City Council Minutes 09-11-19688:00 p.m. September 11, 1968 Regular meeting of the Village Council held this time and date, at the Village Hall. Members present: Mayor Sandberg, Councilmen Kasper, Topel, Schaffer, and Swanberg. Absent: None. Minutes for Council meetings for August 13th, and 19th 1968, and September 6,• 1968, were read and approved. n . Motion by Councilman Schaffer to approve of a building permit for Mr. Leslie Go -man to build a garage 2411132' on Lots 4,596, & 7, Block 22, Upper Monticello. Cost of permit $5.00. Motion seconded by Councilman Kasper and carried. , Voting yes: Mayor Sandberg, Councilmen Kasper, Topel, Schaffer, and Swanberg. Voting no: None. Motion by Councilman Schaffer to authorize the Village to purchase the following items from Mr. George Davis for $145.00: .1. Sears gas heater with maximum capacity of 70000 BTU's. 2. A used Lincoln Fleet Arc Welder, 3. Blacksmith vise. Motion seconded by Councilman Swanberg and carried. Voting yes: Mayor Sandberg, Councilmen Kasper, Topel, Schaf-',,*er, and Swanberg. Voting no: None. . Motion by Councilman Schaffer to rescind motion dated August 139 1968, which reads in part, "to purchase a secondhand wall furnaces 65000 BTU's, from Doctor John Kasper." Motion seconded by Councilman Topel and carried: Voting yes: M4yor Sandgerg, Council. men Kasper, Topel, Schaffer! and Swanberg. Voting no:. None. Mr. Senness, Superintendent of Independent School District #8820 was present to discuss the annexing of the school property where the prposed elementary school is to be built and whether the Village will extend that portion of Third Street between,Chestnut Avenue and Elm Street to connect to the school service road. the Council stated they would extend that portion of Third Street. Howeverg as to annexing the school property, they want.the Village Planning Commission to study this. Further, Mr. Senness asked about water and sap.itary sewer. Mr.E Thore Meyer, Village Engineer, stated to the Council the different ways the proposed elementary school could connect up to the Village water and sewer lines. Motion by Council.. man Topel that Independent School District #882 will be allowed to connect on to the Village water and sanitary sewer lines along the shortest route from the elementary school., Further, that a water and sanitary sewer hook-up charge will be determined by Council.at a later date. Motion seconded by Councilman Kasper and carried. Voting yes: Mayor Sandberg; Councilmen Kasper, Topel, Schaffer, and Swanberg. Voting no: None. Motion by Councilman Schaffer to transfer $2,000.00 from Liquor Fund to General Improvement Fund. Motion seconded by Councilman Topel and carried. Voting yes: Mayor Sandberg; Councilmen Kasper, Topel, Schaffer, and SI-Tanberg. Voting no: None. Motion by Councilman Schaffer to Kjellberg Furniture Store to have a side walk furniture sale on Walnut Street side of furniture store on the 13th a_nd 14th of September 1968. Motion seconded by Councilman Kasper and carried. Voting yes: Mayor Sandberg; Councilman Kasper, Topel, Schaffer, and Swanberg. Voting no: None. Motion by Councilman Schaffer to approve of hiring Mr. K. Johnson as a part time bartender at the Municipal Liquor Store as of August 17, 1968, at $2.15 per hour. Then commencing as of September 1, 1968,. -the above named man will commence as a full time bartender at the municipal liquor store at the above stated hourly rate of pay. Further Mr. K. Johnson hourly rate of pay is to be increased from $2.15 per hour to $2.40 per hour commencing September 16, 1968. Motion seconded by Councilman Swanberg and carried. Voting yes: Mayor Sandberg; Councilmen Kasper Topel, Schaffer, and Swanberg. Voting no: None. (Continued September 11, 1968) Motion by Councilman Topel to authorize the purchase of a sickle bar mower from Baker Rambler Equipment for $75.00 for the Village Maintenance Department Motion seconded by Councilman Schaffer and carried. Voting yes: Mayor Sandberg; Councilmen Kasper, Topel, Schaffer, and Swanberg. Voting no: None. Motion by Councilman Schaffer to purchase a Sentinel (manual registration) time clock for $170.00, time card rack with 25 pockets .for `12.50 from Persian Office Machines for the Municipal Liquor Store. Motion seconded'1by:_Godnci1man Swanberg and carried. Voting yes: Mayor Sandberg; Councilmen Kasper, Topel, Schaffer, and Swanberg. Voting no: None. Council requested that the Clerk -Treasurer advertise for a police officer in the Monticello Times and the League of 111innesota Municipalites publication. Motion by Councilman Kasper to put up flip -up 4 -way stop signs at the corner of Walnut and 3rd Street. Further, Independent School District #882 will defray half of the cost for the above signs. Motion seconded by Councilman Schaffer and carried. Voting yes: Mayor Sandberg, Councilmen Kasper, Topel, Schaffer, and Swanberg. Voting no: None. Motion by Councilman Kasper that the Village of Monticello adopt a resolution to make application for planning assistance under grant from the Department of Housing and Urban Development as authorized under Section 701 of the Housing aet.of 1954, as ammnded. l°lotion seconded Councilman Topel and carried. Voting yes: Mayor Sandberg, Councilmen Kasper, Topel, Schaffer, and Swanberg. Voting no: None. Members of the Council discussed hiring help for the office of the Clerk -Treasurer. However, the matter was dismissed. Council reviewed the price quotes on a pole bar for -the Village Maintenance Deoartment for storing Village equipment.n However, it was decided to seeif an additional door could be made on the Village �iaintenr_ce Department, side of the Municipal Building, If this were possible it was felt there wouldn't be a need for a pole barn. Motion b;r Councilman Schaffer authorizing the bills to be paid as presented to Council. A list of bills as presented and bills are on file at the Clerk -Treasurer's office. The following monies were disbursed: General Fund $ 4562.29 , Street Fund $719.49 , Water Fund $475.96 , Sei-Ter Fund $11,35.95 , Park Fund $87.24 , and the General Improvement Fund $19065.08. The following orders were issued for trp above listed funds: Order 808 through 887. The amount of monies were disbursed in Liquor Fund $23487.23 ; and the orders issued were X34 Lhrough 604 lKotion seconded by Councilman Topel and carried.
