specific speed limit.

As you may be aware, the recently-paved School Boulevard has now been
opened to traffic from Highway 25 all the way to the east connecting to
County Road 118 by the middle school. As more and more of the public
becomes aware of this road, it is anticipated that School Boulevard will
generate a significant amount of traffic movement as it becomes a major east/
west connection south of the freeway.
With the opening of this new road, the City of Monticello has petitioned to
the Minnesota Department of Highways to conduct a speed limit evaluation.
This can typically take between a few months and over a year to accomplish
depending on MN/DOT's schedule. I recently had a conversation with Sheriff
Hozempa, who indicated that he had received a letter from School
Superintendent Shelly Johnson outlining the School's concern over the speed
that is now occurring on School Boulevard by Little Mountain Elementary.
With School Boulevard intended to be opened up as a major collector route
connecting Highway 25 to the eastern edge of the city, it is very likely that
the extra-wide road will see speed limits in the 45 mph range. Because the
collector road abuts a large area of School property, there becomes a concern
whether ar not there is a need to attempt to reduce the speeds near the
elementary school. Sheriff Hozempa thought it maybe beneficial for the
Police Commission to sit down and discuss the road and the concerns
addressed by the School and possibly make a recommendation to the City
Council for consideration.
While it shouldn't come as a surprise to anyone, it has always been the City
of Monticello's intent to create School Boulevard as a major connection route
from Highway 25 to the eastern border of the city. School District ofI`icials
were well aware of the intent of this road long before the elementary school
was located near Fallon Avenue. Although there is currently a stop sign an
School Boulevard at the intersection of County Road 117, the City is
assuming that once it can be shown that School Boulevard is generating
more traffic volume than there is on County Road 117, the stop signs will be
reversed with traffic on County Road 117 being required to stop. If this
happens, this only reinforces the establishment of School Boulevard as a
• major collector route east and west and will probably result in a conflict with
the School District's interest of slowing down the txaffic.

Prior to Wednesday's meeting, I would recommend that each of you take the
opportunity to drive slang Schaol Boulevard so that you can become
acquainted with the road's configuration, and especially taking note of the
intersection of County Road 117 and the intersection at Fallon Avenue near
the elementary school. This maybe beneficial for our discussion as to
whether we shauld be specifically recommending anything to the City
Council or MN/DQT officials, or whether we should just simply allow the
traffic speed study to be conducted first.
If any of you have a conflict with this meeting date, please let me know, and I
could possibly try to rearrange a different time if a quorum cannot be
achieved.
