Slnel Lighting Policy: Another concern of residents along Mississippi Drive was chat they felt there was. inadequate amount of street lighting in their area and will likely be rcquesting the City Council to increase che number of street lights along Mississippi Drive. In revie",ing this area. there are currently fourstreec lights onlvlississippi Drive, including the one at the intersection of County Road 39 and Mississippi Drive. Our typical policy for residential areas within the Ciry is to place street I ights-at approximately 750 foot intervals along residential areas and to light intersections whenever possibl e.ltappearsthatthecurrentstreetlighling along Mississippi Drive would meet normal policy procedures, although we may be able to look at adding one street light near the entrance to County Road 39 because of the sharp curve along Mississippi Drive Cmmcil needs- to remember that the present policy we have for street lighting distances is meant to provide for lighting alonglhe street sectiun ofruad for automobile safety ,an.d is not meant 10 be a security light for individual humes or residences. Even in cases wherc a street light is directly in front ofa residenee ,theliQ.ht may not adequately provide the security that the homeowner lslooking for as it is not meant to light up their yard but is meant to provide light for the traffic area of the street. Along Ivlississippi Drive. many of the homes on the south side of the road are on the hilIside and nomatterho wmanystreetIightsyoupJaeealong theboulevard,notmuehlight is going to project into anyone's yar ds. IftheCitystanslookingatinstaJIing lights in all residential areas when requested to provide addition'll 3~curity enhancements. the Council may be faeed with numerous instaJIations and cost in. thefinure. At this point no speci!i~ action is required of the Council unless a specific reque;;t is brought forward by t. neighborhood group_ Attachment: Speed Llmil In!(lrmation . 2 . Situation: Currently morale is low among residents on Mississippi Drive due to a history of criminal activity on the street. The most recent incident was a house fire that occurred at 216 Mississippi Drive this past Sunday afternoon. To this date, two neighborhood meetings have been organized and attended by 70 residents the first time and 50 residents the second time. Mission: The purpose of attending the Police Commission Meeting is to propose the installation of additional bright, white, street lights on Mississippi Drive. Solution: Street Lights . . An excellent way of increasing road and general safety at night. . Improves quality of life for residents by helping to deter crime and reduce fear of crime. . The existing three lights seem to cast a dim, yellow.orange glow. A whiter light would help to deter crime and anti-social behavior and create a walkable neighborhood. . Mississippi Drive is different than other residential neighborhoods in two ways. Mississippi Drive is built on an embankment. The fact that one side of the street has homes built into the hill along with heavy foliage adorning both sides of the street leaves the street cast in a dark shadow. The Mississippi River runs parallel to the street enhancing the darkness of the street due to the fact that there are no adjacent or adjoining neighborhoods/developments that exist to help reflect light or populate the area. Conclusion: Crime cannot hide in well lit areas. Installing new, white lights is not a cost; it is an investment in improving the quality of the neighborhood, and increases real-estate values which improves the tax base and ultimately reduces criminal behavior. .
