The ordinance that establishes the Police Advisory Commission indicates
that the Commission members shall elect from among its members a
chairperson, a vice chairperson, and a secretary. With the recent resignation
of our chairperson, Warren Smith, from the Police Advisory Commission, a
new chairperson should be elected. As you know, we are still one member
short from a full commission membership, and we are still looking for
volunteers. In addition to the chairperson, a vice chairperson should also be
elected, as this position was previously held by former member Jim Fleming.
I believe in the past, Mr. David Gerads was the official secretary, and this
position should also be reaffirmed or reappointed to a committee member.
If anyone has any ideas on potential members for our one vacancy, the
commission could make a recommendation to the City Council for
appointment. If we do not have a recommendation, we will continue to seek
a qualified applicant.

Although this is our first Advisory Commission meeting of the year, the City
Council will soon be adopting a preliminary budget for 1997, and it may be
appropriate for the Police Commission to review the present contract
arrangements we have with the Sheriffs Department and to discuss next
year's rate structure and whether we as a Police Commission should be
recommending any changes in the contract or an increase in hours of
coverage.
With the Wright County Board adopting the 1997 rate at $34.50 an hour, the
Police Advisory Commission and the City Council don't have a lat of
negotiating leverage other than through the amount of hours we are
contracting for. For the past number of years, the City has contracted for
9,176 hours of coverage, which I believe has worked out fairly well in
providing 24-hour a day coverage, with additional hours available for Friday
. and Saturday evenings. The 1997 rate of $34.50 an hour would be an
approximate 4.5°Io increase in the rate and would amount to an annual
budget of $316,572 based on the current level of coverage.
From my standpoint, I am not aware of any problems with the current
arrangement of 24 hours a day coverage plus an additiona1416 hours of
coverage on Friday and Saturday nights during the summer. I'm sure as the
city continues to grow, both in population and land area, there may be a need
to look at increasing the coverage above the 24-hour a day level, and this is
something the commission may want to discuss Wednesday with Sheriff
Hozempa or department representatives. If any commission member is
aware of problems or has heard of incidents where the level of service has
been questioned, this would be a good time to discuss it amongst ourselves
and possibly recommend to the City Council any changes for the 1997 budget
year. The preliminary budget of the City needs to be adopted by the City
Council by September 15.

Please be advised that the County Board of Commissioners, in cooperation with
the County Sheriff and County Attorney, has established rates for contract patrol
. services for 1996 and 1997. The rate for 1996 shall be $33.00/hour. The rate
for 1997 shall be $34.50/hour.
As you're aware, the current contract states that municipalities must notify the
County in writing prior to August 15 regarding any change in the number of hours
to be contracted for in the coming year. Please provide this information if you
anticipate an increase or decrease from current contract hours.
Once again, it is felt that by setting the rate for two years, jurisdictions will be
able to consider rates in their budget discussions and analyze their particular
contract needs.
