for spreading sand on icy streets. Motion by Kasper
not to purchase the spreader this winter but to table the matter until early next
fall at Torhich time it should be reconsidered. Seconded by Madsen and carried.
The question was brought up about switching the village hall- heating system to
rz.
Hatral gas. Motion by Sh-ianson to talk with M. Kjellberg before converting to see
if his prices on bottle gas could coripair with that of natral, gas. Seconded by
Kasper and carried.
A request was retieved from R. Lauring that his business, establishments be charged
one se-wer rental f e e instead ead of two. Motion by Adams that thLe charges remain as is.
Seconded by Kasper and carried.
'Motion by Madsen to approve the issuance of a cigerette license '
suto John and Margies
Cafe. Seconded by Adams and carried.
A discussion was held again on" the sa.0 of cigeretts to minors and the question of
weather or not the cigerette machines should be removed to help prevent the sale
of cigeretts to minors. I -lotion by Kasper that the cigerette machines be allowed to
stay and to revoke the license of any business establishment that kmowingiy sells
to, or allows any minor to purchase cigeretts from their establishment either'
over the counter or from machines. Seconded by Madsen and carried. Adams vditing No,
Motion by 14adsen that R. P. Braucn be allowed to have a ciger6tte machine in the
village liquor store provided he purchase a license for it.
Motion by Adams to hire Bernard W. May to Audit the books for 1963. Seconded by
I-ladsen and carried.
'Motion by Adams to pay bills as read. Seconded by Swanson and carried.
Mr. N. Krueger .of Krueg er-ldchael son engineering net with the council to explain
why he and the bonding, company feel that the bonding conpany is not liable for the
added expense in connecting the Dr. Smorstok resedense to the village sewage system.
Mr Krueger was asked to show the council plains of the debth of the main sewer line
running past the Dr. Sn-orstok resedense. He agreed to get these plains and shoTrr teem
to the council on his next trip through Monticello.
The following appointments were made by Mayor Bergstrom: Wrig'ht County Stag Bank
as official depository; Monticello Times as official newspaper; Dr. F. E. Ellison
as health officer; C. 11. Swanson as acting r.,,iayor in the absence of the mayor;
Adams & Ma.dsezi to street cormaittee; Kasper 9-4: Swanson to liquor store co= I ttee;
and Fred Topel., Bill Sandberg & N. Adams to -park co =dttee.
A descussion was held relative to the scat* - rink and the procuring of a warming

house. Madsen suggested that the land south of the elementry school be looked into

February 3, 1964
Regular meeting of the village council held this date inthe village hall.
Members present- Bergstrom, Adams, Kasper, Madsen and Swanson. Absent- None.
T inutes of -the meeting of January 6th. were approved n4s read.
G.Phillips, Ii. Gillham and A. Zur;.Brunnen of the hospital board met with the
council requesting information regarding the hookup of the proposed neer hospital
to the village sewer amd eater systems. They requested information as to rates
and size of water main that would run past the hospital.They also reauuested to
know if the council would consider at this time establishing the grade level
of Oak street so that this might be excavated at the same time that excavation
is being done on the hospital land. The council decided to check on this and
give it answer as soon as possablep
Jim Merium was present to explain the pperation of the fire phone system to the
council. He was also questioned about the difaculty in reaching the long distance
operator. fir. Merium said he would contact the St. Cloud office to see if this
could be improved.
Lotion by Kasper to have the fire phone in the fire hall removed because of it
being of no value. Seconded by Swanson and carried.
Ray Georges was present to con -plain of dogs running; at large. He reported that
several times he had to chase dogs away, from criildren at piay.
Motion by Adams to purchase a tranquzizer gun and serum for the purpose of
catching dogs running at large. Seconded by Kasper and carried. R. 1 ichaelis
was orded to purchase this gun and to began using, it irariatly upon arrival.
Lotion by Kasper to approve a cigerette licenst for Fred Topel at the down-
toz-gin. Phillips 1166" station. Seconded by Madsen and carried.
A. 11clntive requested to have the radar unit repaired and to sell it -with the
money obtained to be than used to purchase a monitoring radio unit at a cost
of approxanitly $x-50.00. Yotion by Kasper that A. Eclntire have the Radar unit
repaired end to investigate the probability,of selling it, and to report back
to the council ghat he feels the unit could be sold for. Seconded by Adawis and
carried.
Jay W. Tiller requested to knoir if tree council was going to follow through with
adopting an ordinance governing; the duties of a building inspector. Mayor
.Bergstrom said that he would call a special meeting at a J ater date to discuss
this mater further,
A,. Tlicha.elis su ,gested. that the village install a siren near each edge of the
village so that emergency signals could be*-,eard throughout the whole village,
R. Iiichaelis was instructed to cheek on the coust of purchasing used sirens.
I"otion by Adams to relieve R. Elichaelis of i -,is dutied. Seconded by Madsen.
Adams and 17ad.s-en voted aye, Swanson and Kasper voted Na. Bergstrom that. broke the
'fie by voting aye. Yotion carried,
I -lotion by Swanson to pay R. Michaelis one months severance pay plus two
aquired vacation pay. Seconded by Itiiadsen and carried.
Motion by Branson to approve bills as read. Seconded by- Adams and carried.
