This memorandum reviews the elements of a concept plan for a proposed new Public Works facility for the City of Monticello. The subject site is approximately 12 acres, proposed to be developed on City -owned parcels in the southwest part of the community along School Boulevard at the westerly edge of the Jefferson Commons commercial area. The main activity areas of the site will be developed primarily on the easterly of the two parcels, with a portion of the proposed site development extending into the larger westerly parcel. The site plan incorporates the addition of a new roadway access from School Boulevard to be known as Redford Lane, east of the current Redford Lane that extends to School Boulevard from the north. The proposed site is currently guided as "Mixed -Density Residential" (easterly parcel) and "Mixed Neighborhood" (westerly parcel) by the City's comprehensive plan, Monticello 2040 Vision + Plan. Adjoining parcels to the northwest and west are currently undeveloped. To the south, the land is guided and developed as a manufactured home park. Site Development. To develop the site as proposed, a preliminary and final plat will be required to create the final development lot from the two existing parcels. The site itself is anticipated to be developed with a single principal building that includes office, shop, and equipment parking and storage uses. The primary "public' face of the facility, including the offices and lobby space, would be oriented and gain access from the extension of Redford Lane, a public street section. The shop and yard areas would gain access via a connection to School Boulevard at the northeast corner of the site. The operational plans for the facility anticipate that maintenance and equipment vehicles will be stored and/or parked within the main shop building to increase security. The site plan shows a large fenceline along the south side of the site, as well as along a portion of the east boundary, but at this time, a fully fenced yard is not anticipated. It is conceivable that such a fence would be considered in the future. Access Configuration & Pathways. School Boulevard serves as a Minor Collector through the commercial land to the east connecting with Highway 25. It terminates just northwest of the proposed site where the northern existing connection to Redford Lane is located. Transportation plans anticipate the extension of School Boulevard to the west/northwest to connect with 90th Street NW and Chelsea Road, completing a loop of connecting collector roads on either side of 1-94. A portion of the southerly extension of Redford Lane will be constructed to serve the proposed project, providing access as noted to the main public entrance. Redford Lane is anticipated to continue southwest to serve the remaining land area of the westerly parcel. As School Boulevard is a collector street, sidewalk is recommended to be extended along the full frontage of the subject site property. The plans provided show sidewalk only along the Redford Lane extension, connecting into the site. In addition, it is recommended that green space between the curb and sidewalk is added to the boulevard for both Redford and School. Building Materials, Use and Size. The design group has created a schematic floor plan illustrating a building of approximately 67,000 square feet for the main vehicle maintenance shop, storage, and vehicle parking portion of the facility. The westerly portion of the building is approximately 24,000 square feet in area, including offices, additional shop spaces, conference space, and other support functions. Of this space, the office/administrative portion is about half, and would include a second level. Architectural renderings of a portion of the building have been provided. More detailed colored elevations, including all material types and building heights will be provided with development stage plans. The building color scheme provided appears to be consistent with other City facilities, such as the Community Center. Actual color choices and material finishes should be confirmed with development stage plans. General Site Plan. As discussed above, all long-term vehicle and equipment parking is anticipated to be indoors. The yard will accommodate vehicle circulation and staging, as well as bin storage of materials such as gravel and other road maintenance aspects. A salt storage facility is located to the southwest of the main building, which is planned as a three -sided metal structure and a fully enclosed brine building. A fueling station is also proposed in the easterly portion of the yard area. The expanse of paved yard area is necessary and adequate to support the type of machinery and equipment activity expected for this facility. The site itself includes ponding at the far southwest corner of the property. Passenger and public vehiclep arking facilities are shown along the Redford Lane extension serving the office side of the structure. An additional secured passenger vehicle parking area along School Boulevard for employee parking. A more decorative fence treatment and landscaping screening is recommended for this facility given its exposure to School Boulevard. The westerly parking lot includes a long extension of dead-end circulation. This is a design that is discouraged as vehicles that reach the end of the row without finding parking have very A 7/1 ti � R-19.5 3 R=195 9 Y 2 STORMWATER / TREATMENT O limited opportunities to turn around and exit the aisle. Limiting the length of this section, and shifting bulk of the parking to the southwest would be a more functional layout. A sketch of this proposed reconfigured concept is shown here. A draft removals plan has been provided which shows tree removal in the western portion of the site. At preliminary plat, a tree inventory with species, size and condition is required so that the City can determine whether and how to apply tree preservation mitigation measures and remediation. Landscaping and Screening. Overall, staff would recommend additional discussion and direction on a native or managed natural landscape seeding and plant use for the project site, most specifically in the areas adjacent to the ponds and berming. In regard the landscaping plan provided, a significant amount of parking lot landscaping for the lot adjacent to School Boulevard is provided, but less in the primary public parking area. Staff would encourage island delineator planting in the public lot consistent with code requirements, including additional shrub plantings. The site's yard area is directly adjacent to an existing manufactured home park to the south. The plans illustrates both a berm and screening planting on the south side of the proposed facility. At this time, it appears that understory and shrub plantings as required by the City's buffer yard ordinance are not provided in the landscaping plan. However, a dense planting of evergreen trees is proposed. Additional review of the plan at development stage will be important to ensure buffering is met along this line and that general site landscaping is consistent with City ordinance. Signage and Lighting. The City has adopted a Comprehensive Sign Plan that guides signage for public buildings and uses. It is expected that building and site signage consistent with that plan will be provided at development stage plan submission. No lighting plans are required at concept review. An understanding of the lighting plan, including photometric readings along the southern portion of the site adjacent to the residential land use will be required with the development stage plans. Land Use Process. The two existing subject parcels have been approved for annexation into the city by the City Council consistent with the Monticello Orderly Annexation Agreement. Annexation is pending final state review. For the project to proceed, there are a series of City approvals that will be required: o Comprehensive Plan Amendment: Although the current "Mixed Density Residential" and "Mixed Neighborhood" land use guidance and their companion zoning districts would allow "Public Buildings or Uses" as either a permitted use or by Conditional Use Permit, planning staff would recommend reguiding the subject parcel as "Public and Institutional" consistent with the City's other public facilities. The reguidance would also eliminate the technical issue of dual land use guidance for the single lot to be platted. o Preliminary and Final Plats: The plat would create the intended lot for the proposed Public Works facility and plat the balance of the remaining westerly parcel as an outlot for future development consistent with the Comprehensive Plan guidance. o Rezoning to PUD, Planned Unit Development District: The Planned Unit Development designation will establish a zoning district specific to the facility, accommodating the uses unique to this type of use and regulating the uses via the approved plans. PUD Conceot Review. As a PUD Concept Plan review, the first stage of review is not a formal zoning application, but rather is intended to provide the applicant an opportunity for City feedback on a potential development proposal prior to more formal zoning review and the extensive supporting materials that such reviews require. The Planning Commission and City Council will have the opportunity to review the project, ask questions of the proposer, and provide comment as to the issues and elements raised by the project. Although the City is the intended user of this site, specific feedback is desired as planning for the project moves forward. The neighboring property owners have been notified of the meeting, but it is not a formal public hearing. This memorandum provides an overview of the project and will serve as an outline for the discussion. No formal approval or denial is offered for a Concept Review. However, it is vital that Planning Commission and City Council members engage in a frank and open discussion of the project benefits and potential issues. The ordinance identifies the purpose of Planned Unit Development as follows: (1) Purpose and Intent The purpose of the Planned Unit Development (PUD) zoning district is to provide greater flexibility in the development of neighborhoods and non-residential areas in order to maximize public values and achieve more creative development outcomes while remaining economically viable and marketable. This is achieved by undertaking a process that results in a development outcome exceeding that which is typically achievable through the conventional zoning district. The City reserves the right to deny the PUD rezoning and direct the developer to re -apply under the standard applicable zoning district. PUD Concept reviews are to proceed as follows: (a) PUD Concept Proposal Prior to submitting formal development stage PUD, preliminary plat (as applicable) and rezoning applications for the proposed development, the applicant may, at its option, prepare an informal concept plan and present it to the Planning Commission and City Council at a concurrent work session, as scheduled by the Community Development Department. The purpose of the Concept Proposal is to: 1. Provide preliminary feedback on the concept plan in collaboration between the applicant, general public, Planning Commission, and City Council; 2. Provide a forum for public comment on the PUD prior to a requirement for extensive engineering and other plans. 3. Provide a forum to identify potential issues and benefits of the proposal which can be addressed at succeeding stages of PUD design and review. The intent of Concept Proposal review is to consider the general acceptability of the proposed land use, and identify potential issues that may guide the City's later consideration of a full PUD application. The City Council and Planning Commission meet in joint session to provide feedback to the developer, and may include an opportunity for informal public comment as they deem appropriate. Staff Preliminary Comments and Issues. For this proposal, the primary considerations for Planning Commission and Council direction and comment at this point in the process include the following elements: i. Land Use. As stated above, the land use designation in the 2040 Comprehensive Plan is currently Mixed Density Residential and Mixed Neighborhood. Other uses in the area are relatively high-intensity land uses, primarily residential in nature, with commercial just to the east. Public Buildings and Uses are allowed in all zoning districts, requiring a Conditional Use Permit in the residential districts consistent with these land use designations. Public Buildings and Uses are permitted in the M -H, Manufactured Home District, and the nearby or companion business zoning districts. The PUD process stands in for the Conditional Use Permit requirement, with both public notice and comment available as a part of the process. ii. Parking and Circulation. There is a significant supply of parking on the site, with room for additional parking if needed. With the access points located along School Boulevard and the Redford Lane extension, limited impact on surrounding land uses is expected. As noted above, the parking lot configuration serving the primary "public' entrance should be revised to avoid the long dead-end aisle design. Parking supply and circulation as shown support the requirements of the department and use. Sidewalks along School Boulevard and connectivity from interior sidewalks to those along school and Redford are recommended. iii. Building Height and Architecture. The applicant has provided preliminary details relating to building architecture and floor plans at this stage. As the buildings are oriented to streets on the north and west, little impact on existing land uses nearby is expected in terms of the building itself. Direction to the proposer on the color, materials and other finishes (including fenestration and wall planes) is important at this stage of the review. iv. Site Planning. The Planning Commission and Council should provide specific guidance in regard to site landscaping, fencing and lighting as detailed in this report. This includes specific comments on screening and the inclusion of native seeding or plantings. The site plan shows significant green areas along the west side of the site, along with a berm and plantings along the south boundary adjoining the manufactured home park. It is recommended that chain link security fencing, where proposed, is either black vinyl -coated, or if a galvanized finish, is located inside the landscape buffer. The City may wish to consider a solid fence along the south berm in lieu of additional buffer planting, as street maintenance operations can occur late at night, and screening of equipment headlights from the residential areas to the south and potential east would be beneficial in those areas. Along School Boulevard, a decorative fence material similar to that uses along Chelsea Road West is proposed. It should be noted that the renderings of the site provided do not directly match the landscaping plan. Summary. As noted, the Planning Commission and City Council provide comment and feedback to the developer at the Concept Review level. City officials should identify any areas of concern that would require amendment to avoid the potential for eventual denial, as well as any elements of the concept that the City would find essential for eventual approval. The notes listed above acknowledge that a significant amount of detail will be added as the project proceeds to a more advanced stage of land use application and plat review. SUPPORTING DATA A. The construction of a new public works department facility has been a consideration for more than a decade, and the City Council identified it as a priority project during the strategic planning session in 2021. The City's current public works facility is located at 909 Golf Course Road. It was originally constructed in 1975, and the most recent addition was added in 1995 for vehicle storage. The facility is showing its age with repair costs and the configuration of the site limits expansion possibilities. Initial studies indicated the new facility should be at least 100,000 square feet. The building will permanently house the following divisions of public works: • Water/Sewer • Streets • Shop/Garage • Facilities Maintenance • Engineering In addition, the facility will need to accommodate specific needs of departments not operating out of the building day-to-day, including seasonal storage for parks equipment, capacity for local elections, and a citywide server location. The Public Works Department is seeking concept review of a proposed PUD which is anticipated to utilize the easterly 20 acres of the 70 -acre parcel purchased for the facility.
