Adjournment. n U MINUTES MONTICELLO INDUSTRIAL DEVELOPMENT COMMITTEE Thursday, October 21, 1999 - 7:00 a.m. City Hall MEMBERS PRESENT: Chair Shelly Johnson, Don Smith, Bill Tapper, and Marianna Khauv. MEMBERS ABSENT: Vice Chair Tom Ollig, Kevin Doty, Tom Lindquist, Dick Van Allen, Ken Maus, and Bob Mosford. COUNCIL LIAISON ABSENT: Mayor Roger Belsaas. STAFF PRESENT: Ollie Koropchak. GUEST: Mark Houge, Allied Companies, LLC, Real Estate Development, President Call to Order. Chair Johnson called the IDC meeting to order at 7:07 a.m. 2. Consideration to approve the September 23, 1999 IDC minutes. Bill Ta er made a motion to approve the September 23, 1999 IDC minutes. Seconded PP by Don Smith and with no corrections or additions, the minutes were approved as written. 3. Consideration of Updates: a) Mayor Belsaas - No report. b) Koropchak -Prospects and BRE. See Attachment A. In addition, Don Smith reported Jake will be meeting with Jay Eller of Twin City Die Castings today. Chair Johnson reported following the October 7 Monticello visit, Kevin Doty met with the President of Systematic Refrigeration and his CPA/Attorney. c) Marketing Subcommittee -Don Smith reported Darrin Lahr, Brad Barger, Koropchak and himself met and assessed the Marketing Brochure Plan. Brochures are being mailed; however, telephone follow-up has fallen behind. The group discussed the importance offollow-through to obtain the desired outcome and alternative options to assist with the follow-through. The group continues to research the potential to participate at trade shows as part of the marketing plan. The group suggested the Expo Booth consist of products manufactured in Monticello. IDC Minutes - 10/21/1999 4. Welcome and Introduction of Guest. IDC members introduced themselves and Mark Houge shared his educational and work experience background with the committee. Strengths in bio-tech and real estate development. Having been employed with Allied since July, Mark emphasized his time has been spend on becoming familiar with company objectives and projects. He reported Allied is interested in both build-to-suit projects and construction of a phased 180,000 sq ft rental showroom, light manufacturing, and industrial facility along East 7 Street. In 1999, the company constructed a rental facility in Rogers with plans for a Monticello project to follow. IDC members encouraged the Monticello project and felt with the exposure of the site along I-94, the project would lease-out. Houge stated he has had conversation with Systematic Refrigeration, Inc. Consideration of a report from the subcommittee for purpose of increasing the IDC membership. Chair Johnson reported the subcommittee of Doty, Koropchak, and himself met and identified occupations and individuals as well as those names suggested by IDC members. Several individuals were considered prior to selection. Each subcommittee member was to contact one individual for consideration and acceptance to IDC membership. The three individuals: Representing industry -Don Roberts, Sunny Fresh Foods; Education - Mike Benedetto, Monticello Public Schools; and Service/Life time resident -Dan Carlson, Foster, Franzen, Carlson & White Agency. Mr. Benedetto has accepted. Mr. Roberts and Mr. Carlson are still considering but acceptance appears favorable. Koropchak reported prior to the subcommittee meeting, IDC members Tapper, Maus, and Mosford were contacted for acceptance to be reinstated for their three-year term which expires December 1999. Tapper and Mosford accepted another term and Maus declined another term. Therefore, one new member will replace Maus and the other two will be new voting members bringing the IDC voting membership to twelve. Don Smith made a motion to accept the three individuals for membership to the IDC as recommended by the Subcommittee. If one of the three decline, the subcommittee is to refer back to their identified list. Bill Tapper seconded the motion and with no further discussion, the motion passed unanimously. New members to be invited to the November meeting. 6. Consideration of a report on ticket sales and follow-u~calls for the Industrial Banauet of October 26. As of October 25, seventy-one tickets have been sold. IDC members received a list of individuals via mail from the Chamber to contact for encouragement to attend and support the efforts of industrial development. n U 2 IDC Minutes - 10/21/1999 7. Consideration of an update on the progress to activelypursue acquisition of land for future industrial development. In the absence of Wolfsteller, Koropchak reported RVolfsteller and herself met with the Chadwick Group and it appears the Chadwick Group has a purchase agreement with the Goeman Group. The intent is a potential swap of the Chadwick/Goeman parcels and the City Remmele parcel. Atiered-acreage purchase price approach is under preparation for consideration by the City Staff and Chadwick Group prior to presentation to Council. 8. Other Business. None. 9. Adjournment. The IDC meeting adjourned at 8:30 a.m. ~ ~~ ~~ Ollie Koropchak, Recorder • ATTAC>=IMENT A PROSPECT AND BRE REPORT -OCTOBER 21, 1999 Prospects Twin City Die Castings Company -Paul Moe, DTED; Lenny Kirscht; and Koropchak met with Twin City Die Castings on October 14 to further define the project and Minnesota Investment Fund, IRB, SBA, and lender options and benefits. The local funding approval for TIF and GMEF are on the City Council October 25 agenda. The City Council approved the preliminary and final plat for the proposed project. Building plan and site plans expected October 22, breaking mid to end of November. Company needs to commit to funding sources for application process. Company committed to 87 new jobs for Monticello by July 2002. Systematic Refrigeration, Inc. -After the Prospect Team of Mayor Belsaas, Johnson, Doty, Lahr, and Koropchak visited the existing facility in Dayton on September 28. The company owner and general contractor visited Monticello on October 7 (see itinerary) followed by a letter of offer from the City of Monticello. The company was impressed with the city, school, and nice people. "Makes it a difficult decision" Per telephone conversation on October 19, Ramsey still finalizing offer, company decision expected October 28 or 29. Believe the site selection is down to Monticello and Ramsey. Start-up Company -Brad Barger and company are negotiating final terms of lease agreement to rent 5,000 sq ft of building along Dundas Road shared with B&B Metal Stamping. The start-up company designs and assembles high-pressure coolants both portable and permanent. "The Pressures On". Heating/Air Condition - Made an offer on an existing building in Maple Lake. More value than acquisition of Monticello property. If deal doesn't work out will look at Monticello again. 60,000-80,000 sq ft building -Production of industrial scales for military, road limits, automobile industries. 13-year old business. Currently 50 jobs and leases a 44,000 sq ft building in Plymouth. Workers live north and west. Lease expires in Fa112000. Looking to move -looking west Rockford, Medina area. Prospect Team to visit existing facility on October 27, 8:30 a.m. Lead from Al Loch October 12, mailed brochure October 13, called October 15. Complements on brochure. 25,000 sq ft building -This prospect working through Winkelman Builders. Winkelman has been in contact with Pfeffer. Utility company, high-tech fiber optic company, outdoor storage, distribution center. Need conditioner use permit. 8-10 acres. 300 employees out in field. No commitment on site selection. Recognizable name. 100+ acre user -Decision year 2000. • 100 acre user -Project on hold. Mailed gratis tickets for banquet. • 200,000-230,000 sq ft building - On hold, keep open mind. BRE Aroplax Corporation -Ground breaking expected soon, waiting for lender to close including GMEF loan. Building permit of 14,000 sq ft expansion not issued. Tire Service Equipment Company - 12,000 sq ft building permit issued. Midwest Graphics -The Plymouth facility has moved into the Monticello facility adding an addition 40 new jobs to Monticello. Closing between JAC, Midwest Graphics, and HRA completed October 20. Lake Tool and Custom Canopy -First-half property taxes plus penalty paid prior to HRA considering action. WIHA Tools -Stopped by to say "Hello" to Paul Allen the week of October 11; however, he was in Germany on business. Electro Industries -Next regular IDC meeting at Electro Industries, 7:00 a.m. Groebener & Associates -Conditional use approved for outdoor storage. Manufacturers Week -October 25 through the 29. The Mayor and Council proclaimed October 25-29 as Manufacturers Week in Monticello. State Certificates have been ordered for all Monticello manufacturers. Recognition will be noted at the Banquet, October 26. An ad of appreciation from the City of Monticello appears in the Times and Shopper. Chamber luncheon/program today includes testimony of two to three industries. Marketing -Letter to Monticello manufacturers were mailed Tuesday relating to displaying a products in City of Monticello/IDC Expo booth on November 14. Koropchak is scheduled to meet with Greg Bergeron, on Thursday, October 28 as recommended by Brad Barger of the Marketing Subcommittee. After cross-reference of mailed brochure list with the Rogers Chamber of Commerce, brochures were mailed to industries previously missed.
