Planning Commission Minutes 11-10-1987 . . . MINUTES REGULAR MEETING - MONTICELLO PLANNING COMMISSION Tuesday, November 10, 1987 - 7:30 p.m. Members Present: Richard Carlson, Cindy Lemm, Richard Martie, Joyce Dowling, and Jim Ridgeway Members Absent: None Staff Present: Gary Anderson 1. The meeting was called to order by Chairperson Richard Carlson at 7:31 p.m. 2. Motion was made by Joyce Dowling, seconded by Cindy Lemm, to approve the minutes of the meeting held October 14, 1987. Motion carried unanimously. 3. Public Hearing - A request for general concept stage review of a planned unit development to be known as Highland Heights One. Applicant, Rivera Financial and Development company. Mr. Dennis Taylor, who was representing ~1r. George Rivera, was present to show the layout for the concept stage of a planned unit development to be known as Highland Heights One. Mr. Taylor indicated that Mr. Rivera had met all of the minimum requirements of the concept stage check list on the planned unit development plat. With no input from the public, Chairperson Richard Carlson then opened the meeting for input from planning Commission members. With no input from Planning Commission members, Richard Carlson asked if there was anymore input from the City staff. There being none from zoning Administrator Anderson, motion was made by Jim Ridgeway, seconded by Richard Martie, to approve the request for general concept stage review of a planned unit development to be known as Highland Heights One. Motion carried unanimously. 4. Public Hearing - A request for a preliminary plat review of a proposed new subdivision plat. Applicant, Charles Ritze. Zoning Administrator Anderson indicated to planning Commission members that Mr. Ritze had not completed all the minimum requirements for his preliminary plat, and he asked that the planning Commission table his request until the next regularly scheduled planning Commission meeting tentatively set for December 8, 1987, 7:30 p.m. Motion by Richard Martie, seconded by Joyce Dowling, to table the request for a preliminary plat review of a proposed new subdivision plat. Motion carried unanimously. 1 . . . planning Commission Minutes - 11/10/87 5. Public Hearing - A request for a preliminary plat review of a proposed new subdivision plat. Applicant, City of Monticello. Zoning Administrator, Gary Anderson, indicated to planning Commission members that the City of Monticello had engaged the services of Dennis Taylor, Taylor Land Surveyors, to do the platting layout for the proposed new subdivision plat. Mr. Taylor was present to propose the layout of the plat with the amount of acreage for each of the six lots and with the proposed layout of the street with a cul-de-sac. Chairperson Richard Carlson then opened the meeting for input from the public. There was no input from the public on the preliminary plat. Therefore, Mr. Carlson opened the meeting for any discussion by Planning Commission members. Mr. Jim Ridgeway questioned the actual width of the street serving this property and the width of the cul-de-sac. Dennis Taylor indicated the platted area would be a 66-foot platted street with a 46-foot back-of-the-curb to back-of-the-curb street surface. The cul-de-sac is also designed similarly to accommodate substantial turning around by a semi-truck tractor. Chairperson Richard Carlson questioned the area of land up on Lot 3 with it being divided by the gas line easement. zoning Administrator Anderson explained to Commission members the area east of the easement through this lot would accommodate approximately 100' x 100' building and still be within the setback requirements. If a parking lot was to be constructed, it could be constructed within the building setback requirements on the east one-half of this drainage easement; or it could be placed over the drainage easement with a hard surfaced parking lot. With no further input from the public on this request, motion was made by Joyce Dowling, seconded by Cindy Lemm, to approve the preliminary plat review of the proposed new subdivision plat. Motion carried unanimously. 6. A sketch plan review of a proposed new subdivision plat. Applicant, Tom Brennan. Mr. Tom Brennan was present to propose a lot and block platting layout of two unplatted parcels of land which he currently owns. The proposed layout of the plat with the road system would provide a link from Minnesota Street to Elm Street up near the freeway as a collector type road. with no one present from the public for any public input, Chairperson Richard Carlson opened the meeting for input from the planning Commission members. The general consensus of the Planning Commission members is that they look favorable at the type of layout that he had, even recognizing the fact that Mr. Brennan had a substantial amount of fill that would have to be moved from different areas within this proposed replatting of unplatted land to accommodate this proposed development plat. 2 . . . planning commission Minutes - 11/10/87 Motion by Richard Martie, seconded by Joyce Dowling, to approve the sketch plan review of a proposed new subdivision plat. Motion carried unanimously. Additional Information Items 1. A simple subdivision request to subdivide an existing unplatted lot into two unplatted lots. Applicant, Debbie Kramer. Council action: Approved as per planning commission recommendation. 2. A variance request to allow placement of a detached garage within the sideyard setback requirement. Applicant, Bruce Parson. Applicant's request withdrawn before planning Commission's meeting. No further action. 3. A request for general concept stage review of a planned unit development to be known as Highland Heights One. Applicant, Rivera Financial and Development company. Planning commission's action to table to the next regularly scheduled planning commission meeting. Applicant did not proceed on to City Council. 4. Motion by Joyce Dowling, seconded by Richard Martie, to set the next tentative date for the Monticello planning Commission for Tuesday, December 8, 1987, 7:30 p.m. 5.
