A roval of Pollution Control Bonds. Northern States Power Co. is requesting final approval from the City to finance the acquisition of pollution control facilities by issuing $3.75 million in pollution control bonds. At our June 9, 1975 meeting the council gave preliminary approval to this issue and it has been subsequently approved by the Department of Economic Development. Item 2. Sale of Bonds. Bonds will be sold at this meeting to finance the 1975-1 Sanitary Sewer and Watermain Improvement Froject and the Maintenance Building and Equipment Project. King Forness from Springsted Inc. will be here for the sale. Item Public Hearin - On Sale Intoxicatin Li uor License - Earl Lindenf elser. Hearing to be held as required by our ordinances relating to issuance of liquor license for former Municipal Liquor Store On Sale operations. Item 4. Public Hearing - Charles Ritze Plat. Hearing to be held on proposed plat southeast of Hillcrest Addition. Plat consists of 47 lots and 31 acres. At our June 23, 1975 meeting the plat was referred back to the Planning Commission for a road easement, utility easements and the 10% designated park area. The easements have been resolved and Mr. Ritze has indicated the park area he wishes to contribute to the City. The park area is across County #75 to the southwest of proposed plat and consists of approximately 6.5 acres. The Planning Commission did approve of the concept of park area dedications that were not necessarily contiguous to the plat. Howard Dahlgren has been sent the plat on proposed park area and there is another in our office for your review. Although the proposed park area is more than the 10~ requirement, Mr. Ritze will be bringing in a plat that will be contiguous to the park area and the total acreage of the two plats would be 62 acres resulting in a 6 acre requirement. It should be pointed out that our subdivision ordinances call for paved roads, however with the sewer and water • • Agenda Supplement - page 2. extensions going out it would be unreasonable to have roads paved and have them dug up for sewer and water. As a result the City should require a bond on any proposed roads indica- ting developer would have roads paved as soon as city sewer and water extensions go through. Item $. Public Hearing Griefnow Addition. At their July 1$th meeting the Planning Commission recommended approval of the proposed Griefnow Addition to the south of the proposed maintenance building on County #39• This approval was contingent upon a right of way granted to the city to allow for widening road as County #39 comes into Elm Street. The plat that will be presented Monday night will indicate the proposed right of way. Since the area itself consists of only six lots a con- tribution in lieu of the proposed 10/ park area was recommended by the Planning Commission. This contri- bution would be based on only four of the six lots as build- in~ now exist on the other two. City council will have to decide on valuation procedure for the four lots. I would recommend we get the valuation from the assessors office on which to base the 10/ contribution. Item 6. Pllh~ l C: Hr.a ri n,a~ _ Caurar and Wa i-r~r ~+v1-cr, c~i .-. r,a fir. .im Elm to and along Count th a Hearing pertaining to sewer and water extensions from 4th and Elm to the NSF building on County #39• The area served with sewer and water would include the Griefnow Addition and our proposed maintenance building. Estimated cost, including 2$/ indirect costs would be $53,824• This project would be done in connection with the 1975-1 Sani- tary Sewer and Watermain Improvement Project by Hood Inc. on the same unit price basis as their bid reflected. Item 7. Public Hearing - Zoning, Subdivision, Sanitary Sewer Disposal Ordinances and Comprehensive Plan. Along with agenda information, you will find a proposed zoning district map which relates to the zoning ordinance. Also, Howard has sent out an addendum to zoning and sub- division ordinances which are enclosed. Agenda Supp• ent - page 3. • Item ~. Award bids on Maintenance Building. Bids will be opened Friday, July 25, 19'75 at 2 P.M. John Badalich~s estimate has been revised to $115,000. Item 9. Alley exit and entrance on west side of Block 35• Block 35 is the block in which Fullerton Lumber and Seestrom~s Hardware are situated. Currently the alley is a one way with entrance on Highway #3$ and exit on Walnut Street. Though we have signs indicating it is a one way alley, many people still enter from Walnut Street. In talking with the property owners, 100/ of those contacted (only 3 were not reached) favored an entrance and exit on Walnut. Based on this and the premise that the reason be- hind making the alley one-way was to avoid an entrance on to Highway #25 from the alley I recommend the alley be properly signed to allow exit and entrance from Walnut with entrance only from Highway #2$. Item 10. Construction easements - shaping and sloping lawns for sidewalk project and consideration of calling for bids. I have contacted all property owners along the proposed sidewalk project whose lawns have to be sloped or shaped and all have agreed to grant the city a construction ease- ment to perform the necessary work. One property owner did inquire as to a settlement, should one of his trees die as a result of the project. I told him I would contact him if this was possible and it may be well to provide a settlement of something like $100 should the tree die as a result of the project; only one tree is involved. Item 11. Approval of on sale and off sale non-intoxicating liquor licenses. Recently the following busine~ ship and as a result approval sale non-intoxicating liquor Bud & Donna's Cafe Monticello Recreation uses have changed proprietor- is needed for on sale and off licenses: New Proprietor Irene & Jim Erickson Harvey.Cormier Additionally, Mr. Cormier would like to apply for a set up license. Under our new ordinance the fee would be $100.
