City Council Minutes 06-23-1969 Specialnm 8:00 P. M. June 23, 1969 Special meeting of the Village Council h6ld this time and da-ee, at the Village Rall for the Board of Review for the Villam,°e of 1*5onticello� Members present: Mayor William Sandberg; Councilmen Ed. Schaffer, Franz STAB nberg, J. W. T-11ler, Jr., and James Maus. absent: None. Further, Mr. Lido Kirscht, Village assessor; and Mx. Bernie Mattson, County Assessor,'; were present. None of the Village of Monticello's citizens appeared.. before th� Board of Review regarding his or her personal and real property taxes. Yot on by Councilman hiller to accept the Village assessor's valuation on both personal and real property. Motion seconded by Councilman Schaffer and carried. doting; yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, and Maus. Voting no: None. Council discussed Yr. Lando Kirscht's salary for Village assessor. 'Motion by Councilman miller to table the discussion on the assessor's salary until the July 8, 1969, regular Council meeting. Motion seconded by Councilman Schaffer and carried. Voting yes: 114ayor Sandberg, Councilmen Schaffer, Swan - berg, Miller, and Maus. Voting no: Alone. Motion by Councilman Schaffer to approve of a building permit for fix. George Liefert to remodel a portion of and build an addition to his house located on lots 6, 7, & 8 except west 15', dock 40, Upper Monticello. Motion seconded by Councilman Miller and carried. Voting yes: ��ayor Sandberg; Councilmen Schaffer, Swanberg, Miller, and Maus. Voting no: None. Miotion by Councilman Schaffer to approve of re -zoning; Lots 1, 2, and 14; Block 11, Lower I'alonticello, for a multiple dwelling unit. Motion seconded by Councilman Miller and carried. Voting yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, Y:iller, and Maus. Voting no: Alone. Motion by Councilman Miller to increase the salary of Mr. Eugene Fryhlin7, Village Maintenance man, to $575.00 per month. The above stated pay raise is to be effective July 1, 1969. Motion seconded by Councilman Schaffer and carried. Voting yes: Mayor Sandberg, Councilmen Schaffer, Swa.nberg, Miller, and Maus. Voting no: None. 10 It was brought to Council's attention that the Council had not acted on hiring any full-time bartenders and that currently we have bartenders working full-time but hired only as temporary part-time bartenders. Motion by Council- man Maus to hire Mr. Francis Edwards (who is currently working as a t6ranorary part-time bartender) as a full-time bartender effective July 1, 1969. Further, that his hourly rate of pay will remain the same as he is getting as a temporary part-time bartender ($3.00 per hour). Motion seconded by Councilman Schaffer and carried. Voting yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, 'Tiller, and Maus. Voting no: None. (Continued June 23, 1969) The Village Clerk -Treasurer and Village Consultant engineer reported that they had on Mond,ay, the 23rd day of June 1969, at 9:00 P. M., re- ceived and opened gids for the resurfacing of Villa -e parking lot (Lots 19 2, and 3; Block 35, Upper !,onticello). stoma sewer drains (as shown in plans and specifications) and resurfacing of that portion of West River Street from Chestnut avenue to the .tillage westerly limits. A* dF 'ty filer Treasurer Council discussed with Thore , ag Engineer, the condition of the Village streets and what could be done a t up -grading them. Motion by Councilman Schaffer that Thore Meyer, ViI age Consultant Engineer, prepare a feasibility study of resurfacing all Village streets, putting in curb and guttering and storm sewers where required. Upon completion of this study, it is to be presented to Council who are then to put the proposed Village improvements as set forth in this feasibility study up for a referendum vote to the Village of Monticello citizens as to whether they want these proposed improvements enacted upon. Motion seconded by Councilman Maus and carried. Voting yes: Mayor Sandberg, Councilmen Schaffer, Swanberg, t•l_aus, and Miller. Voting no: None.
