B. Consideration of Amended Organizational & Membership Guidelines
Mr. Thares presented the consideration of revisions to the Organizational &
Membership Guidelines. These revisions are prompted by the change in the
meeting scheduled for the IEDC.

C. Consideration of Adootine "2024 IEDC Position -Action Statements"
Mr. Thares presented the consideration of making changes to the to the Action
Statement for 2024 and revise the title and intent to the 2024 IEDC Position -
Action Statement. Mr. Thares said the intent of this change is because the IEDC
shares its support and promoting of economic impact projects within the city
and consideration of policies and participates in limited actions including BRE
visits, Round Table events, and the Manufacturer's Appreciation Breakfast.
Changes by consensus will be incorporated.

Rachel Leonard, City Administrator, presented current projects and actions of
the City Council including advocating for design for the Water Treatment plant,
adjustments for business support policies, 7th Street and Broadway East Project,
and passing the tax levy.
c. Wright County Economic Development Partnership (WCEDP)
Jolene Foss, WCEDP Director, gave an update. In 2023 the Partnership
membership was increased by 13 and 28 new businesses in Wright County. The
Partnership visited 25 schools in 2023, participated in 13 expo events and 7
networking & Capacity Building events.
d. Chamber of Commerce
Marcy Anderson, Chamber of Commerce Director, gave an update including the
revamping of the Chamber website, adding a young professionals group, Dexter
Hason, was selected as Ambassador of the Year, and a recent tour of the large
Fingerhut Warehouse in St. Cloud, MN and how their storage space is being
offered to businesses in communities throughout the region.

Road and access conditions were studied and included traffic counts, traffic forecasts as well as safety concerns
within the Hwy 25 study area. Considerations included use of turn lanes, access to/from Hwy 25, sight distances
on curves, shoulders, pedestrian crossing and overall safety along the corridor.

What is the Study Purpose?
The Minnesota Department of Transportation (MnDOT), in cooperation with Wright County, the City of Buffalo,
and the City of Monticello, has prepared the Minnesota Trunk Highway 25 (Hwy 25) Corridor Study. This
document provides a summary of the study.
MnDOT's District 3 is preparing for a 2026 pavement improvement on Minnesota Highway 25 (Hwy 25) between
north Buffalo and south Monticello. Before making this investment, the District has completed a corridor study
to see if there are other improvements that make sense to construct at the same time as the pavement project.
The study also identifies longer-term needs to be addressed in the future.
The Hwy 25 corridor connects the cities of Monticello and Buffalo and serves as a primary access to farm,
residential, commercial, and institutional properties. It connects downtown, residential, and commercial areas
between the two cities. The road also provides an important connection to Interstate 94, which is a mile north
of the study area.
The corridor faces growth pressures closer to the cities at both ends, while the middle of the corridor has a rural
feel. As you travel along the corridor, there are differences in the number of lanes and the types of land uses
next to the road. As traffic increases, there is a need to review the roadway design for safety and efficiency and
look for opportunities to create a more consistent experience for drivers and other users.
The Hwy 25 study has three goals:
• Review planning documents and proposed developments to evaluate what roadway improvements are
already planned
• Examine intersections and develop potential options to preserve and improve vehicle movement on the
corridor, access to properties and local roads, pedestrian and bicycle movements, and safety
• Develop an action plan that identifies cost effective improvements for the near-term and others for the
future
The amount of traffic today near Buffalo is high compared to the two-lane design, and traffic is expected to
increase in the future. While there are no plans to widen the highway generally, there are a number of other
things that can improve travel and safety on the highway. These include managing where vehicles are allowed to
get on and off the highway, improving intersections, adding turn lanes, and improving the roadway shoulders.
How Was the Public Involved?
Public and agency coordination was an important part of the Hwy 25 Corridor Study. The stakeholder and public
engagement process included three agency coordination meetings and three public open houses. Agency
coordination meetings included representatives from MnDOT, Wright County, the City of Buffalo, and the City of
Monticello. The meetings provided the public and agency representatives opportunities to discuss issues on the
highway today, possible ways to address them in the future, and how and when improvements might be
constructed.

Due to the COVID-19 pandemic, engagement activities were held online instead of at in person public meetings.
During the online open houses, people had several weeks to review information, answer survey questions and
provide comments.
What Transportation Needs Were Identified?
The Hwy 25 study corridor identified transportation needs and deficiencies that either exist today or are
expected to develop as traffic grows in the future. These needs fall into three categories:
• Crash concerns based on a review of past vehicle, pedestrian and bicycle crashes
• Planned developments that could generate additional traffic
• Locations of existing sidewalks or gaps in the sidewalks or trails
These needs are shown by location in Figure 1.
After the initial public input process and technical analysis, the project team grouped the transportation system
needs into locations or focus areas. This allowed the technical team to consider potential transportation
improvements that would address the needs at specific locations. The focus areas and needs are described in
Table 1.

What Possible Improvements Were Considered?
After identifying needs and deficiencies on Hwy 25, the project team developed possible options to address the
needs. These improvement options were developed with the following study objectives in mind:
• Improve how property access is provided
• Add turn lanes at key public streets
• Improve and standardize the number of lanes and the width of the roadway
• Improve intersection safety and reduce traffic congestion at intersections
As they evaluated the alternatives, the project team considered the following items:
• General trade-offs, design considerations or fatal flaws
• Technical analysis, including intersection congestion, safety, right of way needs, construction costs, and
a comparison of costs and benefits
Roadway Design
The team evaluated different design options for the two segments from Catlin Street to Co. Rd. 83 and Co. Rd.
83 to Co. Rd. 106. The segment between Co. Rd. 106 and Kiellberg Court was recently rebuilt to current
standards. As a result, no changes to the number of lanes were evaluated for this segment.
For Catlin Street to Co. Rd. 83, the team concluded that the existing roadway width and lanes were appropriate
for short-term and long-term planning. The recommendation for Co. Rd. 83 to Co. Rd. 106 for both short-term
and long-term planning is to keep the two-lane highway design as it is while also adding turn lanes at key
intersections.
Property Access
To address existing safety issues and to manage future traffic congestion, the project team reviewed the
property accesses and turn lanes on the roadway. The recommendations include restrictions for how properties
are accessed, adding turn lanes, and realigning some roads that intersect the highway. These recommendations
should be reviewed as new development occurs in the corridor.
Intersection Alternatives
Three intersections on the highway were identified for improvements to address safety and congestion. These
are Hwy 25 at Co. Rd. 37, Co. Rd. 113, and Catlin Street. There are many possible options to address the issues
at each location. After this study, the project team will continue to evaluate each location and will seek to
balance issues of cost, available funding, property impacts, and other issues as they make recommendations.

Pedestrian Accessibility
At Kjellberg Court, of the study is recommending permanent curb extensions and overhead lighting on the
northeast and southwest corners of the intersection. In the future, as the area redevelops, there may be
opportunities to change the look and feel of the highway and/or ways to reduce motor vehicle speeds along this
segment of Hwy 25.
Construction of a multiuse trail along the east side of Hwy 25 is feasible within the existing available space. A
trail would make travel safer and more convenient for people walking and biking along the corridor safer. In the
future, there should be additional planning for bicycles and pedestrians to travel between Buffalo and
Monticello.
What Are the Next Steps?
As part of the study, the project team prepared an implementation plan that describes which improvement
projects are expected to be built, how they will be coordinated, and approximately when they could be
constructed. The implementation plan for Hwy 25 includes recommendations for the short-term (within 5
years) and long-term (beyond 2026). Many of the individual improvement projects could happen at any time;
however, some may benefit from being constructed as part of a larger corridor -wide project. The study does not
recommend projects to include within the 2026 pavement project, as further work is needed to develop those
specific improvements.
Figure 2 illustrates the recommended projects for the short term and Figure 3 illustrates the recommended
projects of the long-term. The implementation plan can be subject to change based on unforeseen changes to
things such as traffic and funding.

MnDOT will improve Hwy 25 from Catlin St. in Buffalo to Kjellberg Ct. in south Monticello, Wright County.
Work is scheduled for 2026.
MnDOT is in the process of developing the design plans for this project.
Summary of work
• Reconstruct the road surface from Catlin St. to north of Davidson Ave., includes shoulders and turn lanes
• Improve the turnaround south of Kjellberg Ct. (extend shoulder called a 'loon)
• Replace pipes and improve ditch drainage
• Improve to/from access on Hwy 25 at:
o Anderson Ave.

Preliminary plans continue and the project will let spring 2024. Crews will begin to prepare the work zone in July 2024, which includes temporary lane widening and

3C. Project Update
Block 52 Mixed Use Commercial -Residential Redevelopment:
The Block 52 building received a C.O. in early February. Residential units are being rented out
at this time. Project Simpl at the building involves the final build out of a 13,000 square feet of
office space for Simplicity Group Financial Services, a financial services -products (insurance and
investments) firm, with 102 FTE employees (50 new FTE). The work is expected to begin in
mid-March 2024. Discussions are continuing with prospective restaurants and other
commercial tenants. A total of 95 new FTE jobs [50 + 45] will be required to be created by the
new businesses that occupy the building.
Headwaters Villa Twin Homes:
The 60 -unit twin home housing development project for ages 55 + on 7th Street West is
progressing with modular units being placed on the foundations. This work is expected to occur
for the remainder of 2024.
Monticello Lakes — Savanna Vista Apartments:
Construction of a two building, 200 -unit apartment development at a parcel on the west side of
Edmunson Ave NE in the Pointes At Cedar (PAC) Master Plan Planned Community District is in
rapidly progressing. This is a market rate housing development. The PAC water amenity
features and proximity to restaurants and shopping are expected to be a strong leasing draw
for this development.
Wiha Tools Warehouse Facility Development:
Construction of Wiha Tools' new 74,000 square foot assembly and warehouse facility
development also continues with a completion date of early March 2024. The new 75,000 sq.
ft. facility will house Wiha Tools' assembly, warehouse, distribution, sales, and administrative
functions. Wiha received $880,000 in funding assistance from the MIF and JCF programs for
equipment and building (MN -DEED) as well as City -EDA TIF assistance to offset land acquisition

and site prep costs. Under the Business Subsidy component of the TIF Development
Agreement, Wiha is required to create 59 FTE new jobs over the next 5 years. A second phase
expansion of 79,000 sq. ft. is projected to occur in about 2028 or 2029. An additional 21 FTE
jobs are expected to be created in Phase 2, increasing the total workforce to approximately 142
Other Proposals on the Prospect List:
Several other proposals, some which are sizable, are making progress toward submittals of
concept development plans. Staff will provide a verbal update of those proposals at the
meeting.
