A. REFERENCE AND BACKGROUND:
At our last Police Commission meeting, members discussed residents' concerns about speed
limits along School Boulevard adjacent to school parcels. Sheriff s Department representatives
indicated they could conduct their own traffic study to get an indication of traffic speeds
throughout the day and conducted this study on April 29th through May 5th, 2005. I believe a
copy of this speed study was sent to all commission members, but an additional copy is
enclosed with this agenda far your review.

occurred in the posted 45 mph zone. Additional saturation patrols were planned for this area
but the majority of the traffic does seem to travel at 45 mph or slightly higher.
In addition to the Sheriffs Department study, the City Council had previously authorized our
city engineer to conduct a pedestrian study along School Boulevard that has been completed
and reviewed by the City Council. The action taken by the City Council as a result of that study
was to make some improvements to School Boulevard by constructing temporary low cost
improvements to signing, striping, and pedestrian ramps by providing bump-outs along School
Boulevard at various crossing points. In addition to these modifications to indicate where
pedestrian crossings are occurring, the Council also requested that !vInDOT conduct their traffic
speed study to see what the appropriate speed limit should be for this area. These studies can
take from six months to a year to complete, depending on the work load of MnDOT.
In addition to School Boulevard, the City Council also will be requesting a speed study along
Chelsea Road from Highway 25 to County Road] 8 as the Council did question the 30 mph
speed limit through the industrial area compared to 45 mph speed limit adjacent to school
parcels.
Other than reviewing the Sheriffs Department tramc study and city engineer recommendations
regarding pedestrian improvements to School Boulevard, no specific action is necessary from
the Policc Commission at this time.

A.
REFERENCE AND BACKGROUND:
Occasionally I have received concerns trom citizens regarding apparent speeding that takes
place throughout our city. While there does not seem to be a particular area in question that I
receive more complaints on than others, they generally relate to concerns on Broadway in
addition to recent ones regarding School Boulevard and also recently along Fourth Street East.
The Sheritr s Department did set up the radar trailer along Fourth Street East at the request of
Mayor Herbst. but commission members may want to again discuss with Sheriffs Department
representatives the current procedures used for speed enforcement and whether more or less
tickets arc being issued in Monticello than in other areas in Wright County regarding spceding.
Although this seems to be the major complaint that city administration receives regarding
police activity, the amount of complaints I receive is very minor compared to our population.
believe it has been a number of years since an actual, for lack of better words, ticket writing
campaign for Broadway has been conducted, but I think we would find that speeding docs occur
from East County Road 39 along Broadway all the way into the downtown area during early
morning and afternoon traffic increases. Again, it is a topic that commission members could
discuss and get feedback from Sheriffs Department representatives on whether such an activity
is warranted and what locations might be considered appropriate for this type of a sweep.

Sheriff Deoartment reoresentatives to discuss basic law enforcement orocedures (R W)
A. REFERENCE AND BACKGROUND:
Recently Councilmember Tom Perrault had requested that the City Council consider setting up a
joint meeting of the Police Commission, Council and Sheriff Department representatives to
address questions on general law enforcement in Monticello. It was suggested that the Police
Commission should discuss this issue by inviting Councilmember Tom Perrault to the meeting
and along with Commission/Councilmember Wayne Mayer, possibly an agenda format could be
established outlining the goals and o~jectives of such ajoint meeting.
General topics could include items such as drug enforcement procedures and how the current drug
problems are being handled throughout Wright County and Monticello all the way to general
tramc policies and enforcement procedures currently being utilized. lt was also suggested that
other departmcnts of the city including thc Fire Department could be reprcsented at this joint
meeting.
Sheriff Department representatives will be asked for input on discussion items for a joint meeting
of these bodies and Council member Tom Perrault will be invited to the meeting to further discuss
his ideas.

The meeting was called to order at 7 p.m. and a quorum was present.

THE MINUTES OF THE APRIL 14,2004 POLICE COMMISSION MEETING. MOTION
CARRIED UNANIMOUSLY.

Discussion on School Boulevard speed limits and pedestrian crosswalk locations.
The City Administrator noted that concerns regarding traffic volumes and apparent speeding
along School Boulevard near the schools has been brought to the Council's attention and
questions have been raised regarding the 45 mph speed limit. In addition, Commission
members discussed the 30 mph along Chelsea Road and reviewed how speed limits are
established.
In regards to School Boulevard speeds, Sheriff s Deputies noted that they have not received
many complaints regarding speeding along School Boulevard and were not aware that this
might be a problem in this area. They will instruct deputies to monitor this area more
frequently and also suggested that they will put a speed and traffic counter before school is out
in the next six weeks and come back to the Police Commission with their report on what traffic
is actually doing along this route. Once the Commission has this information, they would be
better informed as to whether an additional speed study should be conducted by MnDOT and/or
it will provide the Sheriff s Department with more information as to when speeding occurs, if
any. It was also suggested that a second speed study might be appropriate after some of the
commercial developments, including Wal-Mart, are opened to the public to see if additional
traffic volumes or speeds change at that time.
In regards to the speed limit along Chelsea Road, again it was a speed limit set by MnDOT
study and does take into account the fact that there are a number of driveways that are allowed
to access Chelsea Road in the industrial park whereas the City designed School Boulevard to
have limited access which would allow for higher traffic speed limits.

I Police Commission Minutes - 4/20/05
Review of City's snowbird ordinance enfdreement
The Sheriffs Department noted they were aware of the City's snowbird parking ordinance
which limits parking on city streets from November through April and have attempted to apply
the ordinance uniformly, but do allow for some consideration of current conditions rather than
just issuing tickets for the sake of citing violators. Sheriffs Department patrol officers will be
informed to make sure if snowplowing is likely to occur that enforcement of the "No Parking"
rule will be adhered to. When they find obvious violators, they have attempted to provide
warning citations so that individuals are aware that they will likely be cited during a snow
emergency event. At this time, no other action seems to be necessary and Sheriff s Department
will continue with its present enforcement activities.

Uodate bv Sheriff's Deoartment on Activities for last Quarter.
Sheriff s Department representatives provided Commission members with an annual report for
the year 2004 and a quarterly report for the first quarter of 2005. The reports compared various
types of service calls for the past five years and compared the number of calls during this time
frame. It was noted that traffic related complaints and citations have increased substal1tially,
largely due to more officers being on duty in Monticello with the 48 hours per day coverage. In
addition questions were asked about how Monticello compared to other communities in the
area regarding drug and related crime activities which showed that crimes related to narcotics
have tripled during the first quarter of 2005 compared to the first quarter of 2004. This doesn't
mean necessarily that much drug activity is taking place in Monticello than in other areas of the
County, only that there are more officers available to make various types of traffic stops where
a lot of the drug activity is found compared to other areas of the County. Drug paraphernalia is
usually found in motor vehicles and due to the large number of officers in this area of the
County, more traffic stops are occurring and thus more narcotics violations are being caught.
After further discussion of the reports, they were accepted by the Commission members as
presented.
The Commission members briefly discussed the projected increase in to,^'l1house developments
and even apartments that are proposed for the Monticello area and sought feedback from the
Sheriff s Department representatives on how this might affect crime activity. The general
consensus provided was that townhouses by themselves if they are owner occupied, typically
have not been shown to be a major concern for increased crime activity, but if they turn into
rental properties, there is a tendency to see crime in these areas increase.
Commission members also briefly discussed whether the City Council should be looking at
increasing the hours of coverage for next year and it was noted that this issue will be discussed
during the budget process in early August and a recommendation and input from the Sheriffs
Department will be sought for the next Police Commission meeting.

Enclosed is a recent traffic study that our office conducted on School Blvd (just west of
the high school) from April 29th to May 5th, 2005. The study includes westbound traffic,
eastbound traffic and a combination of both. If you could also please make this study
available to the other members of the Police Commission.

A total of27,119 vehicles traveled on School Blvd during the above study at an average
speed of 47.85 mph in the posted 45 mph zone. The speeds were broke down as follows:
· 3113 vehicles or 11.5% were traveling at 55 mph or higher
· 7235 vehicles or 26.7% were traveling 50-54 mph
· 9107 vehicles or 33.6% were traveling 45-49 mph
· 7664 vehicles or 28.2% were traveling under the 45 Mph posted zone
An average of 4,600 vehicles traveled on School Blvd on a daily basis, with Saturday
being the busiest day with 5,504 vehicles.
The heaviest volume of traffic is during the rush-hour traffic times, 6:00-8:00 Am and
4:00-6:00 Pm. The study also identified that the morning hours around 4:00-6:00 Am are
when the highest speeds are present.
Our office has scheduled several saturation patrol shifts for School Blvd during the last

The Wright County Sheriffs staffrecently conducted a speed study on Meadow Oak Ave in the area of the
County Rd 18 detour. Due to a problem with our conventional "traffic qualifier" device, we used a deputy
sheriff parked in a Chevrolet Lumina equipped with a laser radar unit to conduct the survey.
The survey was conducted on November 17'" and 18'h between the hours of 0600-0800 and 1600-1800.
These hours \vere selected since the heaviest traffic volume traditionally occurs during the morning and
evening nIsh hour periods,

A few of the comments that our office received were the excessive amount of large trucks traveling the
detour route; however, our deputies reported that very few tmcks were part of their survey.
During the 6 hours of survey time, a total of 2045 vehicle were counted, or an average of 340 vehicles
travelmg on Meadow Oak Ave each hour of the survey. The speed of the vehicles was broke down as
follows:
. 1059 vehicle \vere traveling 30 mph or under (51 %)
. 808 vehicles were traveling 31-35 mph (39%)
. 171 vehicles were traveling 36-40 mph (8%)
. 7 vehicles were traveling over 40 mph (less than 1 %)
Th~ survey indicated that approximately 90 % of the vehicle were traveling 35 Mph or under in the ~o Mnh
zone. Based upon the above statistics, our patrol deputies will continue to monitor and enforce the speed
limit on Meadow Oak A venue. However, we do feel that the main contributing factor to the reported
speeding issues stems from the high volume of vehicle traffic that has been routed through this residential
development.

growth than a force main. It was noted that before the annexation boundary could be extended,
75% ofthe area would have to have been annexed into the City. Wayne Mayer asked about the
cost of going from a 6" force main to 8" force main. Bret Weiss said they could probably keep
an 8" force main clean. Bret Weiss said they would see how far they could serve with a 6"
force main and do a comparison with an 8" force main.
Tom Perrault stated that because he has a relative involved in this project, he would abstain
from voting on the item.

Consideration of acceptin!! report and authorizin!! staff to implement recommendations
for School Boulevard Pedestrian Crossin!! Studv.

WSB & Associates did traffic and pedestrian counts in the area of School Boulevard from
CSAH 18 to TH 25. There is currently a pathway extending along the north side of School
Boulevard and there are some segments of pathway along the south side of the street. The
speed limit is 45 mph or 30 mph when children are present. In doing the study they found
there was not uniformity in the signing for existing pedestrian crossings.
The study results in a proposal for short term improvements to be made as well as long term
improvements. Phase I improvements which would take place in 2005 would include: 1)
Update the pedestrian crossing signs including striping improvements and pedestrian ramps; 2)
temporary bump-outs along School Boulevard. Phase II would evaluate the effectiveness of
the temporary bump-outs. If effective, permanent bump-outs would be installed as well as a
pedestrian flasher and completion of additional segments of pathway on the south side of
School Boulevard. The estimated cost of Phase I is $9,000 and Phase II is estimated at
$157,000.
Bret Weiss felt there would be a better chance oflowering the speed limit if the pedestrian
improvements are in. He noted there are two issues on School Boulevard; one is the speed of
vehicles and the other is vehicles do not stop for pedestrians.

Accept Report and Authorize Staff to Implement Recommendations for the School
Boulevard Pedestrian Studv) (WSB/JS/JO)
A. REFERENCE AND BACKGROUND:
The City Council requested that a pedestrian study be completed for School Boulevard
between CSAH 18 and TH 25. This study has now been completed and is attached for City
Council review and approval.
The purpose of this study was to review the existing pedestrian crossing locations and
recommend improvements that would improve the pedestrian safety and flow adjacent to
and across School Boulevard between CSAH 18 and TH 25. The study included conducting
an inventory of the existing in-place pedestrian signing and pavement markings, conducting
a pedestrian and traffic count along the roadway, meeting with school district staff to review
alternatives, and preparing final recommendations and cost estimates for alternative
improvements.
.
The results of this study recommends a two-phase implementation. The first phase (2005)
would involve installation of "low-cost" improvements including signing and striping
improvements, pedestrian ramps, and temporary bump-outs along School Boulevard. The
second phase (2006) would include reviewing the temporary bump-outs, consideration of
installation of a pedestrian flasher, and the addition of bituminous path segments on the
south side of School Boulevard. In addition, the results of the speed study would be known
and could be factored into the need for additional improvements.
The estimated cost of the Phase I improvements is $9,000, of which the school district has
agreed to pay 50 percent. It is assumed that City maintenance forces would fabricate and
erect the signs within the City's right-of-way. The other items will be completed by a
contractor.
The Phase Il costs are estimated at $157,000 and would primarily be City cost. The cost
assumes that permanent bump-outs would be installed. It is anticipated that the Phase II
improvements would be reviewed and brought back to City Council for approval at a later
date.
The study process included input from the Jim Johnson, Superintendent of Schools who
reviewed the preliminary analysis/recommendations from the traffic engineer and provided
input accordingly.
B. ALTERNATIVE ACTIONS:

Introduction I Background
Traffic and pedestrian volume on School Blvd. are continuing to increase. This is evident with
the recent completion of the Wal-Mart store and other planned commercial areas along School
Blvd. In order to provide for the safest conditions for both pedestrians and vehicles. the City
Council requested that a Pedestrian Crossing Study be completed documenting the existing
deficiencies and recommending improvements to improve safety for pedestrians in the corridor.
The study was conducted along School Blvd. from County State Aid Highway (CSAH) 18 to
Trunk Highway (TH) 25 and included:
1. Collecting the existing traffic and pedestrian flow in the corridor.
2. Documenting existing signing and striping along the corridor.
3. Analysis of alternatives for improvements to safety and operations.
4. Recommendations of improvements to improve safety and operations.
Existing Conditions
The existing conditions in the corridor were documented and are discussed below:
1.
Traffic Volume! Pedestrian Volumes
A pedestrian and traffic volume count was conducted during the week of April 18,
2005. Based on this data, it was found that the average daily traffic on School Blvd.
between Fallon A venue and CSAH 18 is approximately 5,800 vehicles per day.
During the period from 6:00 a.m. to 10:00 a.m., there were approximately 40
pedestrians crossing School Blvd. between TH 25 and CSAH 18. Over the period
from 2:00 p.m. to 6:00 p.m., there were approximately 130 pedestrians crossing
School Blvd.

2, Signing / Pavement Markings
There are currently a mixture of pedestrian crossing signs and school crossing signs
throughout the corridoe In addition, there are marked (striped) crosswalks at several
locations in the corridoe The following locations have either marked or signed
crosswalks:

be completed by Mn/DOT to generate the speed limits on School Blvd,
4, Pedestrian Path Systems
Currently there is an eight-foot bituminous path on the north side of School
Boulevard from CSAH 18 to TH 25, On the south side, the path is located between
Farmstead Avenue and the school crossing at Little Mountain Elementary School, In
addition, there are sidewalks or pathways located on the following side streets:
. CSAH 18
. Farmstead Avenue
. Country A venue
. Cedar Street
Figure 1 illustrates the existing conditions through the corridoe
Alternative Analysis
Several alternative improvements were considered to improve safety and operation of
pedestrians in the corridoe Each of these is discussed below:

Installation of pedestrian curb ramps at Pelican A venue.
All signing would be the pedestrian crossing signing, not the school crossing signing
in order to be consistent through the corridor.
Estimated cost. 57.500. This cost includes fabrication and installation of signing
within the City right-of-way by City forces. All other costs will be contracted.
2. Bump-Outs
Two mid-block locations between CSAH 18 and Fallon A venue have a considerable
number of pedestrians crossing during the peak hours. These locations were at the
existing crosswalk between Little Mountain Elementary School and the High School
and at a location adjacent to the High School driveways hetween Eider Lane and
Pelican Avenue.
This alternative would provide six-foot bump-outs at each of these locations. These
bump-outs could either be in the form of temporary removable bollards or permanent
raise concrete curb and gutter sections, The purpose of the bump-outs would be to
bring attention to vehicles traveling on School Boulevard that a crossing condition
exists at these locations. They would provide a safe location for pedestrians to
congregate prior to crossing. In addition, it would reduce the length of street that a
pedestrian would have to cross.

3. Flashers
Similar to the bump-outs, pedestrian flashers would provide a visible indication that
pedestrians are present in the area. The flashers could be used in conjunction with or
without the bump-outs. They could function as pedestrian actuated or on a timer.
Power for the flasher would be supplied from the existing school sign.
Estimated cost. 59,000
4.
Path Connections
Based on the pedestrian volumes through the corridor. two bituminous path
connections were considered. These connections are on the south side of School
Blvd. The first location would be the path connection between Farmstead A venue
and Country A venue, and the second would be a connection between the existing
pedestrian crosswalk at Little Mountain Elementary School and the new crossing
adjacent to the high school. This path would continue south between the ponds into
the Cardinal Hills Development.
These pathway connections would help complete the trail and sidewalk system in this
area.
Estimated Cost. 576,000
Figure 2 illustrates the proposed alternative improvements.
Conclusions
Based on the existing conditions and the alternative review, the following conclusions can be
made:
1. Pedestrian and traffic volume counts along the corridor indicates that traffic is
continuing to grow and the pedestrian volume is significant throughout the corridor,
especially between Fallon Avenue and CSAH 18.
2. Between TH 25 and Fallon Avenue, most of the pedestrians crossing School Blvd.
were using the marked and striped crosswalks.
3. Between Fallon and CSAH 18, there were several pedestrians using mid-block
crossings that were not marked.
4.
A significant number of pedestrians were crossing School Blvd. at the high school
driveway and cutting between the ponds into the Cardinal Hills neighborhood. There
were also a significant number of pedestrians crossing School Blvd. at Eider Lane
directly across from the high school.

5, Several pedestrians were also crossing School Blvd, on the east side of Fallon
A venue, where there is not currently a marked crosswalk versus the west side where
there is a marked crosswalk
6. The current signed and marked crosswalks are adequate in some cases; however, a
more consistent and logical system should be implemented.
7. A school speed zone is posted between CSAH 18 and Fallon Avenue reducing the
speed from 45 m.p.h. to 30 m.p.h. when children are present. This speed is excessive
especially with the amount of pedestrian volume and vehicular volume through the
corridor. A speed study should be completed to review possible reduction in speed
limits.
8. Providing a safe location for pedestrians to congregate and be visible to vehicles on
School Blvd. should be considered.
Recommendations
Based on the conclusions and findings discussed above, a phased improvement implementation
is proposed.
1. Phase 1- 2005 Improvements
a. Provide crosswalk signing that is more consistent and to identify all crosswalks
throughout the corridor.
b. Mark a crosswalk connection from the high school across School Blvd. This
would include striping of the crosswalk and signing as indicated above.
c. Relocate the marked crosswalk at Fallon Avenue from the west side to the east
side of the roadway.
d. Install pedestrian ped ramps at the existing Pelican A venue crossing
e. Install a temporary (removable bollards) bump-out at the two mid-block
crosswalks between Fallon Avenue and CSAH 18. The bollards would be
removed for winter snow plows. The use of the temporary bump-outs would be
eval uated in the spring.
The estimated cost for Phase I improvements would be $9,000.

2. Phase II - 2006 Improvements
The following improvements would be reviewed with City staff and the City Council
prior to implementation.
a. Install a pedestrian flasher at either of the mid-block crossings between Fallon
Avenue and CSAH 18. This should be coordinated with the School District to
determine which location would be appropriate.
b. Construct the new path connections on the south side of School Blvd. between the
two mid-block crossings and the Cardinal Hills neighborhood and between
Farmstead Avenue and Country Avenue.
c. Consider upgrading the bump-outs to permanent cnrb and gutter bump-outs if
warranted.
The estimated cost for Phase II improvements would be $157.000 if permanent bump-outs would
be installed.

Update on Sheriff Department Activities for the last six months for the upcoming Police
Commission Meeting.
Enclosed you will find a brief agenda that is being sent to the Police Commission members for a
meeting on Wednesday, September 28, at 7 p.m. in City Hall to discuss a few issues regarding speed
limits and city action regarding School Boulevard and Chelsea Road and to discuss the City Council's
idea of having ajoint meeting to review overall police activities.
Since we haven't met since April 2005, I think it would be a good idea for the Sherifs Department
representative to provide some additional statistical information on service calls, patrolling activities
and other enforcement procedures that might be appropriate for the commission members to discuss. I
am sure some of these activities will be noted during discussion of a couple of our agenda items but the
Sheriffs Department should also think about what topics we could discuss as part of a joint meeting
with City Council. Sheriffs Department and Police Commission members in the near future.
Recognizing that drug cnforccment along with traffic concerns seem to be the biggest issues we arc
facing, an update on meth activity in Monticello and/or Wright County sounds like one item that could
