A. REFERENCE AND BACKGROUND:
With city departments working on their preliminary budget drafts for the year 2005, I
thought it would be a good time to have a brief Police Commission meeting and discuss
with the Sheriff s Department representatives our level of service for next year and any
recommendations the Commission members want to make to the City Council for next
year.
Since 2001, the City Council has agreed to increase the hours of coverage by four hours a
day starting in 2001 and they have also done the same thing in 2002, 2003 and 2004.
This has brought our level of coverage to the equivalent of 2 men, 24 hours a day for a
total of 48 hours per day. This amounts to 17,520 hours and our cost at $45.50/hour was
$797,160 for the year 2004.,
The current two year contract we have with the County increases the hourly rate from
$45.50 to $47.75. This would bring the total amount of the budget to $836,580, or 4%
increase over last year. The question before the Police Commission is whether there is a
need to increase any hours of coverage or whether we have reached the goal we had set
out to accomplish a few years ago and we should continue with the level at the present
rate. This is the question the Police Commission should review and make a
recommendation on for Council consideration.
As part of this agenda packet, I will be asking the Sheriffs Department to provide any
input they can on what they would like to see the level of service be at and if they are
requesting additional hours of coverage, the Sheriff s Department should provide
supporting information that would help support this request.
B. ALTERNATIVE ACTIONS:
I. Commission members could make a recommendation on the hours of coverage
that should be included in the preliminary budget for the year 2005.

I. Call to Order.
The meeting was call to order at 7 p.m. and a quorum was present.
2. Apnrove minutes of November 19. 2003.
MOTION WAS MADE BY DICK SLAIS AND SECONDED BY BRAD FYLE TO
APPROVE THE MINUTES OF THE NOVEMBER 19,2003. MOTION CARRIED
UNANIMOUSLY.
3.
Review and discussion of Groveland Park survey results.
Commission members and Sheriffs Department representatives were presented with a
summary of the Groveland Park survey results that noted some of the concerns neighborhood
residents had expressed on the development and activities in Groveland area parks.
Commission members discussed that recently concerns had been raised by an adjoining
property owner that questions the development plans the City had for recreational facilities in
the Groveland Park due to fears of excessive noise and unruly behavior of kids activities in the
park. Sheriffs Department representatives noted that they had not received any serious
complaints from area residents on park activities, but noted they typically will try to monitor a
location if they receive a number of complaints.

Review of enforcement activities done bv Sheriff's Denartment in coniunction with state
snowmobile f:rants.
Lieutenant Anselment presented commission members with a summary of the 2003-2004
recreational activities that Sheriffs Department personnel have done throughout Wright
County regarding snowmobile and A TV enforcement. Mr. Anselment noted that
approximately $769 in labor costs were expended in the Monticello community for
snowmobile enforcement activities. The Sheriffs Department planned on using the
remaining funds from a $1,000 grant towards purchasing additional equipment, such as a
snowmobile trailer for transporting snowmobiles next season.

5.
Review of ATV use in citv Darks.
Sheriffs Department representatives noted to commission members that ATV usage by
juveniles and adults have increased substantially throughout Wright County and also in
Monticello. It was noted that there had been concerns by some deputies that it was difficult to
deal \vith juveniles who operate A TV s unlawfully as it is normally difficult to actually cite or
ticket juveniles under the age of II for operating A TV s without a license. The Sheriff s
Department and County Attorney's office has supported ticketing parents for allowing minor
children to operate A TV s without a license as an alternative method to actually ticketing the
driver. Overall, it was noted that the City's current ordinance prohibiting recreational vehicles
in park locations was an adequate prevention tool that the Sheriff s Department will use in the
future.
6.
UDdate bv Sheriff's DeDartment on activities for last Quarter.
Sheriff Department representatives provided to commission members a copy of the annual
report for the year 2003 showing calls for service, including number of accidents, traffic
citations and various crime activities. Sheriff Department representatives felt that with the
recent increase in the patrol hours contracted for, the current 48 hour daily coverage seems to
be beneficial in providing a good level of service and also in keeping the response time at an
appropriate level. Depending on how annexation proceeds with Monticello Township, the
City may have to look at additional hours being added to the coverage for the 2005 budget
year.

Enclosed is an agcnda that is being sent to the Police Commission members for a meeting on
Wednesday, August] Ilh at 7 p.m. to briefly review the Police Department budget proposal for 2005
and discuss with the Sheritrs Department whether there is any need to increase the level of coverage. I
have noted that our contract is scheduled to increase by almost 5% without any increase in hours, but if
you feel additional coverage is needed or warranted due to our population, please bring any supporting
information you can to present to the commission members as they consider a recommendation for City
Cowlcil.

I apologize for the late notice on this meeting and hope that some representatives from the Sheriffs
Department will be able to attend and be able to provide the information on what is happening in our
community and if there is a need for any increase in coverage.
