A licant: Monticello Irxlustrial Park, Inc. Grittmart provided the staff report, explaining that the suk?ject property is approxirnatcly 28 acres, and is sw~rounded by school, church, park and neighborhood. Grittmall noted that at this time, the small triangular portion south east of Meadow Oak would retain its R-PC1D status. The applicant is requesting that the nol-th side of Meadow Oak Avclnle be rezoned toB-4, regional commercial. Grittman stated that regional conullercial uses would be consistent with interchanges. According to the plan presented, approximately 12 acres would be utilized for commercial uses. The balance of the plat would be encumbered by the interchange and ponding for the interchange. C] Planning Commission Minutes 05/23/OS Frie reconfirmed that the triangular piece would remain R-I'UD and that this application focuses strictly on north side of Meadow Oak. Suchy asked where the access to the commercial areas would be. O'Neill stated it would come from the south. Chairman Frie opened the public hearing. Charlie Pfeffer, representative for Monticello Industrial Park, made himself available for questions. Betsy Miller, resident at 231$ Eastwood Circle addressed the Commission. Miller explained that as her property line abuts the triangle property she does have concerns about the commercial uses near a residential area and the trat~ic it will generate. Miller stated that while she understands that commercial is the best use of the property, she noted that the request does represent a significant change from residential to commercial use. Miller requested that the applicant and Commission consider a buffer yard or landscaping of some kind. Frie staled that buffer yards will he planned for as the property develops. I'rie asked Pfeffer to respond to Miller's comments. Pfeffer' stated that they are only platting at this time to facilitate the construction of the interchange. "1'hcy have no users at this point. In terms of a butter-, Pfeffer' stated that it would be r.unrsual to do a buffer along frontage of Meadow Uak Avenue. Miller asked about the possibility of changing the zoning of the triangular piece near . Meadow Oaks at. a later date'? Frie stated that if that. were requested, another public hearing notice would be issued. O'Neill staled that staff would probably require a buffer between the park and commercial use as part of any proposed development. He also stated that the corner will need to be looked at the tune of devcloprr~ent. Miller stated that she just wants some sensitivity to safety and aesthetic concerns. Chairman Frie closed the public hearing. Dragster pointed out that Meadow Oak will be a busy road during interchange construction. Frie asked if the road would be widened as part of construction. O"Neill stated it would be posted for no parking. Pfeffer stated there will be a temporary parking lot contiguous to the west line of the park. Dragster asked why three outlots were being platted. O'Neill clarified that it is dt.re to ponding for the interchange: Orrtlot C. is pond, Outlot A is B-4, Outlot B is the R-PIJD. r)r-agsten asked ifthe location at which County I K and 1 lighway 75 intersect is zoned B- 4. O'Neill clarified that it is. Suchy if access was coming from Meadow Uak Avenue. Pfefter confirmed. Suchy asked if it will be two lanes with turn lanes. Pfeffer stated it will be a 40-44 foot road with that center lane as turn lane. O'Neill noted that there would be sidewalk along roadway as well. Planning Commission Minutes OS/23/05 Hilgart asked if apartments would be allowed under R-PUL) zoning. O'Neill stated that he thought only under a Cl1P. Hilgart stated his preference of cornrnercia) over apartments in that area. Frie asked for an explanation of the difference between a tir~al plat and development plan. Pfeffer responded that the dcvcloprnent plan related to site development, how it will be developed, versus the recorded documents with surveyed legal. Frie asked if either would be brought before Commission. O'Neill stated that both would potentially come forward via another preliminary plat. Uragsten asked why the ponds are next to County 18, instead of at the back of the property. Pfcfter stated that it is the lowest part. It was also their preference, as the ponds are considered adherence to development. Uragsten stated it might have been a better br.rffer on other side.
