City Council Resolution 2022-106CITY OF MONTICELLO WRIGHT COUNTY, MINNNESOTA CITY COUNCIL RESOLUTION NO. 2022-106 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MONTICELLO APPROVING AN AMENDMENT TO THE ZONING ORDINANCE ESTABLISHING THE PUD, COUNTRY CLUB MANOR SECOND ADDITION PLANNED UNIT DEVELOPMENT DISTRICT, AND REZONING THE FOLLOWING PROPERTIES FROM CCD TO PUD, COUNTRY CLUB MANOR SECOND ADDITION ALL THAT LAND TO BE PLATTED AS: COUNTRY CLUB MANOR SECOND ADDITION WHEREAS, the applicant proposes an amendment to the Zoning Ordinance establishing the Country Club Manor Second Addition PUD District, and rezoning the subject property to said district; and WHEREAS, the applicant has submitted a request to plat the property to accommodate said use through PUD zoning; and WHEREAS, the applicant proposes to develop the property for mixed residential uses, at a total of 102 multiple family residential units and 60 two-family (twinhome) units; and WHEREAS, the site is guided for Mixed Density Residential which accommodates the proposed use and density; and WHEREAS, the proposed plat and PUD are consistent with the long-term use and development of the property for mixed downtown use; and WHEREAS, the zoning district and map amendments herein will accomplish the objectives of the project and the City's land use plans, the Monticello 2040 Comprehensive Plan; and WHEREAS, the Planning Commission held public hearings on the application and the applicant and members of the public were provided the opportunity to present information to the Planning Commission; and WHEREAS, the Planning Commission has considered all of the comments and the staff report, which are incorporated by reference into the resolution; and WHEREAS, the Planning Commission has recommended approval of the establishment of the proposed district and rezoning the subject property to Country Club Manor Second Addition; and CITY OF MONTICELLO WRIGHT COUNTY, MINNNESOTA CITY COUNCIL RESOLUTION NO. 2022-106 WHEREAS, the City Council has considered the Planning Commission's recommendation and all of the comments and the staff report; and WHEREAS, the City Council of the City of Monticello makes the following Findings of Fact in relation to the approval: 1. The proposed uses are consistent with the existing and future land uses in the area in which they are located. 2. The proposed Plat incorporates standards of the PUD applicable to the zoning districts which properly address the impacts of the applicable residential development. 3. The impacts of the improvements on public services are those anticipated by residential land uses and are addressed through standard review and ordinances as adopted. 4. The impacts of the land uses as proposed are consistent with those expected by the Comprehensive Plan on adjoining property in the area. 5. No other changes or impacts resulting from the proposed platting or development are anticipated. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Monticello, Minnesota, that the Amendment to the Zoning Ordinance and Map as specified in Ordinance No. 786 are hereby approved and adopted.
