Unfortunately, I have another meeting that evening, or I would ask
that. you invite me to attend. Community is very important to me as
a person, and certainly in my professional capacity as well. I shall
be with you in spirit!
Please let the commission know that J. B. Properties, Inc. will lend
its support in any way we can to this effort. If they elect to est-
ablish a neighborhood watch system, I would be willing to be a part
of the planning process. After all, we have 90 families residing in
our Monticello buildings. We want to help secure a safe community
for them.

1. A meeting of the Monticello Police Advisory Committee was held ot~ Wednesday,
January 29, 1992, at 7:00 p.m.
2. Members Present:

Don Hozempa, Wright County Sheriff
3. Shet•iff Hozempa lead a discussion on the following topics:
A. Vehicle lock outs - Sheriff Hozempa stated that t}ris service will most
likely be discontinued. Reasons that were stated were the liability
linked with possihl,y dama5ing the vehicle and the fact that other people
do provide this service. He did. state that when a child or animal are
involved, WCSO will respond.
B. Sheriff HozemF.~a pointed out t;hat if the City of Monticello had its own
police force the City Prosecutor would be responsible for prosecuting
crimes ok' misdemeanor and less. The County Prosecutor would be
responsibly for ;rocs misde.meattors and greater.. Sheriff Hozempa stated
that the City of Buffalo, which has its own police department, has an
approximate budget of 5500,000.00 for their department.
C. False Alarm Calls - Sheriff Iiozempa pointed o~.tt; that at this time, there
is no cost effective manner to allr~viate the problem.
D. DARE Program - monetarily self sufficient at this time was discussed
briefly along with the Community Crime hatch program. Ate interest was
expressed that at upcoming meetings, we meet with the Offir~ers
implementing these pro:;rams.
4. Elections of Officers took place rind it was agreed upon that these positions
would be reviewed yearly.

5. O~.tr final item for the nihht dealt with when to hold our meetings. Meetings
are to be scheduled quarterly, in accordance with the Ordinance establishing
the Police Advisory Commission. The Chairperson can also schedule special
meetings. With this information, it was agreed upon by members present that
the Wednesday of the 3rrJ week of the (~uarter.• at 7:00 p, m. be our rer;ularly
sc}ieduled meeting time.

MINUTES
REGULAR MEETING - MONTICELLO POLICE ADVISORY COMMISSION
Wednesday, January 29, 1992 - 7:00 p.m.
Members Present: Srad Fyle, Warren Smith, David Gerads, Jim
Fleming, and Curtis Schmidt
Also Present: Rick Wolfsteller and Sheriff Don Hozempa
Commission members discussed what the role of the commission should
be in the future, and Sheriff Hozempa noted that in most cases he
has found that police commissions are asked by the City Council to
review or respond to specific complaints and meet with sheriff
representatives to discuss the citizens concerns. Normally the
advisory commission will do the leg work and make a recommendation
to the City Council on an appropriate action.
In accordance with the recently adapted ordinance establishing the
Police Commission, commission members proceeded to elect a
chairman, vice chairman, and secretary for the commission.
Commission member Jim Fleming nominated Warren Smith as Chairman.
A motion was made by David Gerads and seconded by Curtis Schmidt to
name Warren Smith as Chairman. Passed unanimously.
Hy consensus, Jim Fleming was elected as vice chairman and David
Gerads as secretary.
A tentative schedule of quarterly meetings was established by the
camm.issian, which will be held on the third Wednesday of January,
April., July, and October of 1992. Special meetings would be
conducted as needed in addition to the scheduled quarterly
meetings.
There being no further business, the meeting was adjourned.

RE: Commission meeting to discuss feasibility of creating a
neighborhood watch system
Although establishing our quarterly meeting date has been difficult, the
Police Commission will meet on Tuesday, May 5, at 7 : 00 p.m. , in City Hall
to discuss with Sheriff's Department representatives the feasibility of
establishing a neighborhood watch system in Monticello and any other
issues that came before the Police Commission.
Mr. Berlyn Birkholz of the Wright County Sheriff's Department, along with
Deputy Lynnette Habisch, will be in attendance at the meeting to advise
the Police Commission on neighborhood watch programs that have been
utilized in other communities. A request for establishing this type of
program came from representatives of J.B. Properties, a firm that manages
apartment complexes along Louring Lane (7th Street). Possibly this type
of program could be available for the entire community, and I believe the
Sheriff's Department will have suggestions on how to go about
establishing these watch committees.
In discussing the presentation by the Sheriff's Department, Mr. Birkholz
did not have any information that he wanted to distribute ahead of time
and suggested that background information will be provided at the
meeting.
Another issue the commission may want to discuss that was recently
brought to my attention concerns on-street parking activity that occurs
along Elm Street in front of the Legion Club. Currently, parking is not
• restricted along Elm Street; but occasionally, parking is heavy and does
obstruct traffic and sight visions at intersections, especially 3rd
Street and Elm Street. The commission may want to discuss with the
Sheriff's Department whether instituting parking restrictions or
limitations along this block is necessary.

RE: Meeting date to discuss creation of neighborhood watch system
In my previous memo, I tentatively scheduled April 2 as a date for the
Police Commission to meet and discuss the possible creation of a
neighbarhaad watch system. As it turns out, there are conflicts with
some Police Commission members and Sheriff's Department representatives
on this date, and we will have to reschedule.
It appears that the month of April has many conflicts with either Police
Commission members or the Sheriff's Department representatives who would
provide background for our discussion. Annette Habisch, Sheriff's
Department Deputy who provides primary coverage for the city during
daytime hours, along with Sergeant Berlyn Birkholtz, would like to attend
our meeting; and between the two of them, April presents a problem. In
my discussions with Sergeant Birkholtz, Tuesday, May 5, appears to be the
closest date that works in the Sheriff's Department schedule; and I would
like to hear from each commission member as to whether this date is
acceptable.
Again, please contact City Hall if you are unable to make the May 5 date.

Re: Establishment of a neighborhood watch system
Dear Linda:
Based an your interest, the Monticello Police Commission received a
presentation by Sergeant Berlyn Birkholz of the Wright County Sheriff's
Department on the establishment of neighborhood watch systems and other
crime-stopping efforts available.
The Police Commission was advised that generally neighborhood watch
systems are established as the result of interest and cooperation of
specific neighborhoods or associations such as yourself through apartment
complexes. Generally, there is not a specific program that would set up
the entire community under this system, but rather it is intended to
target specific areas where individual home owners and associations are
willing to put in an effort to watch their neighbor's property for
suspicious activities.
Sergeant Birkholz is willing to make a presentation to an association or
group such as your apartment complexes if you are interested in learning
mare about establishing a neighborhood watch system. The program is very
basic in that the Sheriff's Department has a resource to obtain signs
notifying the public of a watch system being in place, and they are
willing to help you organize one if you should desire. I would suggest
you contact Sergeant Birkholz through the Wright County Sheriff's
Department for further information on scheduling a meeting date.
The Police Commission intends to notify the public of the availability
of this program and is supportive of your interest in pursuing a watch
• program far your neighborhood. As I noted, the program is only effective
if enough neighbors and tenants are willing to become active in

supporting the program. If you feel you can receive enough interest from
your members to participate, Sergeant Birkholz is glad to attend a
meeting of your residents.

May 6, 1992
At a recent Monticello Police Commission meeting, a general discussion
• occurred regarding on-street parking activities throughout Monticello,
and it was noted that commission members had received same citizen
concerns over the amount of on-street parking that was occurring around
the Legion Club. Specifically, motorists had noted that an occasions,
sight lines at intersections such as 3rd and Elm Streets are hampered by
vehicles parking too close to the intersection.
The commission members, in discussing this situation with the Sheriff's
Department, did not feel any stringent parking limitations were necessary
at this time, but we would like to ask your cooperation in having your
patrons utilize your parking lots if space is available rather than
parking too close to intersections. To better delineate appropriate
parking areas on the street, the City Public Works Department will be
marking the curb areas at intersections approximately 30 feet in all
directions as no parking zones to help eliminate sight problems for
motorists. We hope that your encouragement of utilizing your parking
facilities an site and the marking of the curb areas near intersections
will correct this potentially hazardous condition.
