order at 7:02 a.m.

2. Regular Agenda
A. Consideration of Member Re -Appointments to IEDC (term Renewals)
Jim Thares, Economic Development Manager, gave an update on the member
renewals and vacancies. Corey Ritter will replace Liz Calpus as the Chamber
Representative, leaving a vacancy on the Committee.
TONY VELISHEK MOVED TO NOMINATE ANDREW TAPPER, ERIC OLSON, ROB
STARK, TONY VELISHEK, CORY RITTER, AND SARAH KORTMANSKY FOR A THREE-
YEAR TERM TO THE INDUSTRIAL ECONOMIC DEVELOPMENT COMMITTEE (IEDC)
EFFECTIVE JANUARY 1, 2024. RANDY SKARPHOL SECONDED THE MOTION.
MOTION CARRIED UNANIMOUSLY.
B. Consideration of Proposed IEDC 2024 Meeting Schedule Adjustments
Mr. Thares presented the item to revised 2024 IEDC Meeting schedule reducing
the regular meetings from 11 to 7 throughout the year and occurring in January,
March, May, June, August, September and November.
Joni Pawelk suggested that Table Topic presentations be provided ahead of time
so members could review materials prior to the meeting. It was also suggested
that possibly the meeting time be extended to allow table topics to comprise a
larger more meaningful portion of meeting.
The proposed reduction in the monthly occurrence of the meetings will require
an amendment to Organizational & Membership Guidelines as they state that
meetings occur each month (Section 1). If the IEDC members support this
proposal, an amended Organizational & Membership Guidelines will be
presented for consideration of approval at the January 2, 2024, meeting.
C. Table Topic — CMRP (Central Mississippi River Regional Planning Partnership)
Update — Darek Vetsch and Rachel Leonard
Darek Vetsch, Wright County Commissioner and Rachel Leonard, City of
Monticello Administrator presented an update of the Central Mississippi River
Regional Planning Partnership (CMRP). The presentation is posted online.
D. Economic Development

the City Council including support for the 1-94 extension, approval of the 7th
Street project and noting the 2024 Budget and Levy will be presented at the
12/11/23 Council meeting for consideration of approval.
c. Wright County Economic Development Partnership (WCEDP)
Commissioner Vetsch, Wright County Economic Development Partnership Board
Member, gave an update on definition of funds in the Count Revolving Loan
Program which was originated through a long -ago MIF (Minnesota Investment
Fund) Grant award. The goal is to make the loan dollars more relevant and
helpful through a revamp of the loan policies.
d. Chamber of Commerce
Marcy Anderson, Chamber of Commerce Director gave an update on the success
the 2023 annual Holiday banquet and the start of event planning for 2024.

REFERENCE AND BACKGROUND
The IEDC's Organizational and Membership Guidelines require the election of a Chairperson,
Vice Chairperson and Secretary each year at the January meeting of the IEDC. The Guidelines
allow the officers to serve in their position for up to three years. Traditionally, the IEDC has
appointed the officers in single -year succession, with the Vice Chair moving to the Chair
position.
Sara Kortmansky has served as Chairperson with Luke Dahlheimer serving as the Vice Chair for
2023. The Guidelines also allow a City staff person to serve as
the IEDC Secretary, which is the past and current status for that office.
Staff Workload Impact: There is minimal staff impact.
II. Budget Impact: The budget impact is minimal.

2-10-1: NAME OF THE COMMITTEE: The name of the organization shall be the
Monticello Industrial and Economic Development Committee (IEDC).
2-10-2: AUTHORIZATION: Duties are delegated to the IEDC by the City Council of
Monticello by this ordinance dated June 28, 2010, and by Resolution No. 2008-44
approved the 27th day of May, 2008.
2-10-3: MEMBERSHIP: The Monticello IEDC shall consist of sixteen (16) to eighteen
(18) regular members to be appointed by the City Council of Monticello. Said
Committee members shall consist of Monticello business representatives or
residents of the City of Monticello. One Council member shall be appointed
annually to serve on the IEDC. The Director of the Monticello Chamber of
Commerce and Industry shall be an ex -officio member of the IEDC. Up to two
(2) Monticello High School Senior Students may serve as voting members during
their appointed term. The High School Principal shall recommend their
membership on the IEDC. The IEDC and the City Council shall confirm their
appointment.

2-10-4: TERM OF OFFICE: The term of the regular members shall be for three (3) years
and shall be staggered so that no more than one-half of the terms expire in a given
year. All regular terms shall expire at the first City Council meeting of the new
calendar year.
2-10-5: ATTENDANCE: It is the City Council's intention to encourage IEDC members
to attend all IEDC meetings. It is desired that IEDC members attend at least 75%
of meetings in a calendar year. Members may be subject to replacement by the
City Council in the event attendance does not meet this standard.

2-10-6: VACANCY: Any vacancy in the regular or at large membership shall be filled
by the City Council, and such appointee shall serve for the unexpired term so
filled.
2-10-7: OFFICERS:
(A) Elections. The Monticello IEDC shall elect at its Annual meeting from its
membership a chair, vice chair, and a secretary who shall serve for a term
of one year and shall have such powers as may be prescribed in the rules
of said Committee.
(B) Duties of Chair. The chair shall preside at all meetings of the IEDC and
shall have the duties normally conferred and parliamentary usage of such
officers.
(C) Duties of Vice Chair. The vice chair shall act for the chair in his/her
absence.
(D) Duties of Secretary. The secretary shall keep the minutes and records of
the Committee with the assistance of City Staff.
2-10-8: MEETINGS:
(A) Regular meetings shall be held on a date established by the IEDC. In the
event of a conflict with a holiday or special events, a majority at any
meeting may change the date and location of the meeting. The meeting
shall be open to the general public.
2-10-9: QUORUM: A majority of the total IEDC members shall constitute a quorum for
the transaction of business.
2-10-10: DUTIES OF THE COMMITTEE: It shall be the duty of the Committee, with staff
assistance, to advocate and make recommendations to the Economic Development
Authority and City Council, relative to and including influencing industrial and
economic development in and for the City of Monticello, with an emphasis on
industrial land, increasing the tax base and number of livable wage -level jobs by
promoting industrial and economic growth, and working to maintain a desirable
business environment.
2-10-11: AMENDMENTS: This ordinance may be amended as recommended by the
majority vote of the existing membership of the IEDC and only after majority
vote of the City Council.

IV. Make-up of the Committee: Committee members must either work or reside in the
community of greater Monticello. Individuals who are involved in an occupation or
profession that provides services to the community of Monticello but is not headquartered
within the community may also serve as members of the committee.
Standing Committee Members: The City Council shall appoint a representative of either the
Mayor or a Council Member to the IEDC as a voting member. The Board of Directors of the
Monticello Chamber of Commerce & Industry shall appoint a voting member to the IEDC.
Up to two (2) Monticello High School Senior Students may serve as voting members. The
High School Principal shall recommend their membership on the IEDC. These members
shall be considered in committee size.

the EDA Executive Director)

PREVIOUS ACTION —December 5, 203 IEDC Meeting —The IEDC acted to modify its 2024
meeting schedule reducing the total number of meetings from 11 to 7 throughout the year.
The 2024 meeting months are: January, March, May, June, August, September and
November.
REQUESTED ACTION
Motion to approve the amended Organizational & Membership Guidelines.
REFERENCE AND BACKGROUND
The IEDC is asked to approve a minor amendment to its Organizational & Membership Guidelines
which addresses changes to the 2024 (and future years) meeting schedule. At the December 5,
2023, meeting, the IEDC voted to change its meeting schedule, eliminating meetings in February,
April, October and December (the IEDC has typically not met in July). The proposed schedule is not
viewed as a diminishment of the IEDC's role in community and economic development efforts. It is
intended to elevate the quality of the information sharing at the meetings and allow City staff
sufficient time to coordinate Roundtable events and/or Business Retention & Expansion (BRE) visits
to occur in between the meetings and further involve the IEDC members related to these activities
identified in its POSITION -ACTION STATEMENTS. The Organizational & Membership Guidelines
language currently states that meetings occur each month (Section 1). The proposed amendment
adjusts the language to read meetings occur in "designated" months on the first Tuesday of those
months. The meeting time will remain at 7:00 a.m.
STAFF RECOMMENDATION:
Staff recommend adopting the amended Organizational & Membership Guidelines adjusting
the meeting schedule to reflect the previously approved (December 5, 2023) reduction from 11
to 7 regular meetings in the months of January, March, May, June, August, September and
November.

REFERENCE AND BACKGROUND
The IEDC is asked to adopt its "2024 POSITION -ACTION STATEMENTS". The title of the Statements
is adjusted slightly from 2023 to better match the IEDC's actual mission of acting as an advisory,
feedback and communications forum related to City development policies, marketing efforts, and
proposals as well as some "action oriented" efforts related to Business Retention -Expansion (BRE)
visits, the Manufacturers Breakfast activities and the Roundtable events. The attached redline
document (Exhibit A) shows the changes from the 2023. A clean version 2024 POSITION -ACTION
STATEMENTS document is also included as Exhibit B. Finally, the adopted 2023 ACTION
STATEMENTS document (Exhibit C) is included for easy comparison.

Mission Statement: The Monticello IEDC will advocate industrial and economic growth within
the City of Monticello by promoting awareness and communication efforts on behalf of the
business community.
Goal:
The IEDC is dedicated to being pro -active in following the objectives and policies established in
the Monticello Comprehensive Plan. It is the intention of the IEDC to work within the areas
identified below as supporting objectives and actions.
Objective: Workforce Development, Job Creation and Retention
1. Encourage and Support Business Retention within Monticello.
a. In collaboration with Wright County Economic Development Partnership
(WCEDP), participate in eendue Business Retention (BR&E) visits with key
business in the community to help grow stronger relationships between businesses
and Governmental units.
b. Using shared information and relevant data points obtained in BR&E visits, offer
comments and feedback in the compilation assemble of a Business Retention

Block 52 Mixed Use Commercial -Residential Redevelopment:
Interior finish work is occurring on all floors of the upper four floor (residential units). The pace
of the project continues to move along with a potential for CO issuance in the first 10 days of
February 2024.
The final build of 11,000 square feet of office space for a financial services -products (insurance
and investments) firm with 102 FTE employees is expected to begin in February 2024.
Discussions are continuing with prospective restaurants and other commercial tenants. A total
of 45 new FTE jobs will be required to be created by the new businesses that occupy the
building.
Headwaters Villa Twin Homes:
The 60 -unit twin home housing development project for ages 55 + on 7t" Street West is
progressing with modular units being placed on the foundations. This work is expected to occur
for the remainder of 2023 and into 2024.
Headwaters Apartments:
Headwaters Development has submitted a PUD amendment and intends to eliminate its
planned 102 -unit apartment building (ages 55 +) and replace it with 22 new twin homes at this
site. This change is significant and will require changes to the TIF District as well. EDA and PC
and City Council approvals will be needed for the proposed changes, which may take several
months in early 2024.
Monticello Lakes — Savanna Vista Apartments:
Construction of a two building, 200 -unit apartment development at a parcel on the west side of
Edmunson Ave NE in the Pointes At Cedar (PAC) Master Plan Planned Community District is in
rapidly progressing. This is a market rate housing development. The PAC water amenity
features and proximity to restaurants and shopping are expected to be a strong leasing draw
for this development.
Wiha Tools Warehouse Facility Development:
Construction of Wiha Tools' new 74,000 square foot assembly and warehouse facility

development also continues. A delay in sourcing critical power supply and building materials is
pushing the completion date out to March 2024. The new 75,000 sq. ft. facility will house Wiha
Tools' assembly, warehouse, distribution, sales, and administrative functions. Wiha received
$880,000 in funding assistance from the MIF and JCF programs for equipment and building
(MN -DEED) as well as City -EDA TIF assistance to offset land acquisition and site prep costs.
Under the Business Subsidy component of the TIF Development Agreement, Wiha is required
to create 59 FTE new jobs over the next 5 years. A second phase expansion of 79,000 sq. ft. is
projected to occur in about 2028 or 2029. An additional 21 FTE jobs are expected to be created
in Phase 2, increasing the total workforce to approximately 142 +/-.
