City Council Minutes 10-23-1974 Special237 Special meeting of the City Council - October 23, 1974 - City Hall The City Council portion of this "joint meeting" with the Township of Monticello was called to order at 8:30 P.M. by Mayor Conrad Johnson. The following individuals were in attendance: City of Monticello Mayor Conrad Johnson Councilmen: Mr. Dan Bloni gen Mr. Denton Erickson Mr. Dick Martie Mr. Gene Walters Town of Monticello Mr. Franklin Denn, Chrmn. Mr. Charles Holthaus Mr. Basil Schillewaert Mrs. Marjorie Goetzke Mr. Howard Kaibel, Minn. Mun. Commission Mr. Kevin LaFrance, Adm. The purpose of the meeting was to review recent annexation developments and to consider the possibility of a Joint Fire District. The Mayor and Town Board Chairman agreed there should be cooperation in solving fire department problems. Mr. Denn stated he felt the establishment of a "Joint Fire Agreement" could simplify problems for the Fire Department. It was agreed to study this matter further; no decisions were made. Mr. Denn stated he felt planning to be one of the most urgent needs that require City -Town cooperation. The Mayor concurred with this decision. A study will be made of "joint planning" in the near future. A discussion was held concerning the appeal made by the Northern States Power Co. of the Minnesota Municipal Comm. order on annexation. Mr. Howard Kaibel stated that N. S. P. is appealing all aspects of the order. It was the consensus of individuals present, no vote, that both sides would work toward an alternative settlement rather than face the possi- bility of a lengthy court case. Mr. Kaibel noted that the length of time an appeal could take is a variable factor that would be hard to estimate. A decision was made, no vote, that both governmental bodies would proceed as if no appeal was being made; both govern- mental bodies will consider a merger of the entire area. Both governmental bodies agreed, no vote, to have the attorneys proceed; work with the Attorney General's office as necessary. 238 Special meeting of the Council - Oct. 23, 1974 - cont' d. City Hall The meeting was called to order at 7:30 P.M. by Mayor Conrad Johnson. Council members present: Blonigen, Erickson, Martie, Walters. The Mayor announced that the meeting was to be taped. A presentation was made by Miss Karen Kjellberg of Kj ellberg' s Realty during the citizen comments portion of the meeting. Miss Kjellberg made a presentation in which she expressed the desire to put the Mr. Charles Ritze house up for sale. Miss Kjellberg noted the house has not been lived in since February, 1974. It was the consensus of coucil members that this is a routine sale and that this sale would not contradict with zoning resolution #28, as adopted by the City Council on Octo- ber 14, 1974. In this regard, a motion was made by D. Blonigen, seconded by D. Martie, to approve the sale of the Charles Ritze home. Voting in favor: Blonigen, Erickson, Johnson, Martie, Walters. Opposed: None. Motion carried. A motion to approve the minutes of October 14, 1974, as pre- sented, was made by D. Erickson, seconded by D. Martie. Voting in favor: Blonigen, Erickson, Johnson, Martie, Walters. Opposed: None. Motion carried. A review was made of bids received in regard to the proposed purchase of a heavy-duty snow -plow truck. The bid opening had occurred at 2:00 P.M. on this date. Two bids were received: Hoglund Buss Company - $22,309-00 - 5% bidder's bond furnished $22,469.00 Monticello Ford Co. - $235909.00 - %5 bidder's bond furnished The difference in bid price, as presented by the Hoglund Bus Co., was explained by the sales representatives in attendance as being due to differences in the plow and dump box.
