SECONDED BY DICK VAN ALLEN AND WITH NO CORRECTIONS OR ADDITIONS, THE MINUTES WERE APPROVED AS WRITTEN. TOM FEASKI MADE A MOTION TO APPROVE THE AUGUST 5, 2003 IDC MINUTES. SECONDED BY DICK VAN ALLEN AND WITH NO CORRECTIONS OR ADDITIONS, THE MINUTES WERE APPROVED AS WRITTEN. 3. lohn Chadwick and Jim Bowers presentation. Chair Barger informed members that on Friday, Mr. Chadwick had called and requested to be on the IDC agenda. John Chadwick and Jim Bowers introduced themselves and stated they purchased the 181 acres of land in the southwest corridor of Monticello in 1998. A portion of the property is used for a mining gravel business of which, this last month, the most gravel ever had been shipped. The initial discussions for use of the 181- acre property included relocation of local businesses such as the beer distributor.. bus/transportation, Ruff's auto, oil service and ready mix plant. This to keep the local businesses and tax base in town. The intent for the ready mix plant was to locate within the gravel mine hole adding a berm and landscaping. This within seven years (wrap up of gravel mine). Then came 9/1 I and the down-turn in the economy resulting in a 1:6 IDC Minutes - 09/02/03 industrial vacancy rate. He distributed supporting information to IDC members. Chadwick asked the IDC for a motion to support the text which he saw consistent with the approved concept stage PUD. He read a portion of the Planning Commission Agenda text, second paragraph: While there may be occasions where residential uses are more appropriate than some of designated industrial areas ............. Noting Area A being the area for future study, he continued that the power lines in this area were not an obstacle to residential development but an observation. Pictures illustrated wetlands and trees to support residential use with power poles 800 ft apart. Secondly, he asked for a motion of support for School Blvd extension to Chelsea Road. In anticipation of relocation of the ready mix plant, the question was raised: How would they access the property yet in the township? The property would be accessible through temporary use if acceptable to the City and Township. The IDC would consider the request under Agenda Item 6A2. 4. Information items by City En~~neer Bret Weiss. A. Results of the water table study for the northerly 286 acres of the Osowski pro~ert~ Bret Weiss, City Engineer Consultant, said he was asked to research the amount of land available for development and the ground water level for the 286-acre site located in the northwest corridor known as the Osowski property. This area according to the old MOAA Land Use Map was designated as industrial. Bret provided each member with a copy of WSB site review method and results stating 31 acres of the 286 acres contained wetlands. He noted additionally, some areas appear to have been disturbed by drain the and other activities. An advantage to wetlands is that in some cases they can serve as future storm ponds. The next step would be to get a topography (surface features and contours) of the area perhaps from the County. The County flies the area every couple of years. Or monitor the area with the use of piezometers (hydrostatic pressure) over time (three months or more). B. Update and progress on the proposed I-94 and County Rd 18 interchange and I-94 reali n~ent. Bret Weiss gave a history of the I-94 and County Road 18 and MDOT plans to realign the I-94 bridge. Staff is working with Streeter, a developer; Weinard, major land owner; and the Ready Mix Plant, for relocation. Bret noted MDOT's list of issues: Cost and ground water, storm water drainage, neighborhood access, maximize access to Ready Mix site, utility crossing, signal spacing, trail, right-of--way, and trunk sanitary sewer line. It is proposed, the City will purchase the Ready Mix Site. Also under consideration is the Fallon Avenue over-pass and Chelsea Road upgrade. The City has an option on a site in the township, on Highway 25 South by the Gun Club as a possible site for the Ready Mix. The RR tracks are only used by the Power Plant. City is working on a finance plan to assess vacant land with business owners assessed for Chelsea Road upgrade. MDOT is non-committal. Earliest re-alignment start, 2005, with interchange start maybe 2004. Asked about the future of the Orchard Road/I-94 interchange, Bret replied the Cty Rd 18/I-94 interchange will set a finance model for the westside which has more land to • assess. 2 IDC Minutes - 09/02/03 5. Updates b_y Mayor Thielen: A. Pro~rPss of annexation agreement and future township/city council meetings. A letter has been sent by the City to the Township suggesting afollow-up meeting prior to the end of September to discuss these options: Merger of city/township, annexation by State Statutes, or renew agreement with city in lead position. Whether annexation by 60 acres or to ask the State to look at the big picture, the main reason is for "planning". B. Meeting of city officials to set 2003 Council's Community Vision & Governing Policies. No meeting date has been set. C. 2004 City Budget. The preliminary budget adopted by Council includes the request for $100,000 for industrial development/land and matched funds by the HRA. Although the city has raised more money, they get $300,000 less. The City's tax share should drop reported Wolfsteller. 5. Reports: A. Marketing Subcommittee -Lindquist reported the Subcommittee decided to participate in the Golf Outing sponsored by the Economic Development Partnership of Wright County. Agreeing to be a hole sponsor at $300, a promotional card with a $1,000 reward for a successful industrial lead will be distributed. B. Economic Development Report -Accepted Koropchak's report as written. 6. Discussion on and to continue development of a list of potential tasks to accomplish the foal of the IDC• To provide a continuous stream of available industrial land with infiastructure potential. A. Review the draft copy of the September 2 2003 Planning Commission Agenda for industrial related items Discuss and vote on an IDC position or action if necessary. 1. THE -Continued interim use/conditional use permit allowing outside storage. The IDC saw this as a city problem and suggested the use of outside storage be consistent among businesses. 2. Otter Creek - Contimled an amendment to the comprehensive plan and consideration of an amendment to a concept stage planned unit development for Otter Creek Crossing. Lindquist questioned the multi uses and reiterated the IDC's goal to maximize the amount of available industrial land. Feaske asked if the IDC should support purchase of Areas B & C? DICK VAN ALLEN MADE A MOTION TO RE-AFFIRM THE IDC'S MOTION OF AUGUST 5, 2003, SUPPORTING STAFF"S RECOMMENDATION. TOM FEASKI SECONDED THE MOTION AND WITH NO FURTHER DISCUSSION, THE MOTION PASSED UNANIMOUSLY. 7. Other Business. A. Chamber Updates -Chamber President Feaski reported that Congressman Mark IDC Minutes - 09/02/03 Kennedy spoke at the Chamber meeting in August and that he and Senator Mark Ourada are working with Susie to get Governor Pawlenty as guest speaker for the IDC/Chamber Banquet on Tuesday, October 14 at Silver Springs Golf Course. Consideration of Executive Director's Report. a) Marketing - 250 brochures were mailed last week to state medical related companies with similar SIC (Standard Industrial Codes) as UMC. Monticello Promotional Card -This promotion started at the Golf Event of the Wright County Economic Development Partnership on September 25. The Marketing Committee is a Tournament Sponsor. Will give out towels, tees, brochures, and promotion card. The HRA and EDA application forms and process information sheets are being redone for consistency among the Development Services Department forms. The Monticello Site Location Guide modeled after Elk River is in draft stage and needs attention. The Marketing Committee needs to check out membership ($300 annual) to this sales leads-browse leads of which a portion was faxed to me from Olson General Contractors. b) Industrial Banquet hosted by the Chamber is scheduled for Tuesday, October 14 at the Silver Springs Golf Course. Invitations being mailed. c) UMC -News release by Olson General Contractors and received check for balance of HRA administrative costs. The City will give a large green plant at the open house since my budget and for consistency didn't allow for the professional photo. I know they are planning a ceremony at 4:00 p.m. on Monday, October 6. You should receive an invitation for the week-long open house. Get this, UMC called last week asking for ideas to entertain out-of--town guests. I thought two people but turns out to be 20 from Stryker Howmedica Osteonics. Does that help the local economy or what? My son works for Stryker, he's district manager for 5 eastern states in the knee and hip replacement division not the machining division. Small world. d) Industrial leads - H-Window Building - A Minneapolis company is looking at the building. The executive vice president golfed at the Rotary Golf (I believe guest of Dan Olson) outing last week. I was doing registrations and he asked to talk to me. It is my understanding via the real estate agent, the building will be on auction, October 22, if not sold. Will accept a minimum bid of $22 million. Remmele Building -Being looked at by a manufacturer (wanted water bills) and local company. High tech-medical company -Attached is a follow-up letter to --------- after receiving a response from initial letter and marketing information. Wolfsteller and Andrews OK with "the carrot" within the letter. I called Mr. Linder, hope to schedule a visit of their Maple Grove facility to plant a seed for future development I did notice the Kaus Anderson construction trailer on site. Pm still excited that the cold call letter resulted in a response. ~~~1 - Attached is a similar letter (initial) mailed to this medical related company. This lead came from Olson General Contractors. They wrote the Dir. • 1 IDC Agenda - 10/07/03 Engineering and I wrote the CEO. I talked with Mr. McGoldrick on September 19, and because of his busy schedule Pm to email him in mid October to set a time to meet in the cities. He said they were looking in the southwestern metro, Chanhassen area. They are a developer of MIR-guided laser technology who plan to establish a manufacturing facility in the Twin Cities area. Olson hasn't heard from the Engineer. Company is customer of UMC. Ed Sorgatz, Olson General Contractors, told me their company has established a relationship with another potential customer. Need to follow-up on another couple of leads from State and other. Large grocery distributor still looking. e) TIF Management - When I completed the July 30 Audit Reports for the State, a red flag came up stating the need to modify the budgets for a couple of old districts because the actual expenditures exceeded the budgeted expenditures; although, actual revenues exceeded actual expenditures. Mark Ruff said they were OK not to worry. Close-out decertified Economic TIF Districts -Mark suggested this was a good time to close these decertified districts which can be a bonus to the City/HRA. The HRA will reimburse the County for excess tax increment, the County will reimburse the City for their portion which can be designated for future industrial development. Pm in the process of comparing by district the actual amount of administrative cost expended to the 10% allowance. We have two pre-1990 economic districts with no pooling restrictions. f) The industrial land group met September 26 including Dan Frie. I received a copy of the Contract to Market being prepared for use by Big Lake as an option to acquiring land. The group will weigh the pros and cons. There has been some interest by John Chadwick to deal with the City. The Gold Nugget people appear interested to work with the city as well. g) For your information Lori Kraemer's last day of employment at the City of Monticello is October 3. She's moving on to a part-time position. Lori made sufficient contributions to the community as well as having served as Secretary to the Development Services Department. P11 miss her. Please wish her well. h) Received notice from Standard Iron & Wire Works that they are consolidating their Monticello manufacturing to Alexandria and Sauk Centre facilities. Up for lease is 36,000 sq ft, 24 foot clear ceiling of manufacturing space with a 5 ton crane. Monticello will remain their headquarters which employs about 50 people. i) Genereux Fine Wood Products is holding an open house on Thursday, October 23, 3-7 p.m. IDC members are invited. Discuss information compiled from other cities regarding ordinances for sandwich board signs. i® Adjourn • IDC RECOMMENDATION to the PLANNING COMMISSION August 5, 2003 and re-affirmed September 2, 2003x Planning Commission Agenda Item No. 8. Consideration of a request to amend the Monticello Comprehensive Land Use Plan and consideration of an amendment to a planned unit development. Recommendation: The IDC recommends and finds the staff recommendation of Alternative Action No. 2 to table the request and direct the developer and planning staff to prepare concept plan revisions as workable. The IDC concurs with the recommendation to reduce the residential density in the 19 acres of Area C by incorporating industrial development along the power lines and enforcing the R-2A standards. Reason of recommendation: The R-2A land use serves as a transition between residential and industrial land uses and incorporating industrial development along the power Imes maximizes the I1-A land use within Area C of the PUD. The Comp Plan identified the entire 180 acres of Otter Creek as industrial. * John Chadwick and Jim Bowers attended the IDC meeting of September 2, 2003 and requested support from the IDC for the proposed residential land use within Otter Creek. Chadwick noted the proposed site (Area C) was better used for residential because it contained tree cover, significant water features and hillside views. The power lines are not an obstruction, but an observation. The IDC approved a motion re-affirming their August recommendation which is consistent with the recommendation of the planning staff. •
