1. CALL TO ORDER.
Chairperson Jcrinson called the IL~C meeting to ardcr at 7:05
a.m. and thanked Mr. Hoglund and Mrs. Benoit for the Christmas
treats.

1992 IDC MINt]TES.
Mary Micke made a motion to approve the Pdave~rnber 19 and
December 10, 1992 IDC minutes, seconded by Ron Haglund. With
no additions or corrections, the minutes va4re approved as
written.
3 . CONSIDEF~ATION TO LzEAR ANU ACCEPT THE 1DC FINAPdC:IAL REPORT .
Treasurer Haglund reported a Metropolitan balance of $5,23Fa.40
and a Wrighht County balaizce of $5,413,137 far a total balance
cf $10,650.27 with no outstanding bills. Don Smitri made a
motion to accept the IDC financial report, seconded by Jahn
McVay. Witri no additions cr corrections, the financial report
was accepted and filed as given.
4. CONSIDERATION,' OF PROSPECT UPDATES:
a) Custom Canopy - City staff met with Mr. Jim Beryl acid
reviewed their preliminary°building and:~ite plans. With
recommendations made to aecommodatE adequate truck turn--
arcund, etc., the company appears tc be more iizter.ested
in Lot 6, Block 2, Oakwood Industrial Park (earner cf
Fallon and Dizndas) or the Monticello Commerce Center area
directly across laic road. The approximate 5,400 sq ft
• office/pradueticaii facility will allow for. inhouse storage
of mat4ral witri drive--through accessibility. The
company plans to make the necessary plan adjustments and
seek construction estimates. The HRA approved th4
preliminary project concept and pending firLal
compliances, agreed to an annual TIF pay-as-you-go
assistance of $5,000 over eight ye~~rs.
b) ~°7ilsoA~ Tool International , Tnc . - Trait: 26 year--old
co;npany frc,m 4ti't7itc? }3ear Lake is looking for an expansion
site. The company also YYas a plant in England. They
pr~~duce puizch and tie replacement parts , current Iy
employs 35:> and runs three shifts. New constr°uction
would be a 20,000-40,000 sq ft concrete facility on five
acres with anticipated employment of ~0 jobs within three
years. Average wage is $12.00 per hour. Timeframe is a
'93 project. Joel L~aValle of itPmrnele acid Maureen
Steinwall of Steincvall, Inc. referred the company to
Morrticella. Monticello's marketing information was
mailed with additional information an Monticello wages,
property taxes, and land costs being faxed upon request.
The company is looking at other Minnesota and 6~i:~corLsin
locations. The HFtA was supportive of the project.
c) Andy Robinson -- Mr. Robinson a Monticello resident
previously worked for FSI before starting up Right-Choice
Services, Tnc., a coupon/redemption marketing
facil-it;±=:ci: ~:ompany. The company employs thirteen of
which teil employees reside in the Monticello area. The
company c-ur•rently leases a facility iri Maple Grove. T'r~e
• general labor wage average is $6.00 per hour and the
company offers profit sharing; cafeteria plan. Trig:
company has set a one-year timeframe to make a decision
regarding relocation based company growth and current
lease problems which are limited space and stru.:,tural.
The referral vacs from Jim Fleming. Trse company plans
would be to build or lease a total 10,000 sq ft two-:story
facility.
d) t1~; Satellite Broadcasting, Inc. - Koropchak reportEd tract
prior to Mr. Rierson's meeting with Mr. Iiubbard, a
company dec.isicn had already been made to locate thc~
telemarketing-operators center in northwestern Iowa.
e) Al.l-Temp Distribution Company - PrE~sic~ent John YIolrr~~zn
contacted oropchak upon the recommendation of Jerry
Rase , Sunny Fresh Foods . The forma 1y--ovaraed business was
started ire 1985 and is housed in a 425,000 sq ft facility
in Fridley on 25 acres. The company is locking tc expand
and build an approximate :0,000 sq ft refrigerated-
storage facility. Estimated 20 full-time forklift,
service customer and cle~°k~ with ave~~age w~~ges of $8.00
to $10.00 per hour. The campuriy desires rail ar~d
estimates 20-40 trucks in and out per day from 5:30 am to
6:30 pr.;. Company customers are Sunny Fresr~, haagerl Dazs
Ice Cream, Tombstone Pizza, Green Giant, etc. A spring
construction is anticipated. Mr. Ylolmun was receptive to
an IDC visit and plans to visit Monticello after the

briefly discussed Mr•. Irish's comment about higAz--pric.ecA

study was justifiable with the Farm Credit Sale and the
marketing prices for the Monticello Commerce and Hoglund
areas. The group recognized the importance of freeway

a) Sunrzy Fresh - Koropchak reminded IDC mem~~ers of the
importance of the BP.E visits az~.d its payoff to the
community through industrial leads like AlI~--Temp and thE:
other loads mentioned above. Upon the water/;ewer rate
increase, Mr. Simola was inforr:~ed of Sunny Fresh's plans
to reduce their water consumption.
