City Council Resolution 2023-61CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION NO. 2023-61 APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE 2023 BERTRAM CHAIN OF LAKES REGIONAL ATHLETIC PARK PHASE II IMPROVEMENTS PROJECT WHEREAS, pursuant to approval by the City Council on January 923, WSB prepared plans and specifications for the Bertram Chain of Lakes which include the following improvement: • Northern gravel parking lot expansion to the east. • Add southern gravel parking lot. • Electrical services. • Add gravel two-way road connecting the existing park drive around the western side of the pond and connect to Wrights County's main entrance road to the south. • Gravel trail expansion. • Add paved accessible parking stalls within north and south lots. • Add a 20 x 40 open-air picnic shelter with picnic tables. • Add a bench and drinking fountains. • Add concrete pads for portable restrooms. • Storm water culverts. • Extend irrigation mainlines to provide expanded coverage with Kifco units. • Restoration/landscape planting, naturalized seed mixtures/erosion blankets for swales/steep slopes. • Tree planting plan. • Signage. WHEREAS, the City Parks, Arts & Recreation Director presented such plans and specifications to the Council for approval; NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF MONTICELLO: 1. Such plans and specifications, a copy of which is on file in the office of the City Clerk, are hereby approved. 2. The designated authority shall prepare and cause to be inserted in the official paper and in a recognized industry trade journal an advertisement for bid upon the making of such improvement under such approved plans and specifications. The advertisement shall be published no less than three weeks before the last day for submission of bids, once in the City's legal publication and at least once in either a newspaper published in a city of the first class or a trade paper. To be eligible as a trade paper, a publication shall have all the qualifications of a legal newspaper except that, instead of the requirement that it shall contain general and local news, such trade paper shall contain building and construction news of interest to contractors in this state, among whom it shall have a general circulation. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed as set forth in the instructions to bidders in compliance with the requirements of electronic bidding and bid security.
