Agenda Item 1. Public Hearing - proposed assessment roll -
1975-1 Sanitary Sewer and Watermain Improve-
ment Project.
Hearing will be for purposes. of reviewing pro-
posed assessment roll. Our consulting engineers
will have the final proposed assessment roll
available at Mondays meeting. Listed below
for your information is estimated per parcel
assessments:

In response to a request by Mr. Charles Soucy
of the Wayside Inn to review his assessment
allocation (6 parcels), the city council de-
cided that this was a fair allocation at their
November 10, 1975 meeting.
Additionally, you will recall, it was decided
to defer the Ridgemont Apartment assessment for
one year to meet FHA requirements. The city
council decided not to def er any assessments
for the Charles Ritze plat as it was decided
that the drainage problem that existed could
be resolved by Mr. Ritze which would allow the
issuance of building permits on the lots in
question.
Still to be decided are:
Hookup time requirements for sewer and water
(if any). It seems to be somewhat the consensus
of the council to allow 2-3 years for sewer
hookup (unless the cesspool has to be pumped
more than once) and no requirement as to water
hookup. Additionally, you will recall, we
adopted an annual water availability fee of $12 -
this would be payable by August 31, 1976 to
allow adequate time for water hookup.

River Terrace Park may request additional time
(over and above 2 or 3 year period for sewer
hookup) to hook up to city sewer because of cost
to them of extending sewer laterals through the
Park. They would like to improve their own
system at less cost. My immediate feeling is
this should not be allowed as they currently
have a problem right now with their own system
and it would be more costly to improve their own
system and then at a later date join to the city
sewer system.
POSSIBLE ACTION: Adoption of the assessment roll
provided council concurs. It is necessary to
get rolls to county auditor by December 1, so
if any amendments are to be made they should be
made at this meeting or November 24 meeting.
Agenda Item 2. Review of plans and specifications for new liquor
store.
Phil Pesola and William Jacobson of Design
Management Construction Co. will present plans
and specifications for the liquor store. These
. will have been previously reviewed by the Liquor
Commission.
Following is a timetable on the project:
Nov. 1'7 - Approval of plans and specs.
Dec . 1 - Open bids .
Dec. 8 - Award bids.
Dec. 15 - Start construction.
Apr. 1 - Construction complete.

Agenda Item 3. Consideration of hockey rink.
A Monticello resident, Mr. Ralph Block, is in-
terested in starting a youth hockey program in
Monticello. Mr. Block mentioned that he has
obtained 100 names of kids who have shown an
interest in such a program. He will be at Monday's
meeting to talk about the program and obtain the
cooperation of the City in regard to use of a
rink.

POSSIBLE ACTION: It is somewhat late in the
year to initiate a hockey program, however,
a program could be implemented whereby the hockey
group itself contributes the hockey boards
for such a rink and the city might offer the
group the use of land (possibly qth Street
ballpark). This rink could be maintained
on the same basis as the skating rink by the
bridge and certain nights established for hockey
nights. This would still allow the rink to
be used by smaller children, adults and those
who do not wish to play hockey,
