Planning Commission Minutes 04-26-1999 (Special Meeting) . . . MINUTES SPECIAL MEETING - PLANNING COMMISSION Monday, April 26, 1999 - 6:00 p.m. Present: Rod Dragsten, Dick Frie, Roy Popilek and Robbie Smith Staff: Jeff O'Neill Council Liaison: Clint Herbst Absent: Richard Carlson Chair Frie called the meeting to order at 6:05 p.m. and declared a quorum present. Continued Public Hearing - Consideration of a request for a conditional use permit to allow convenience store/gas operation. car wash. and restaurant use with drive-through window in a PZM Zoning District. Applicant: MMC Land Company. Jeff O'Neill gave a summary of the previous Planning Commission and staff review of this item. Because of the number of changes proposed, the Planning Commission wanted to see a revised site plan before acting on the request. According to staff, Items #1- #8 of Exhibit Z of the April 6, 1999 Planning Commission agenda had been met by the applicant. Item #9, a lighting plan, had been submitted but not yet approved by the City Engineer. Item #10 dealt with grading, drainage and utility plans. 'rhese plans have been reviewed by the City Engineer but his comments have not been received by the staff The signage plan, Item # 11, is consistent with the provisions of the ordinance. Jeff O'Neill recommended that approval for the conditional use permit also be contingent upon a final City staff review of the landscaping plan to verify it complies with the provisions of the ordinance. It was noted that the Council at their April 26th meeting would be reviewing the conditional use permit and preliminary plat with approval of the plat being contingent upon a developer's agreement being signed. Chair Frie opened the public hearing. Jim Coen representing MMC Land Company was present to answer any questions from the Planning Commission or staff. Chair Frie asked if the applicant had been working with Wright County on items relating to County Road 75. The Planning Commission also touched upon lighting, building materials, signage and access to the site. Chair Frie then closed the public hearing. ROBBIE SMITH MOVED AND ROD DRAGSTEN SECONDED THE MOTION TO APPROVE A CONDITIONAL USE PERMIT TO ALLOW A CONVENIENCE STORE/GAS OPERATION, CAR WASH AND RESTAURANT WITH DRIVE THROUGH WINDOW IN A PZM ZONING DISTRICT FOR MMC LAND COMPANY SUBJECT TO THE CONDITIONS ON REVISED EXHIBIT Z AS FOLLOWS: -1- . . . Planning Commission Minutes - 4/26/99 1. Applicant submit a lighting plan subject to review and approval by the City Engineer. 2. Grading, drainage and utility plans shall be subject to review and approval of the City Engineer. 3. Landscaping plan subject to final approval by staff. Motion carried unanimously. Rod Dragsten asked about the Riverside Oil site and the location of the tanks. He was informed that the present location of the tanks is temporary. ROY POPILEK MOVED TO ADJOURN AT 6:20 P.M.
