November 11v 1969
Regular meeting of the Village Council held this time and date- at the
Village Hall. Members present: Mayor William Sandberg; Councilmen SchafFer,
Franz Swanberg, James Maus, and Ron,-ild Schleif. Members absent: None.
D11inuies for Council meetings of October 14, 15, and 29, 1969; and November 3rd
and 6th, 1969, were approved. I
Council discussed the petition that had been received from the Northern
States Power Company rm-aue'sting that the Village accept their petition -to have.
Lots 11 and 12, Block 5, River Terrace, Monticello Township, annexed to tlrllyl
Village of Mopticello. Council discussed the Village Planning Commissi6nls
lettei- dated10,1969, which stated their opinion on the above matt'r as had been
requested by the council.' They stated that they held aspecial planning

commission meeting on November 10, 1969.'and at that time afire -ed thpt they would
recommend to the Village Counc'il that'no further action should be taken* on this
at'this time. Motion by Mayor Sandberg to accept the petition from Northern States
Power Company for annexing of Lots 11 and 12,, Block 5,, River Terrace, Monticello
Tow-hship to the Village': of Monticello. No second to motion. Motion failed.
Motion by Councilman Schaffer approving of the renewal of the Club On Sale

Liquor License for the American Legion Post #260 for Year 10 0. Motion seconded

by Councilman Maus and carried. Voting yes: Mayor Sandberg- Councilmen Schaffer,
Swanberg, Schleif, and Maus. Voting no: None.
Motion by Councilman Schaffer to consider Mr. J@nes I-lerriam's request for the
rezoning of Lot 2,, Block 37, Upper Monticello, to commercial use providing Mr.
Merriam circulates a petition to all residential property owners who reside within
a 300 feet radius of the above said property. Further, after 111r. Merriam has
circulated this petition to the Above property ownehs to sign' he should deliver
the petition to Council for their approval. Motion seconded by Councilman
Swanberg and, carried. Voting yes: Mayor Sandberg; Couhcilmen Schaffer, Swanberg,
Mausq and Schleif. Voting no** None.
Council discussed the reviewing of Village employees' wages and determine)
that they felt that this matter should be handled by a wage committee. Mayor
Sandberg appointed Councilmen Schleif and Maus to the Wage Committee to meet with
the Village�employees and to consider wage increases. Further, he requested that
they make a complete study of all Village wages and report their findings and
recommendations to the Village Council. "'otion by Councilman Schaffer to approve
of the appointment of Councilmen Schleif:.-and Maus to the Wade Committee to study
wage increases for Village employees. Motion seconded by Councilman Swanberg and
carried. Voting 5res: Mayor Sandberg; Councilmen Schaffer, Swanberg,, Maus, and
Schleif. Voting no: None.
Motion by Councilman Schaffer to re -hire Mr. Lawrence LaBree on a seasonal
basis to maintain the Village skating rink. He is to be paid at the rate of
$2.50 per hour. Motion seconded by Councilman Swanberg and carried. Voting yes
Mayor Sandberg- Councilmen Schaffer, Swanberg, Maus, and Schleif. Voting n6: None.
Mr. Bob Davis„Presidentof the Chamber of Commerce, snoke to the Council
about installing Christmas decorations on Broadway. He said the Chamber has not
been able to get Northern States Power Company,to install the new decorations.
However, he stated they .gree ree to install the brackets to the street light

posts that hold the decorations and they have partially completed this project.

He added that the Chamber's problem now is getting the decorations up in time and
for this reason he was asking the Village 9ouncil for .aasi.�'r, 3.�,ce�. Council stated
that they , have installed them in the pa.s � the Village would assume that responsibility
again. It was further discussed about the Village assuming the ownership of these
decorations. Mr. Davis said that he didn't have the authority to make a decision
regarding granting the Village ownership on these decorations. He stated that he
would ask the Chamber of Commerce to transfer the ownership of these decoration over
to the Village., Mlotion by Councilman Schaffer that the Village accept the owner-
ship of the Christmas decorations providing it was acceptable with the Chamber of
Commerce and that there is no cost involved other than maintenance of these decorations.
Further, upon the retirement of these Christmas decoration the ownership will then
revert back to the Chamber of Commerce for their disposal. 'Motion seconded by
Councilman Swanberg and carried. Voting yes: Mayor Sandberg; Councilmen Schaffer,
Swanberg, Maus, and Schleif. Voting no: None.
Mlotion by Councilman Schaffer approving of the adoption of Village Ordinance
105.010 establishing Mayor and Trustees salaries which will increase the mayor and
trustees' salaries as shown: a. 1a.yor's salary will be increased to $20.00 per
month and $10.00 for ea.eh special meeting. b. Trustees' s laries to $15.00 per
month and $5.00 for each special council m"ting. The above salary increases will
be effective January 1, 1970. Motion seconded by Councilman Swanberg and carried.
Voting yes: Mayor Sandberg; Councilmen Schaffer, Swanberg, Plaus, and Schleif.
Voting no: None.
Motion by Councilman Schaffer to adopt a resolution declaring cost to be
assessed and ordering preparation of proposed assessments for the improvement
of the alleyway between Fine Stre#t and Walnut Street, Block 35, Upper ��onticello.
Motion seconded by Councilman Swanberg and carried. Voting yes: Mayor Sandberg;

Motion by Councilman Schaffer to pay the bills as presented to the Council.
A list of bills aspresented and bills are on file at the Clerk -Treasurer's office.
The following monies were disbursed: General Fund $7,252,53; Sewer Fund $1,377.37;
Street and Park Fund $25,,080.98- , Water and Water Sinking Fund $2', 913.80; General
Improvement Fund $1,341.35. The following orders were for the above funds: General
and General Sinking Fund order 2212 through 2265, Sewer Fund order 109 through order
127, Street and Park Fund order 120 through order 1.50, Water Fund 105,through order
121, General improvement Fund order 101. The following monies were disbursed in the
Liquor Fund $26,091;;26. The following orders were issued; order #1601 through order
