City Council Minutes 02-13-19687:30 P. m. February 13, 1968 Regular meeting of the Village Council held this time and date at the Village Hall. Members present: Mayor Sandberg, Councilmen Kasper, Topel, Schaffer, and Swanberg. Member absent: None. Minutes of the meetings for January 9, 19689 and January 30, 1968, were read and approved. Motion by Councilman Kasper to hire Mr. Walter Mack as the Water and Sewer Department Maintenance man commencing February 26, 1968. The starting salary will be $500.00 per month. Further, that Mr. Mack will be on a six (6) months probational period. Motion seconded by Councilman Topel and carried. Voting yes: Councilmen Kasper, Topel, Schaffer, and Swanberg. Bids were received on remodeling the'Municipal Liquor Store at 8:00 p.m. The only bid received for the above project was that of the Bud Schleif Construction Company, Inc., who submitted the following three alternate bids. Each bid covers the complete cost in remodeling the above named building according_ to the plans and specifications that were'drawn up. 1. Base bid $139387.00 Cooler and fixtures by Allied 6 600.00 Total $19,987.00 2. Base bid $13087.00 Cooler & fixtures by St. Cloud Restaurant Supplies 6,581.00 Total bid $19,968.00 3. Voting yes: Councilmen Kasper, Topel, Schaffer, and Swanberg. Mr. Art McIntire, thief of Police, gave the Council a written and oral report of police work during the year 1967. Motion by Councilman Topel to increase the salary of the Chief of Police, Mr. Art McIntire, to $600.00 per month. The above salary increase will be effective for the pay period commencing March 1, 1968. Motion seconded by Councilman Schaffer and carried. Voting yes: Councilmen Kasper, Topel, Schaffer, and Swanberg. It was brought to Council's attention that Mrs. Lois Schoepf has to keep the water running at her place continously during the winter months sb that the Village water line will not freeze. Motion by Councilmen Topel to approve of a minimum water charge for January, February, and March 1968. Motion seconded by Councilman Schaffer and, carried. Voting yes: Councilmen Kasper, Topel, Schaffer, and Swanberg. Motion by Councilman Kasper to approve of a building pernit for Mr. William Allen to build an addition on to his house 121X14' on lots 4 & W i of 5, Block K. Upper Monticello. Cost of permit $5.00. Motion seconded by Councilman Topel and carried. Voting yes: Councilmen Kasper, Topel, Schaffer, & Swanberg. ' (Continued February 13, 1968) Motion by Councilman Schaffer to adopt the following change to the Village employee's vacation policy. After completion of the first full yearofweek employment with'the Village, the employee will be entitled toxone (1)*vacation., After two (2) or more years the employee will be entitled to a two (2) week vacation. This policy change will be effective for ana employee hired from now on. Motion seconded by Councilman Swanberg and carried. Voting yes: Councilman Kasper, Topel, Schaffer, and Swanberg. Motion by Councilman Topel to authorize the Village to purchase a Flexible Pipe RodeR Serial #RPR -7007 for`the Sewer Department from Flexible pipe Tool Company for $1,441.90 . Motion seconded by Councilman Schaffer and carried. Voting yes:* Councilman Kasper, Topel, Schaffer, and Swanberg. Motion by Councilman Schaffer to pay Al's Sanitation $375.00 per month to pick- up Village garbage commencing the 1st of March 1968. Further, that the following changes will be made in Al's Sanitation agreement to pick-up Village refuse. 1. Garbage will be placed in regulation size garbage cans of 30 gallons or less; or a cardboard box maybe used'providing it is of substantial strength` and of a size that the collector can handle. The following containers are not acceptable: fifty (50) gallon drums or paper bags. 2. The garbage collector will not be required to pick-up tree -branches. Motion seconded by Councilman Kasper and carried. um c Voting yes: Councilmen Kasper, Topel, Schaffer, and Swanberg. Council discussed the fire protection that"is provided by the Monticello"Fire Department for the surrounding townships and the cost involved in providing this protection. Council instructed the Village Clerk -Treasurer to write a letter to each member of the town boards of Monticello, Otsego, Silver Creek, and Big Lake Townships asking them to attend a special council meeting that is to be held at 8:00"p.m. on March 41, 1968. At this meeting council wants to work out an agreement to establish contracts and a cost basis with the township governments. Council further stated that those town boards who fail to attend this meeting their townships would be denied fire protection within 90 days after the above special meeting. Motion by Councilman Schaffer to pay the bills as presented. A list of bills as presented are on file at the Clerk's office. Motion seconded by Councilman Kasper and carried.
