City Council Minutes 06-11-19688:00 P. M. June 11, 1968 Regular meeting of the Village Co-ancil held this time and date at the Village Hall. Members present: Mayor Sandberg, Councilmen Kaspert Topel, Schaffer, and Swanberg. Memt_)ers absent: None. Minutes of the meeting for May 14, 1968, read and approved. o Council discussed with a group of citizens the pros and cons as to whether Ellison Park should be open for overnight,canper narking. Motion by Councilman Kasper whereby, all Village parks (Ellison Park, East River Bridge Pa.rk, and ��v'est River 3ridge P,:,�rk) would be open for overnight camperparking from the hours of 5:00 P.M. to 10:00 A.M. Further, that a sign be posted at Ellison Park listing all other parks in -the vicinity (Riverside Tent and Trailer Court, Montissippie County Park) that -re available for overnight camper parking. Motion not seconded. Councilman Kasper restated and changed his motion, "Whereas Ellison Park only would beclosed to all overnight camper parking. The East River Bridge Fark,and _nest River Bridge Park would be open for overnight Camper parking. Further that there be a sign installed at the Ellison park listing r parks other arks in the " " vicinity (West River Bridge Park, East River Bridge Park, Riverside TeA and Tr�.iler Court, Montissippie County Park) that are available for overnight camper parking." Motion seconded by Councilman Topel and carried. Voting yes: Mayor Sandberg, Councilmen Kasper, Topel, Schaffer, and Swanberg. Voting no: None. Mr. Karry Flake spoke to the Council about the possibility of the Village obtaining easements for the alleyways in Monticello business district. Mayor Sandberg asked Mr. Flake if he would form a committee and work through the Rotary Club and the Chamber of Coriimerce in contacting the businessmen concernec:. and to see how they felt about granting such ari easement to the Village. Ore of the pri_nary reasons for granting such an easement to the Village is that the alleyways would then be _maintained by tha Village. Motion by Councilman Schaffer to approve of purchasing an Olivetti Calculator for $517.50 .for the Clerk -Treasurer's office. Motion seconded by Councilman Swanberg and carried. It was brought up to Council attention that Mr. John Kaz has to keen the water running at his place °continously during the winter months so that the Village water line doesn't freeze up. Motion by Councilman Topel to approve of a minimum water charge at the Kaz*x residence for January, Fabruary, and.!lurch 1968. Motion seconded by Councilman Schaffer and carried. Voting Yes: Mayor Sandberg, Council- men Kasper, Topel, Schaffer, and Swanberg. Voting po::None. Council discussed the cost of having a seal coat put on Village Streets. Council requested that the Clerk*Treasurer check frith Slurry Kote Service about a new type°of seal coat that this firm has for seal coating streets. Ar. Jean Brouillard, President of the Monticello Chamber of Commerce spoke, to Council about the possibilitjr of one of the members to attend the tax meetings that are being held at the State Capitol Building concerning the possible changing of the present .Ad Valorem tax on utilities to a gross earnings tax during the next legislative session. Council approved of the date for the Board of Review meeting which has been set for 8:00 p.m., June 19, 1968, at the Village Hall. Council asked the Clerk -Treasurer to have the Village Attorney, Mir. Heffernan, check on the feasibility of adopting an ordin��nce that would prohibit the parking of large trucks on village residential streets and further prohibit other types of public nusiances. Mr. Lynn Smith, the Monticello limes Editor, spoke to the Council about flouridation of Village water. Council stated that at the present time they were delaying treatment because the water is presently being chemically treated for iron bacteria. However, it was decided that the Clerk -Treasurer should write the State Board of Health to see if these chemicals they're now using would. have any effect on flouridation of Village water. Motion by'Councilman Schaffer to )�,y the bills as presented. A list of bills as presented are on file at the Clerk -Treasurer's office. The following order were issued for disbursement of funds in the General Fund, General Sinking Fund, Street Fund, Water Fund, dater Sinking Fund, Sewer Fund, Park Fund, and General improvement Fund, order numbers 442 through 534.
