REGULAR MEETING - ECONOMIC DEVELOPMENT AUTHORITY (EDA)
Wednesday, May 25th, 2022 — 7:00 a.m.

and Jim Davidson

Staff Present: Executive Director Jim Thares and Hayden Stensgard
1. Call to Order
President Steve Johnson called the regular meeting of the Monticello EDA to order at
7:00 a.m.
2. Roll Call 7:00 a.m.
Mr. Johnson called the roll.
3. Consideration of Additional Agenda Items
None

5. Consideration of Approving 2022 Pooled TIF Allocation Plan
Executive Director Jim Thares provided an overview of the agenda item to the EDA and
the public. This is the final plan for formal action, following the workshop meetings on
April 13, 2022, and May 11, 2022. Mr. Thares walked the EDA through the plan.
Mayor Lloyd Hilgart arrived at 7:07 a.m.
TRACY HINZ MOVED APPROVE THE 2022 POOLED TIF ALLOCATION PLAN. JIM DAVIDSON
SECONDED THE MOTION. MOTION CARRIED UNANIMOUS, 6-0.
6. Consideration of Authorizing Restrictive Land Covenants for lots in Otter Creek
Crossing 8th Addition Final Plat
Mr. Thares provided an overview of the agenda item to the EDA and the public. The
recently platted lots in Otter Creek Business Park needed authorization by the EDA to
have the covenants be applied to the land following platting new lots in both the 71h and
8th addition of Otter Creek Crossing. The covenants were previously applied to the
parcels that were identified as outlots.
OLLIE KOROPCHAK-WHITE MOVED TO AUTHORIZE STAFF TO RECORD THE RESTRICTIVE
LAND COVENANTS AGAINST THE FOUR NEW LOTS CREATED IN OTTER CREEK CROSSING
8T" ADDITION FINAL PLAT. JON MORPHEW SECONDED THE MOTION. MOTION CARRIED
UNANIMOUSLY, 6-0.
7. Economic Development Director's Report
Mr. Thares provided an overview of the agenda item to the EDA and the public. Mr.
Thares gave a summary of recent changes in the prospect list attached in the agenda,
and an update on projects relevant to the EDA that are still in progress.
Community & Economic Development Coordinator Hayden Stensgard provided an
update on the EDA's Downtown Facade Improvement Grant Program and the interested
business owners looking to utilize the program.

TRACY HINZ MOVED TO ADJOURNED THE REGULAR MEETING OF THE MONTICELLO EDA.
JIM DAVIDSON SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY, 5-0,
MEETING ADJOURNED 7:53 P.M.
