IDC Minutes 11-21-1996• MINUTES MONTICELLO INDUSTRIAL DEVELOPMENT COMMITTEE Thursday, November 21, 1996 - 7:00 a.m. City Hall MEMBERS PRESENT: Chairperson Bill Tapper, Vice Chairperson Tom Lindquist, Ken Maus, Kevin Doty, Dick Van Allen, Bill Endres, and Tom Perrault. MEMBERS ABSENT: Tom Ollig, Shelly Johnson, Don Smith, Jay Morrell, and Merrlyn Seefeldt. GUEST: Bill Fair, Mayor Elect STAFF PRESENT: Rick Wolfsteller, Jeff O'Neill, and Ollie Koropchak. CALL TO ORDER. Chairperson Tapper called the IDC meeting to order at 7:05 a.m. 2. CONSIDERATION TO APPROVE THE SEPTEMBER 19, 1996, IDC MINUTES • Tom Lindquist made a motion to approve the September 19, 1996, IDC minutes. Kevin Doty seconded the motion and with no additions or corrections, the minutes were approved as written. 3. CONSIDERATION TO DISCUSS THE SUMMARIZATION THE 1996 IDC BANQUET. IDC members received a list of the businesses in attendance at the banquet and of business contributors only. Attendance was down from 127 in 1995 to 92 in 1996. The expected net revenue of approximately $4,800 was a little under the budgeted revenue of $5,500. Invoices were mailed for those attending and not paid. Koropchak foresees no problem with collection. It was noted for ticket sellers to receive the list of businesses who normally attend but did not attend in 1996. Sill Endres mentioned a Search Committee is being formed to hire a new Chamber Director. Discussion will center of the possibility of expanding that position from part-time to full-time. It was understood that the revenues from the banquet could be used toward the director's salary and in the future the IDC must request dollars from the Chamber for industrial marketing, prospecting, and business retention activities. Some members expressed the need for continuity between the Chamber, IDC, and MCP. It was suggested to table that discussion for another time. • • IDC MINUTES NOVEMBER 21, 1996 4. CONSIDERATION OF A WRAP-UP DISCUSSION RELATING TO MANUFACTURER'S WEEK. As part of Manufacturer's Week, members of the IDC, Chamber Board, Council, and City Administration were invited to tour four of the newest businesses in the industrial park. Comments of the tours ranged from the idea to tour the businesses was great, the attendance was good, and the tours in themself were enlightening. 5. CONSIDERATION TO REVIEW FOR DISCUSSION A FIRST DRAFT OF AN IDC SURVEY TO DEVELOPERS. Dick Van Allen reviewed the IDC Survey as drafted by the Group II for IDC discussion prior to mailing. The survey was drafted to make a quantitative measurement of the experience of developers who have either expanded or built in the City of Monticello. The survey questions both what a developer liked and disliked about their experience. The purpose of the measurement is for use in a positive way. One individual questioned the origination of the letterhead on the cover letter and suggested the name of the Monticello Area Chamber of Commerce be removed as the IDC is an independent organization of the Chamber. The origination of the letterhead was homemade. Upon return of the surveys, Group II will assemble the information. 6. CONSIDERATION OF AN UPDATE ON PROPOSED INDUSTRIAL EXPANSIONS. See attached. 7. REVIEW OF THE DRAFT COPY OF THE SITE DEVELOPMENT REVIEW PROCESS. Jeff O'Neill distributed and reviewed the draft copy of the site development review process. IDC members were encouraged and commended staff on the progress. Some IDC members felt the objective for Monticello is to be better than the competition; yet, maintain standards. Standards should be presented to developers with follow-up to prevent surprises. Some felt the standards were not the issue but more importantly a developer must be left with a feeling that developing in Monticello was a good experience. Maus asked why the City of Monticello was not listed in the latest edition of City Business as a community for development'? Koropchak will check. Next IDC meeting is January 16, 1997, and is the annual meeting. Groups I and II did not hold break-down sessions. • 2 • IDC MINUTES NOVEMBER 21, 1996 8.
