City Council Minutes 03-12-19687:30 p.m. March 12, 1968 Regular meeting of the Village Council held this time and date at the Village Hall. Members present: 'Mayor Sandberg Councilmen Kasper,' Topel, Schaffer, and Swanberg. Ydnutes of the meeting for February 139 1968, and March 40 1968, were react and approved. MY. Jim Maus, Yx. J." Powers, Mr. J. Barthel, and Mr. Doug Pitt were present for the hearing that was conducted on the proposed assessments to property ov.7ners whose property abuts the sanitary sewer extension along West River Street from the corner of Chestnut avenue to the westerly village limits. Motion by Council- man Schaffer to adopt resolution adopting assessments to be levied against those property owners whose property benefitted from the above improvement. Potion seconded by Councilman Topel and carried. Voting yes: Councilmen Kasper, Topej, Schaffer, and Swanberg. The Senior Citizen's Club reported to the Village Council on the success of their club. Motion by Councilman Kasper to approve of the purchase of the Floyd Trunnell Building (Property Description #197663 Upper Monticello) for the Senior Citizen Club Building as set forth in the motion made by Council at the October 100 19679 zmaudd regular council meeting and the Earnest Money Contract dated November 1, 1967. Further, that the future`Councils are not obligated to finance the support of the above center other than provide water, sewer, and lights. Motion seconded by Councilman Schaffer and carried. Voting yes: Councilman Kasper, Topel, Schaffer, and Swanberg. Motion_ by Councilman Schaffer to approve of a minimum water charge for Mr. Allen Schleif as it has been reouested that he run the water continuously at his place to keep that dead-end water line clear as it is not served by a hydrant. This is to be in effect until December 311 1968. Motion seconded by Councilman Swanberg and carried. Voting yes: Councilmen Kasper, Topel, Schaffer, and Swanberg. Motion by Councilman Topel to transfer $2000.00 to the Street Department Fvnd and $1000.00 to the General Fund on a temporary basis from the Municipal Liquor Store. Motion seconded by Councilman Schaffer and carried. Voting yes: Council. men Kasper, 1'opel, Schaffer, and Swanberg. Motion by Councilman Swanberg to approve of the following improvements for the Municipal Liquor Store. 1. Air conditioning unit for the Off Sale section. The cost of this not including wiring $540.00. 2. Fresh air intake and roof exhaust for the On Sale section. The cost of this not including the electric wiring $650.00. Motion seconded by Councilman Schaffer and carried. Voting yes: Kasper, Topel, Schaffer and Swanberg. Motion by Oct ci'lman Kasper to authorize the partitioning off of a portion of the Village Hall Council room for the tk Clerk -Treasurer's office. The area partitioned off will be approximately 10' by 18' the cost involved will be approximately $525.00. Motion seconded by Councilman Schaffer and carried. Voting yes: Councilmen Kasper, Topel, Schaffer, and Swanberg. so (Continued from March 12, 1968) Council discussed wage scales with the Municipal Liquor Store employees. Motion by Councilman Swanberg that the above discussion be tabled until further studies could be made on the above matter. Motion seconded by Councilman Topel and carried. Voting yes: Councilmen Kasper, Schaffer, Topel,and Swanberg. Motion by Councilman Topel to approve of purchasing one police uniform per year on a need basis for each of the Village's part-time police officers. The above authorization covers the following uniform items '* a. One (1) pair of trousers. b. Two (2) shirts. c. One (1) tie. d. (1) cap. Motion seconded by Councilman Kasper and ca'rr'ied. Voting yes: Councilmen Kasper, Topel, Schaffer, and Swanberg. Motion by Councilman Swanberg to purchase a new cash register for the Off Sale and one for the On Sale of the Mâ–ºlnicipal Liquor Store from National Cash Register Coppa.ny. The cost of these two cash registers Model MCR 22-990 series will be $1990.00 minus $125.00 for trade iri. Further that the Mayor and Clerk -.Treasurer be authorized to sign the sales contract for the Village with National Cash Register Company. Motion seconded Schaffer and carried. Voting yes: Councilmen Kasper, Topel, Schaffer and Swanberg. Motion by Councilman Kasper to pay the bills as presented. A, list of the bills as presented are on file at the Clerk -Treasurer's office.
