ECONOMIC DEVELOPMENT AUTHORITY (EDA) SPECIAL MEETING
Wednesday May 10, 2023 — 5:15 p.m.

White, Rick Barger, Councilmember Tracy Hinz, Mayor Lloyd Hilgart
Members Absent: Treasurer Hali Sittig
Staff Members: Executive Director Jim Thares, Angela Schumann, Hayden Stensgard
1. Call to Order
President Steve Johnson called the special meeting of the Monticello EDA to order at
5:15 p.m.
In attendance at this meeting as well were Jon & Lucille Murray, owners of 155 W.
Broadway Street.
2. Discussion of Downtown Facade Improvement Forgivable Loan Program Application
Suhmittals
Executive Director Jim Thares provided an overview of the agenda item to the EDA and
the public. Staff received renderings of the proposed improvements of both 155 W.
Broadway St. (Lucille Murray Studio of Dance) and 149 W. Broadway St. (Sleep
Concepts) from Rhet Architecture. The purpose of the workshop item is to review the
renderings provided by the architect team, as well as to recap the initial meeting City
staff had with the property owners regarding the renderings.
Mr. Thares noted that the next steps for this program include receiving both revised
renderings and quotes for construction of both buildings. Following receiving those
updated items, staff will meet once more with the property owners to review the
revisions. Staff will then prepare to hold a public hearing at an EDA meeting in the
future for review and consideration of the project.
No Action was taken on the item.
3. Review of EDA landholdings
Mr. Thares provided an overview of the agenda item to the EDA and the public. As
interested parties reach out to City staff regarding EDA owned property for
development, Mr. Thares reviewed the EDA owned property and their preliminary
development capabilities with the EDA.
No action was taken on the item.
4. Adjournment
TRACY HINZ MOVED TO ADJOURN THE SPECIAL MEETING OF THE MONTICELLO EDA.
SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY, 6-0. MEETING ADJOURNED
AT 6:00 P.M.
