At this point, I'm suggesting that Wednesday evening at 7 p.m. , June 24, be our next meeting date to discuss a couple of issues relating to our police contract. The tentative agenda for this meeting is as follows: 1. Consideration of recommending increasing coverage to 24 hours per day. 2. Discussion with Sheriff's Department on proposed deputy reassignments that may affect the City of Monticello. In regards to the proposed increase in coverage, you may recall at the previous meeting that both Sheriff Hozempa and Chief Deputy Lindell had indicated they felt with the activity that has taken place in Monticello in recent years, the City should seriously be considering increasing its coverage to a 24-~hour level of service. Currently, the contract provides approximately 20 hours per day coverage, although some days may be less with mare emphasis on weekends. I believe the Sheriff's Department feels Monticello, because of its location and increased population, should consider 24-hour coverage, which would add approximately 1,439 hours above our present 7,321 hours of coverage. Our current contract at $26 per hour costs the City $190,346 yearly; and based on the expected increase to $28.50 per hour in 1993, increasing coverage to 24 hours a day would result in our cost for service approaching $250,000 annually. After hearing the statistical data and reasons why the Sheriff's Department feels an increase in coverage is necessary, if the commission agrees that the extra coverage is warranted, the commission may want to make a recommendation to the City Council to increase the coverage level for consideration in our 1993 budget process. Memo Police Commission June 9, 1992 Page 2 Deputy Reassignments Concerning Monticello Coverage It recently came to the City's attention that the Sheriff's Department may be reassigning deputies to different shifts and time periods throughout the county starting July 1, 1992. As you know, one of the concerns the City Council and citizens of Monticello have had in the past is being able to identify the Sheriff's Department as our own police department. Typically this has been accomplished by the fact that a deputy is assigned to Monticello on a somewhat regular basis and thus becomes familiar with the community and its businesses and residents. While we have not received official word from the Sheriff's Department, rumors have been surfacing that the Sheriff's Department is rotating deputies within four sections of the county every three months to familiarize the deputies with all parts of the county. It is my understanding the rotating shifts would only affect non-contracting communities (township areas); but I've also heard that deputies who have worked the Monticello area during daytime hours will be reassigned to other areas also. This is because of apparent seniority that exists within the Sheriff's Department allowing senior deputies to request work schedules and locations. During daytime hours, the City of Monticello has been serviced by Deputy Annette Habisch on a regular basis. Apparently, Annette will no longer be the daytime officer in Monticello, and a new individual will be responsible for our police coverage. While the City is just contracting for coverage, it has been the Council's desire, and I believe also the desire of the Sheriff's Department, to create some type of identity with a deputy in one location and also provide continuity of service. Should Monticello see new faces from the Sheriff's Department, there is concern that the city will lose the feeling of having its own police officer on a consistent basis. I believe the commission may wish to discuss with the Sheriff and Chief Deputy the rationale for the changes being proposed and the change in policy of continuing an officer in one location. I know some Council members feel that it's important to have an individual officer become familiar with Monticello and become known to our citizens and business owners. As I noted, this apparent change in shift assignments has been rumored, and no official change has been noted by the department as of today. I think it's unfortunate that the Sheriff's Department did nvt discuss this change with city officials prior to implementing this new policy, and I believe the City Council would like to hear the Police Commission's views on the subject. Adjournment. • MONTICELLO POLICE ADVISORY COMMITTEE Meeting Minutes May 5, 1992 1. A meeting of the Monticello Police Advisory Committee was held on Tuesday, May 5, 1992, at 7:00 p.m. 2. Members Present: Warren Smith Brad Fyle, Councilmember .Tim Fleming Rick Wolfstellar, City Administrator Dave Gerads Ex-Officio Representatives: Berlyn Berkholz, Annette Habisch, Wright County Sheriff's Office 3. Minutes of the meeting held January 29, 1992, were unanimously approved. 4. A presentation was made by Sgt. Berlyn Berkholz on the neighborhood watch program. Programs offered by the Wright County Sheriff's Office are: • * Senior Citizens Program - set up as a consumer protection or consumer information program. * Safe Home - set up for grade school children. This program is part of the McGruff Program. * Annual Fingerprint Program * Neighborhood Watch. Program - The City of Waverly it was noted uses community watch signs at every city entrance. Because of cost, etc., it was recommended and agreed to that individual neighborhoods or apartment complexes be encouraged to start their own individual neighborhood watch programs. Interested organizations should contact either City Hall or the Wright County Sheriff's Office to set up organizational and information meetings. Two groups (Meadow Oaks and J.B. Enterprises) have already asked far a informational meeting. We will fallow up on these contacts. A catalog of signs and decals far the watch program is available at City Hall for organizations to look at. Neighborhood watch signs made out of metal with an approximate size of 24" x 36" are available for $26.00. Rick Wolfstellar agreed to write a news release discussing the program and who to contact. This release would be . included in either the City's Newsletter or as a supplement to the water bill. 5. The parking along Elm Street next to the American Legion was discussed because of citizen complaints of not being able to see clearly when crossing from Third Street. The solution agreed upon was far the public works department to paint a 30 foot set back. The Committee would also like to the Legion to notify members that they should use the parking lots first. 6. The Wright County Sheriff's Office was notified that the traffic speed an Broadway is on the rise again. 7. Something (not yet known) will be done before next year's junk amnesty day to alleviate traffic congestion. 8. At the next meeting, a discussion of 24-hour coverage will take place. 9. Tentatively, the two items the cammission may wash to discuss concern hours of coverage far 1993 and deputy assignments within Monticella. In regards to the hours of coverage, the Sheriff's Department has provided some information outlining the present level of coverage and their rationale for increasing the level of coverage in 1993. Currently, the City is contracting for 7,321 hours of coverage, but the City is actually receiving in excess of this amount. In reality, coverage is closer to 7,900 annually according to the schedule provided by the Sheriff's Department. The City currently has a gap in coverage only between 6 a.m. and 9:30 a.m. on a daily basis. The excess coverage above the contract amount is actually provided because it's easier far the Sheriff's Department to schedule deputies on 8-hour shifts, and some overlap occurs in Monticella. With our population growth, the statistics certainly indicate that the number of calls for service and actual crimes have dramatically increased in the last three or four years. Concerns about traffic control in the early hours, especially around the school, does lead one to believe additional hours may be necessary in the mornings. After discussing this issue with the Sheriff, the commission may want to make a recommendation on the level of service that the City Council should consider for next year. The second item an the agenda is basically a general discussion with the . Sheriff's Department on the planned deputy assignments for the city of Monticello. Currently, we have two shifts in Monticello. ©ne starts at 9:30 A. M. and goes until 6:00 P. M. The other shift begins at 9:30 P. M. and goes until 6:00 A. M. During the period between 6:00 P. M. and 9:30 P. M. we have a deputy assigned to come into Monticello and stay there to patrol and take calls until the night shift deputy comes on duty. To summarize, we now have continuous coverage for 20 1/2 hours a day in Monticello. Only the hours between 6:00 A. M. and 9:30 A. M. are not covered. In addition, an extra shift is scheduled on Fridays and Saturday nights from April through September. This shift runs from 6:00 P. M. to 2:30 A. M. We feel there is a genuine need for more coverage in Monticello tv fill the gap in the early morning hours. The commuter traffic that camel through the city has prompted many complaints, and we have dealt with it to the best of our ability with one of the two roving squads that are on duty in the early morning hours. However, these deputies have large areas of responsibility, and they must respond to calls and complaints anywhere from the Dayton/Qtsego area to South Haven. During the months that Schaal is in session, we have found that we are often responding to calls prior tv 9:30 A. M. , but without a deputy in the city, the response time is often not acceptable. There are sometimes problems with students congregating at Ellison Park before school, Schaal bus stop arm violations, ca11s from principals' offices regarding problem students, etc. It would also be beneficial to be able to monitor the school traffic in the area of the elementary school in the morning as we currently do in the afternoon. It would allow us to address the problems noted above, and have three consecutive shifts with deputies assigned to Monticello, instead of two shifts with one deputy filling in for a few hours in the evening. There would still be two roving shifts with deputies handling calls in the townships in the northern half of the county. In other words we would not simply take one of the roving cars and assign it to Monticello, possibly causing a shortage of coverage. The increase in hours contracted by Monticello should allow us to add additional staff for the Patrol Division. We are also . interested in adding an additional investigator to cut back on the area that Investigator Reitan covers. Currently, he covers the cities of Monticello, Otsego, and Monticello township. We would keep him in the Monticello area, but because of his workload, we would like to have another investigator assigned to handle other parts of the area Reitan works in now. Since 1988, when the city of Monticello began tv contract for 7, 321 hours annually, the population has increased appr. 21%, reported crimes have more than doubled, and calls for service have increased by 39%. If this were implemented for 1993, the total cast to the city would be $261, 516.00. Keeping the coverage the same at 7,321 hours for 1993 would be a net cost of 5208, 648. 50, for a difference of 552, 867.50. In 1991, approximately 519,000 was returned to the city in state aid based on the amount of law enforcement services rendered. If continued, this would increase to about 524,000 bringing the actual cost of providing this coverage tv 5237, 516.00.
