City Council Minutes 01-10-2022 SpecialMINUTES SPECIAL MEETING MONTICELLO CITY COUNCIL Monday, January 10, 2022 — 6 p.m. Boom Island Room, Monticello Community Center Present: Jim Davidson, Bill Fair, Charlotte Gabler, Lloyd Hilgart, Sam Murdoff Absent: None Staff: Rachel Leonard, Matt Leonard, Tom Pawelk, Sara Cahill, Dan Klein, Tracy Ergen, Sarah Rathlisberger, Ron Hackenmueller, and Jennifer Schreiber 1. Call to Order Mayor Lloyd Hilgart called the special meeting to order at 5 p.m. 2. Discussion on Proposed COVID-19 Vaccination Policy Rachel Leonard provided an overview of the federal OSHA Emergency Temporary Standard (ETS) components. She provided information on what the motions would entail for adoption at the following regular meeting. Ms. Leonard noted that she favored adopting the policy because not adopting a policy would put the City at risk of being fined by OSHA, a payment that would be made with taxpayers' money. The masking of employees was implemented January 10, 2022 in preparation of the mandate. The testing of unvaccinated employees would begin in early February and the City would be responsible for the cost of the tests. Ms. Leonard also relayed a request from CentraCare that would require all people to mask indoors and to limit indoor gatherings. This will also be addressed at the regular meeting. There were some members of the public who did not provide name or address that expressed that the ETS mandate was unconstitutional. 3.
