Monday, August 14, 2023 — 5:15 p.m.

1. Call to Order
Mayor Lloyd Hilgart called the special meeting to order at 5:15 p.m.
2. Cannabis Legislation Workshop
Angela Schumann, Community Development Director, presented information on the
legalization of adult use cannabis and the formation of the Office of Cannabis
Management that will begin licensing January 2025.
Staff noted that Wright County is establishing a public use ordinance regulating the use
of cannabis in public spaces. City Council had no concern about the proposed public
purpose ordinance. Staff also noted a Joint Powers Agreement Wright County presented
to the City regarding the registration of cannabis businesses, including conducting
compliance and monitoring enforcement. There was consensus by Council to look further
into the JPA after discussion with the City Attorney.
Staff also noted that there is an item on the regular meeting agenda to set a public hearing
on an interim ordinance prohibiting cannabis businesses until the Office of Cannabis
Management is in place. This will allow for further study by staff, primarily regarding
numbers of businesses to allow, buffers, and zoning.

By consensus, the meeting was adjourned at 6:15 p.m.
