City Council Minutes 04-08-1969130 7:00 p.m. April 8, 1969 Regular meeting of they Village Council hold this time and date at the Village Hall. Members present: Mayor Sandberg; Councilmen Ed Schaffer, Franz Swanbarg, J. W. Killer, Jr., and James Maus,. Members absent: None: Minutes for Council meeting February 13, 179 18, and 279 1969; and March 7, 11, 1969, were approved by the Council. Mr. Robert Mausford; representing Gruys, Johnson, & Associate CPA firm; presented their findings on the audits that they conducted on the Village funds and. the Fir mean's Relief Association's for year 1968. Motion by Councilman Miller to accept'the audit that was conducted on the Village funds and Fir®mens Relief Association by the above named CPA firm. Lotion seconded by Courfcilman Schaffer and carried. Voting yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, �Iiller, and Maus. Voting no: Norio. r F Mr. Robert Mausford; representing Gruys, Johnson, & Associates CPA firm; presented their findings of the Municipal Liquor Store audit for the first three months of 1969. He stated that their gross income as a percentages of sales was down. They auditor further' stated hes felt that operating *xpeenses were higher for the liquor store operation. 'Council stated th4y would ch -e& into this matter. Mr. Warner, rtpresenting the¢ Minnesota State Highway Department, was here to inform the Council that the highway department wanted Council approval on the State Highway Department's plans and specifications for res*rfacing Routes 25 & 152 within the Village corporate limits, iviotion by Councilman Mill^r to adopt a resolution to approve of plans and specifications presented by the State High- way `Departmont of the; State of TViinnssota to ro�surfa:cee the above named highways within the corporate limits of the Village. Motion seconded by Councilman Schaffer and carried. Voting yes: Mayor Sandberg; Councilor an Schaffer, Swanberg, Taller, and Maus. Voting no: None,. Mr. Tomek and Mr. Burbage, representing Suburban Gas Company, discus"sed with the Council about the possibility of purchasing pots 1, 2, 39 4, arfd 26 feet of Lot 5; Block 14, Upper Monticello from the Village. Yx. Tomek stated that Suburban Gas Company wanted to build a building on the above lots "that would handle their office and appliance sales and would give `them ample 'Parking. The Council stated that they would review this matter and give them an answer at a. later day. F Motion by Councilman Muller to grant Norman & Smith Company, Inc., a corporate license to dig sewer lines within the corporate limits of the Village of Monticello. Motion' seconded by Councilman Schaffer and carried. Voting yesr Mayor Sandberg; G'ouncilman Schaffer, Swanberg, Miller, and Maus. 'Voting no: None, Motion by Councilman Miller to approve of a building permit for Mr. A. Zahn to build- a house, 42' X 32' , on Lots 10, 11, and 121,- Block 410 upper Monticello. Further, that Mr. Zahn be given a copy of the Village Ordinance 4137 and that the portion pertaining to Broadway Street be explained to him„ Motion seconded by Councilman Schaffer and carried. Voting yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, Miller, and Maus. Voting no: None. Motion by Councilman Schaffer to approve of a. building permit for YX. Roger Ha,rwarth to build a house, 30' by 42',on Lot 7, Block 33, Lower Monticello. Motion seconded by Councilman Swanberg and cai-ried. Voting yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, Tiller, and Klaus. Voting no: lione. "Voting No:' None. !4otion by Councilman Schaffer that the 1-,lunicipal Liquor Store Manager be directed to install signs on all entrances to the liquor store forbbiding the admittance of any one -under the age of 21 years old* Further, that these sign be posted inside the liquor store in conspicuous spots. Further, that the bids for this police car cortaino4-the cost involved 'iyl transferring all police equipment from the old car to the new one. Motion seconded by Councilman Swanberg and carried. Voting no: None. !,lotion by Councilman IdIler to .authorize the Mayor and Clerk -Treasurer to sic, a fire contract agreement for the Village of Monticello with the Township - C"In Cd of Silver Greek whereby the Village of Monticello will provide fire protection to"th6 portion of Silver Creek Township �s shown in Exhibit°"A",, of the fire r 11 - contract agreement;. The agreement iWill be in effect from Marcl 11, 1969 to December 31, 1969. Silver Creek Township agrees to pay to the Village of Lonticello a standby charge o-1 $150-00 for year -1969. Silver Creek Township further agrees to pay to the Village the following charges for each fireID call: 1. $200.00 for the first hourf 2. $50-00 for the -second hour or fraction thereofj 3- $25.00 for third hour and for each succeedin,-.). hour or fraction thereof. Marlin Olson,Village Dog Catchert $2.00 for cos- in attending Justice of Peace Court when his attendance at such court has been requested by the Justice of Peace. Voting nof* None. 13l (Continued April 8, 1969) Mro- Alvin ZaUler, Al's Sanitation, discussed i.-A-th Council the cost involved. in providing garbage pick-up in the Village. He stated that he desired $"-00.00 per month to pick up Village garbage. Motion by Councilman Schaffer to increase the amount paid to Alvin Zahler for garbage pick-up service to $500-00 per month as of April 1, 1969. Motion seconded by C'Ouncil- man J. W. biller, Jr. and caried. Voting yes: Mayor Sandberg, Councilmen Schaffer, Swanberg, Miller, and liaus. Voting no: None. Mr. Thore Meyer, Village Engineer, presented to 'Council the plans that he had been requested to prepare for resurfacing the two Village parking lots. Council reviewed the plans and stated they would like to have some additions.. a4494 to their preliminary plans. Further, they requested that he make a study of the Village storm sewer system and drainage system. Co Motion by Councilman Schaffer authorizing the purchase of another beer cooler for the 1"Tunicipal Liquor Store. Further, that they take informal bids on this beer cooler. Motion by Councilman 1,41clus to authorize paying all part-time employees twice a -month. However.'it was requested that this be checked out with the State Public Examindi�s office to see if it was wdthin the State Statutes. Motion seconded by Councilman SchP.'L--'Ler and carried. Brackney appeared before Council about the building Permit he wigs ;ranted at the regular Council meeting on March 11., 1969, to build a -fol -Tr unit apArtment house. He stated that because his lots were zoned commercial, his Proposed-e-four-'dnit apartment didn't have to comply .Ath the multiple dwelling portion of the zoning ordinc-nce regarding front yard and back yard.. Council asked that this matter be taken up with the Village Attorney for a decision. Council approved. of paying $100.00 to L&L Sign Company for Installation ID - o the Village hall sign. Motion by Councilman Schaffer authorizing the ISM's^toAbe paid as presented to Council. A list of bills as presented and bills are on file at the Clerk - Treasurer's office. The following monies were disbursed: General $7495-33, Street $793-11, Sewer 2187.27, 1, -Tater $1501-110, and Park $25-06. The following orders were issued: Order `�1436 through order r1557- The following amount of money was disbursed in Liquor Fund $25637.78; and orderd issued were order J10417 Through o-rde'-r# 1122.
