RE: Police Commission Organizational Meeting
The City Council, at the January 13 meeting, officially adopted the
ordinance establishing the Police Advisory Commission ordinance as
previously proposed in April of 1991. As you will recall from our
December meeting, the ordinance as originally prepared was recommended
for adoption by the Commission members; and as such, we should have a
short meeting of the membership to elect officers of Chairperson, Vice
Chairperson, and Secretary for the upcoming year.
Last April, Warren Smith, David Gerads, and Curtis Schmidt were appointed
as interim members of the Police Commission, along with Councilmember
Brad kyle. At the January organizational meeting, the City Council
established terms of office for the members as follows:
Brad Fyle, Cauncilmembear 12/92
Warren Smith 12/94
David Gerads 12/94
Curtis Schmidt 12/93
Jim Fleming 12/92
Mr. Fleming was the new individual added to the commission after
expressing an interest in participating at our December meeting.
At this paint, I am not aware of any other topics the Police Commission
needs to address other than electing its officers, which should make the
meeting rather short. I have scheduled a meeting for Wednesday,
January 29, at 7:00 p.m. for this purpose and any other items the
commission would like to discuss. If this date is not acceptable to
anyone, please let me know as soon as possible so that I can arrange a
new meeting date.

REGULAR MEETING - MONTICELLO POLICE ADVISORY COMMISSION
Wednesday, January 29, 1992 - 7:00 p.m.
Members Present: Brad Fyle, Warren Smith, David Gerads, Jim
Fleming, and Curtis Schmidt
Also Present: Rick Wolfsteller and Sheriff Don Hozempa
Commission members discussed what the role of the commission should
be in the future, and Sheriff Hozempa noted that in most cases he
has found that police commissions are asked by the City Council to
review or respond to specific complaints and meet with sheriff
representatives to discuss the citizens concerns. Normally the
advisory commission will do the leg work and make a recommendation
to the City Council on an appropriate action.
Tn accordance with the recently adopted ordinance establishing the
Police Commission, commission members proceeded to elect a
chairman, vice chairman, and secretary for the commission.
Commission member Jim Fleming nominated Warren Smith as Ghairman.
A motion was made by David Gerads and seconded by Curtis Schmidt to
name Warren Smith as Chairman. Passed unanimously.
• By consensus, Jim Fleming was elected as vice chairman and David
Gerads as secretary.
A tentative schedule of quarterly meetings was established by the
commission, which will be held on the third Wednesday of January,
April, July, and October of 1992. Special meetings would be
conducted as needed in addition to the scheduled quarterly
meetings.
There being no further business, the meeting was adjourned.
