Enclosed ou will find a brief a coda for the first Police Commission meeting of 1994

scheduled for Wednesday, January 26, at 7 p.m. The agenda far this meeting is focusing
on the Police Commission's past activities and may provide some focus for the
commission to consider where and what topics we want to discuss at upcoming meetings.
The general review and discussion should provide some background to our anticipated
new member, Liz I)esMarais, who we expect to be appointed by the City Council on
January 24. Ms. DeslVlarais will be replacing Curtis Schmidt, whose term expired
December 31.
If any commission member has any other topic you would like to see addressed at the
meeting, I'm sure we'll have time tv discuss other items of interest.

1. A meeting of the Police Advisory Committee was he]_d on
Wednesday Oct. 20th 1993 at 7:OOpm.

3. Contract information was presented to the committee by Chief
Deputy Lindell.
1994 - 'T'he rate for coverage per hour would be $30.50, this
should be close to the actual cost of provi.di.ng the
coverage. The WCSO cost is a hourly rate per squad.,
Far comparison the following were given:
1993 _ Stearns County wa.s charging $31.00 per hour--
-- Carver County was charging $33.00 per haur_
Brad Fyle questioned Chief Deputy Lindell a.l~out hav7.n~::~ a person
available at city l~all fo~_ the purpose of answerilic3 c~i_tizen
questions and complaints. Because of the cast factor, this is
not a viable option at this time.;
The contract was reviewed and the 'h ours maintained :For. .1994,
this would be conveyed to the city council. at their next
meeting. The hours would again be reviewed before tllp next
contract year to see if an increase is required.
4. Skate Boarding Ordinance - We're presently looking into getting
a ordinance together that would regulate the use of skate boards
in the city. The Parks Dept. is also working on this problem in
preparation of the new trail. St. cloud presently has a
ordinance which should be requested for the next meeting.
5. Question was asked by U. Gerads if 3rd Street was cnn.sidered a

7. 'I'he ordinance regulating the closi-ng hours far the city
cemeteries was reviewed for the feasibility of the ordinance.
WCSO saw no problem with the implementation of sai.cl ordinance.

~i. Consideration of a ointin Police Commission officers for 1994..
The ordinance that establishes the Police Advisory Commissian indicates
that the commission members shall elect from among its members a
Chairperson., a Vice Chairperson, and a Secretary. Since the ordinance does
not specifically indicate that these appointments must be done annually, it
can be assumed that individuals retain their respective offices until their
terms expire.
Current officers are Warren Smith as Chairperson, Jim Fleming as Vice
Chairperson, and David Cxerads as Secretary. If the individual members are
willing to continue to serve in their capacity noted above, the commission
can reaffirm the existing appointments. If any of the current officers do not
wish to continue in their positions, the membership should elect someone
else to fill the vacancy.

Members of the City Council:
Through my recent conversation with Mary Micke I learned of
an opening on the Police Commission. I have spoke with Warren
Smith and Rick Wolfsteller regarding what this position entails.
As safety is foremost in most American's minds these days, this
would be a great opportunity to get involved.
I have lived in the area for 4 years, 3 of those being a
homeowner. Involvement in the community has allowed me to
become acquainted with many people. I was a member of Mothers
of Preschoolers (MOPS) for 2 years, on the NSP Women's Bowling
League for 2 years, Bible School teacher/supervisor at St.
Henry's for the past 3 years, member at the Monticello Athletic
Club and involved with school functions and planning neighborhood
parties.I believe I share many of the same concerns.
For 2 years I worked at Riverwood Conference Center and now
work in the Human Services Department with Wright County at
the Courthouse in Buffalo.
My focus if elected to the Commission would be concern for
the safety of our children and keeping Monticello a safe
place to live as it is growing.
I would like the opportunity to serve on the board and hope you
will consider me when making your decision.
