MONTICELLO CITY COUNCIL BUDGET WORKSHOP
Monday, September 12, 2022 — 5 p.m.

1. Call to Order
Mayor Lloyd Hilgart called the special meeting to order at 5 p.m.
2. 2023 Budget Review
Sarah Rathlisberger presented items for the fourth budget workshop. As part of the
presentation, she noted Council Direction on August 22, 2022:
• Levy Increase: 6-8%
• COLA Increase: 4%
• Service Levels: Keep Consistent
Ms. Rathlisberger noted that the General Fund has a gap of $186,636 and the
Monticello Community Center has a gap of $187,933. By removing items from the
budget and balancing out there would be an increase of 8% in General Fund and 6.1%
increase in levy overall (with EDA levy).
Staff requested discussion by Council on how to proceed with the budget. There was
agreement by Council that staff removed items as much as they can without cutting
service levels. There was comfort with a 6.1% levy increase and possibly slightly higher.
Tom Pawelk, Park & Recreation Director, brought forward discussion on the Swan River
Montessori Charter School contract. According to the contract, the City should be
receiving more money per student. In addition, all students are charged at a resident
rate and families of students are given a family membership. There was discussion of
these items and there was consensus that students who are not City residents should be
charged a non-resident rate. All these items will be discussed in future meetings held
with Swan River. Mr. Pawelk requested that a City Councilmember attend these
meetings. This will be noted at the regular meeting.

By consensus, the meeting was adjourned at 6:25 p.m.
