Regul-mar meeting of the Village Council held this time and date. Membcrs present:

Mayor Erlandson, Councilmen Kasper, Sandberg, Schaffer and Topel. Absent: None.
Minutes of the meetings for May 2nd 9th, and 22nd, 1967, aiad-a read and approved,
Mr. Graham discussed with Council ;. water bill certified to sorrie property that he
purchased. The property was clear of all li ens and assessements when he -purchased it;
however, he said after he purchased it,, the Village of 'Plonticello certified to the
County Auditor's office and old water and sewer bill of AP'153.70 that had been accrued
on this property previous to his purchasing it. Council agreed that Mr. Graham. hP.d a
bona fide complaint and, based on the legal opinion from the Village attorney per--
taining to this particular case.,agreed that �4r. Graham should not have to pay this bill.
Motion by Councilman Kasper, that Yx'. Graham be exempt from paying the bill. Seconded
by Councilman Schaffer and carried unanimously.
Mr. Hollenbeck d-iscused his water billings with the Council. He stated that the Village
had asked him and ',X.rs. Amelia Meyers to keep their water running continuously from
December through March as the Villa�re water line freezes up under Route 152. Motion made

by Councilman Schaffer to have Mr. Hollenbeck and Amelia If,-_yttr pay oply the minimum
water charges for the period December Ist through March 31st each year. Motion seconded
by Councilman Sandberg and carried unanimously.
Mr. Hugh McKinnon asked Council 11V he should pay for Qn additional sewe-,r charge --"or an

apartment when it was vacant during the entire first quarters of 1967. Council tabled
the above until a legal opinion can be obtPined from the Village Attorney.
t4r. Boss discussed with Council the penalty charged on his water and sewer bill. Due
to his particular situation, a motion was made by Councilman Topel that N11r. Doss
be excused this time from the above penalty due to the particular nature of his
situation,. Motion seconded by Councilman Schaffer and carried unanimously.
Council approved of corrected billing of $5.11 because of a previous overcharge for
DO-tvid. Kranz.
Mr. Burbage, of Suburban Gas, Inc., discussed with Council the possibility of the

Village extending water and severer lines out to their properties on the south side of
the Great Northern tracks near the do -,pot. Council decided to table this until the
cost of this undertaking could be established.,
Yx. Ken Johnson of Buffalo, General Manager of Centra Sota, and Emil Viskocil, manager
of the 111ontict.11o, branch operation, discussed with Council the sewer charges if the above
organization takes over the Land Otlakmsdrying plant. Council informed Centra Sota
officials that I.,-,nd O'Lakes paid $2,000.00 per year for sewer when they were in operation.
The above officials thought that had been a fair charge at that time.
Motion by Councilman Kasper to issue Mr. Bill Sipes a building; peI-
L rmit to remodel the
Texaco Service Station, located on Lots 19 29 & 3. Block 50, Monticello proper. Lotion
seconded by Councilman Schaffer and cal-ried. unanimously.

January 1. 1966 to December 31, 1966 and December 1, 1966 to December 31, 1966.

Motion by Councilman Schiffer to issue Mr. James Maus a building permit to build
a house 6 '6"X261 with a 26'X26' ell -;on Lot 3, and westerly one half of Lot 4s, Lot
6 except the easterly 999t and the easterly 33' of Lots 7 & 8. Block 61. Motion
seconded key Councilman Topel and carried unanimo4slyo
Motion by Councilman Schaffer to renew Dr. Kasper building permit 1966-12. Motion
seconded by Councilman Topel and carried unanimously, I
Motion by Council -man Schaffer to raise the wages of Mr. William Alen, a part-time
Village employee to $2.15 per hour effective,june 79, 1967. Motion seconded by
Councilman Topel and carried unanimously.
MotionbyCouncilman Kasper that the Village of Monticello buy an ice machine for the
Municipal Liquor Store. Notio'n,iseconded by Councilman Schaffer and carried
unanimously.
Motion by Councilman Topel to authorize the selling ofl*the Village garbage truck
to Eddy's Sanitation Service of Annandale$ Minnesota for $275.00- Motion seconded
by Councilman Schaffer and carried unanimously.
Motion by Councilman Kasper to issue a use permit to Mr. W. A. Sandberg to construct
a patio fence �2',X 20 1 X 61 high on Lot 6, Block 16, Lower Monticello. Also to
issue a use permit to Mr. J. A* Nelson to construct a patio fence 121 X 18' X 3' on
one side and 6' high on two sides on Lot 1, Block E. Lower Monticello. Motion
seconded by Councilman Schaffer and carried unanimously.
Motion by Councilman Kasper that the Village buy eight (8) flasher lights for
the street department* Motion seconded by Councilman Schaffer and carried unanimously.
I -lotion by Mayor Erlandson to approve of issuing, a check for $24.92 to replenish the
clerk's petty cash fund. Motion seconded by Councilman Kasper and carried unanimously.
Motion by Councilman Topel to issue a non -intoxicating malt liquor license for June 11,
1967 only for one (1) dollar to the American Legion Club. Motion seconded by
Councilman Schaffer and carried unanimously.
The Village of Monticello entered into a contract with Feed -Rite Controls, Inc. of
Center City, Minnesota, whereby Feed -Rite will treat the Village water with chlorine
and polyphcstphates for iron bacteria to clear up the discoloration of Village water
on a six (6) month trial basis commencing June 15, 1967- If the Village is not
satisfied with the treatment at the end of this period of time, the cost to the
Village will be only for the chlorine and the freight of the polyphostphates and other
equipment equipment involved. If the Village of Monticello is satisfied with the
treatment, the initial costs for equipment will be about $1465-00 Plus the cost of
chemical involved. After the initial costs further costs will be for the chemical
supplies required periodically for the treatment. Motion by Councilman Kasper to
authorize the Village of Monticello to enter into a contract with Feed -Rite Controls,

Inc. to treat the Village water under the provisions of ;the contract. Also to authorize
Mayor Erlandson to sign this contract for the Village of Monticello. Motion seconded
by Councilman Schaffer and carried unanimously.

Mr. Jim Foster of the Foster Insurance Agency presented to Council for their approval
the amount of insurance to be carried on the disposal plant, He also presented
a Statement of Values for Fire Underwriters Bureau Inspection to be signed. Motion
by Councilman Kasper to authorize Mayor Erlandson to sign the Statement of Values
and to approve coverage of $172,000.00 to be written on the disposal plant. Motion
senonded by Councilman Schaffer and carried unanimously.

Mr. Foster further discussed frith Council the feasibility of the Village purchasing
Money Security Broad Form Insurance for the Municipal Liquor Store., Motion by
Council -man Schaffer that the Village take out $29000,00 of the above mentioned
insurance on the Municipal -Liquor Store. motion seconded by Councilman Kasper and
carried unanimously.
Motion by Councilman Schaffer to pay the bills as read.. Motion seconded by Councilman
Kasper and carried unanimously. A x

Special meeting of the Village Council was held this time and date in the Village
Hall, Members present: Mayor Erlandson, Councilmen Kasper, Sandberg, Topel, and
Schaffer. Absent: None.
Council reviewed the Village water ordinance and worked up a proposed water ordinance
draft that gill be reviewed by Mr. Heffernan, the Village Attorney$ for its
legality prior to its being adopted by the the Village,
,Motion by Councilman Schaffer to have Mr. Heffernan, the Village Attorney, review.
and 'up -date all Village ordinances. Motion seconded by Councilman Sandberg and
carried unaniinously.
140tioa by Councilman Kasper to have Lando Kirscht help the Village in conducting
a water and sewer survey and tag all grater meters. Motion seconded by'Councilman
Topel and carried unanimously.
Based on a legal opinion received from the Village Attorney's office, Motion by
Councilman Topel to close out as bad debts many uncollectable water and sewer bills
accrued for water consumption prior to the year 1967. The list of these bills are
on file in the Village office. Motion seconded by Councilman Kasper and carried
unanimously.
