Agenda Item 1. Request for rezoning - Mr. Pat Donahue.
Request by Mr. Pat Donahue to rezone Lot 1,
Block 21 and Lot 1 and west 33 feet of Lot 2 and
Lot 13, Block 22 from R-1 to R-B. Purpose is to
rezone for future medical clinic.
Planning commission recommended property be re-
zoned to R-B with a conditional use of a medical
clinic only. This would prevent the land being
developed under any of the allowable classifi-
cations under R-B.
Possible Action.
Provided it is in agreement with the zoning change
the council should approve the rezoning with con-
ditional use for medical clinic only.
Agenda Item 2. Consideration of bids on maintenance building.
By Monday's meeting the bids will be tabulated
and engineer will have recommendation on bid
awarding.
Possible Action.
Provided bids are within engineer's estimate of
$83500.00 bid should be awarded to lowest respon-
sible bidder.
Agenda Item 3. Review of feasibility report on liquor store by
John Badalich.
John Badalich will review feasibility report with
Council on liquor store. Mr. Badalich will pre-
sent a concept of type of structure that could
be built within city's budget of $200,000 on pro-
ject.
Possible Action.
None required at this time until Liquor Commission
and Council have had time to study proposals.

Agenda Item 5. Consideration of hearing dates for 19'7,5-1
Sanitary Sewer and Watermain Improvement Project.
At our last meeting the dates of October 2'7
(Regular Meeting) and November 1'7 (Special Meet-
ing) were discussed. The first meeting would be
to discuss the policy on assessments (front foot-
age or per parcel, etc.,) and at the second meet-
ing the actual assessment roll would be reviewed.
Additionally such items as hookup time require-
ments should be resolved at initial meeting.
John Badalich will have something ready for Monday
night's meeting relative to costs of preparing
assessment rolls, etc.
Possible Action.
Hearing dates should be set and also decision
made relative to having engineer prepare assess-
ment rolls.

Agenda Item 6. Discussion of city
Broadway and Highi
Howard Dahlgren has prepared proposed concept of
site incorporating present structures into
Historical and Tourist Information Center. This
concept is available at City Hall for your review
and a copy was also given Jay Miller to obtain
approximate cost figures.
Possible Action.
Plans and specifications could be ordered. It
is assumed all items will be under $5000 and
bidding not necessary.

Agenda Item 7. Transfer $20,000 from Liquor to General for pur-
chase of property on SW corner of Broadway and
Highway X25.
Budget for 1975 did not allow for purchase of
property, therefore it is recommended that
$20,000 be transferred from Liquor Fund to
General Fund to cover cost of property purchased.
Possible Action.
Motion to approve transfer.
Agenda Item 8. Review of Preliminary Budget - 19'76.
Enclosed with the agenda you will find a pre-
liminary budget for 1976. At this time we have
scheduled a special meeting for October 6, 1975
on the budget, however, it is hoped that time
permitting, we can discuss the preliminary budget
at Mondays meeting and I'll attempt to answer
any questions you may have.
To give you an idea of what a mill costs each
resident in Monticello I have computed the
following on a home with an assessed valuation
of $30,000.
One Bond Levy ~ Mi 11 = $10.20
One Regular Levy Mill = 5.61
In 19'75 if we levied 8.8$ mills for example:
2.56 Bond Levy Mills x $10.20 = $26.11
6.29 Regular Levy Mills x 5.61 35.29
$61.40
Since the bond levy mill rate of 2.56 can not be
adjusted as it is dedicated to retiring bonds
and is fixed by council resolution, therefore
each additional mill levied in 19'76 cost the
taxpayer $5.61 on a home with a $30,000 assessed
valuation.

1. Phil Pesola, from Design~Management Construction Co.,
and William Jacobsen, architect made presentation on
precast steel building.
Cost Estimates
Precast building 80' by 80' (6,400 sq. feet) with
basement, includes 20' x 48' walk-in-cooler, con-
veyor system, all mechanical and electrical systems,
sprinkler system for $192,000.
Precast building 80' by 100' (8,000 sq. feet) -- no
basement includes all extras above except conveyor
system for X172,000.

Mr. Pesola estimated structural steel building would
cost approximately X165,000 for 8,000 sq. feet with-
out basement and a concrete block building with all.

$200,000.
Completion time would be 120 days. DesignjManagement's
fee is 7% which is included with estimate and for'
an additional 4/ they will act as managers of the project.
2. Gordie Mattson, of Mattson Building, made a presentation.
on structural steel. buildings. Mr. Henry Jaeger, of
A A Equipment Co., presented concepts as to interior
design.
Mr. Mattson estimated a building 60' by 100' (6,000 sq.
feet) with basement 25' by 60' basement would run
X130,000 - $140,000 with cooler and all mechanical and
electrical systems included.

RESOLUTION AUTHORIZING FILING OF APPLICATION FOR GRANT
TO SUPPORT RESIDENTIAL PROPERTY OWNER SUBSIDIES UNDER
THE PROVISION OF THE MINNESOTA STATUTES SECTIONS 18.023.
WHEREAS, the State of Minnesota provides for the making
of grants, pursuant to Minnesota Statutes, Section 18.023
to assist residential property owners in removal and dis-
posal of diseased trees.
WHEREAS, the City of Monticello meets all the eligibility
criteria for such grants as set forth in the Department
of Agriculture's/Regulation Agr 107, including the admini-
stration of a shade tree disease .control program approved
by the. Minnesota Commissioner of Agriculture, and a local
subsidy program which is compatible with the administrative
requirements of the State grant program.
WHEREAS, $39,897.00 has been appropriated in 197$ and
$14,700.00 in 1976 by the :City of Monticello for the local
subsidy program and based upon the appropriate formulas
and tree surveys, it has been estimated that the amount
of State grant will not exceed $ 7,00.00 in 1975 and 1976.
NOW, THEREFORE, be it resolved by the City Council of the
City of Monticello.
1. That an application be made to the Department of
Agriculture, Shade Tree Disease Control Program,
for a grant-in-aid pursuant to Minnesota Statutes,
Section 18.023, as amended in 1975 for an amount
presently estimated to be $7,$00.00
2. That the City Administrator is hereby authorized
and directed to execute and to file such application
with the State of Minnesota, Plant Industry Division
of the Department of Agriculture, and to provide
additional information and to furnish such documents
as may be required by said Agency, to execute such
contracts as are required by said Agency and to act
as the authorized correspondent of the Applicant.
