SPECIAL MEETING MONTICELLO CITY COUNCIL
Monday, February 13, 2023 — 5:15 p.m.

1. Call to Order
Mayor Lloyd Hilgart called the special meeting to order at 5:15 p.m.
2. Comprehensive Parks Needs Assessment
Tom Pawelk, Parks & Recreation Director, provided a brief overview of the project being
led by the Parks & Recreation Department. The initial plan of the project was to partner
with the Monticello School District to develop a Comprehensive Park Needs Assessment
for the community. It was noted that through the Steering Committee process, the School
District made the decision to step back from the Comprehensive Parks Needs Assessment
and complete strategic planning for the district.
Mr. Pawelk commented that two proposals were received and the steering committee
recommended Bolton and Menk, Inc. However, with the school district not participating
staff requested direction on moving forward with an amended proposal. Staff reiterated
that it is essential to have the necessary information to guide us with improvements that
are in line with the community mutual goals of building on a strong foundation of parks
and recreation assets to ensure a vibrant future for the park system and to enhance the
community's overall quality of life.
There was consensus of City Council that staff work with Bolton & Menk and develop a
modified proposal, with the recommendation to include the childcare and workforce
demand study components as an alternate project.
3. Summer Events Update
Tom Pawelk and Haley Foster, Communications Coordinator, provided an update of all
of the City summer events taking place in 2023. It was highlighted that the Riverfest
celebration is moving to three days from four.
4. Adjournment
By consensus, the meeting was adjourned at 6:20 p.m.
