At their meeting, June 1'J, 1975, the Planning Commission approved the zoning ordinances with some proposed amendments. ~ihese will be presented Monday night to the Council. Also at the June 1~th meeting, Howard Dahlgren presented a preliminary comprehensive plan for the city. At this point, thc~ Planning Commission feels it needs more time to study the plan as it relates to the annexed area. In light of this, Howard suggested in order to expedite the zoning ordinance adoption by the city council, the necessary hearing be held and zoning districts be decided upon for only the former city. Any zoning; requests in the newly annexed area would have to be de- cided on a case by case basis until zoning districts were adopted by the City Council. I feel it would be best to have the entire Comprehensive Plan adopted along with zoning districts for the entire city all at once to avoid confusion and necessity of two public hearings, one for the former city and one for the annexed area. While it is necessary to give the Planning Commission adequate time, in order to expedite the matter, a date should be possibly set to come up with approval of zoning districts for the annexed area. Agenda Item 2. Proposed Parking Lot - Dr. Brenn Dr. Brenny would like to develop a proposed parking lot as presented in site plan (see enclosed). Also see corres.pon.dence between Jim Metcalf, Thore Meyer and myself. While it may be argued that the city has little control over actual:design of parking lot, it could be agreed that adjustments should be made as it relates o drainage and whether parking spaces would be given credit under proposed parking lot assessment in future years. Site plan shows 9 spaces but may be adequate for something like 6 spaces. Agenda Item 3. Presentation by J, Hadalich on indicated items. John will bring us up to date on .the items indicated. -2- Agenda Item 4. Civic Center Commission appointees. At last meeting it was council consensus to have Senior Citizens Director, Council member, member from Historical Society, City Adm., and two members at large serve on committee. Specific appointments are needed at Mondays meeting. Agenda Item 5. Planned Use Report - Federal R~:venue Sharing Funds. For the period July 1, 1975 through June 30, 19']6 we are receiving $22,317. in Federal Revenue Sharing Funds; for the same period last year we received $20,272. Since we have increased our population, I am challenging this but in talking with Washington they have not made final. determination on the challenge and in order to continue to get :funds I was advised to complete report based on above figures. My suggestion is to apply the funds, $22,31'7. against the $10,000 for aerial survey maps and the remaining $12,317. against Howard Dahlgren~s overall compre- hensive plan. This report should be sent in June 24, 1975- I believe it is better to apply Federal Rev. Funds against larger cost items for reporting purposes and also it makes the council aware of just where the money is being used. agenda Item 6. City Planner Schedule. Howard Dahlgren has agreed to hold office hours at City Hall from 10-12 A. M. the second and fourth -Thursdays of the month at a cost of $360 per month. This is more than I expected based on a fee of $45 an hour, but in talking with Howard, he is charging us for 4 hours each visit (2 hours travel time) and nothing for travel. expenses. It may be better to take down names and arrange a time when Howard can make it and there is sufficient business to be discussed. -3- Agenda Item ~. This resolution authorizes city administrator to execute State Aid Agreement for engineering.; services for Big Lake-Montice.lio Airport. Resolution for Cooperative PurchaSin ment with State of Minnesota. ee- Joint Powers Act, Minnesota Statutes 471.Sy authorizes 2 or more governmental units to jointly exercise any power common to con- tracting parties. Under this law the State has made available to local units of govern- ment a cooperative purchasing agreement whereby a local unit of government is enabled to take advantage of prices offered to the State of Minnesota under various contracts. Once we sign the resolution wF~ are not in any way obligated to enter into any contract. As discussed with r~r. Wieber, we agree to attend office hours tentatively set for the hours of 10 a.m. to 12 a.m. on the second and fourth Thursdays of the month. Other hours may be determined by the City as may be mutually acceptable. The costs for such services shall be at Three Hundred and Sixty Dollars ($360.00) per month payable monthly. The preparation of written reports and attendance of extra Planning Commission and/or Council meetings if requested by the Manager shall be charged in addition to the aforementioned office hours fee. WITNESSETN: That whereas the SPONSORS desire to investigate a site selection and reasibility of development and eventual construction of a joint airport facility co be located southwest of Big Lake and northeast of Monticello and intend to engage the ENGINEER to perform professional services in connection therewith, NOW THEREFORE, THE SPONSORS AND ENGINEER for the considerations hereinafter set forth agree to the following conditions for the furnishing of such professional services: 1, The ENGINEER shall provide the following: A basic concept preliminary plan and report for a proposed airport development which shall include preliminary field surveys necessary for site selection, conferences with local, State and Federal officials, maps, drawings, discussion of various problems involved and the various solutions available, together with our recommendations as to the best solution. During the development of the preliminary report, public meet- ings will be held to provide for community input. In general, the preliminary plan and report will include all information necessary to provide the SPONSORS with complete information concerning the project. one report will be made up in mimeographed form and twenty-five copies shall be furnished for necessary distribution as the SPONSORS may wish. 2, The concept plan and report shall be based on current dimensional criteria and developmental requirements of the Minnesota Department of Aeronautics and the Federal Aviation Administration, and coordinated with these agencies for eventual pursual of State and Federal grants in aid for airport development and construction. 3, The SPONSOR shall compensate the ENGINEER for the preliminary plan and report as outlined herein on a salary cost times a multiplier of 2.5. Salary cost is defined as the amount of wages paid to an employee engaged in the work or on the project including payroll taxes, employees benefits su~.h as vacations, holidays, sick leave and employee insurance, The multiplier shall cover all costs to the engineer for business taxes, rent, utilities, of"fice overhead costs, equipment overhead, insurance, regal and accounting cost>, los? time or readiness to serve plus profit. in addition to compensation as computed by this method, the ENGINEER 5.~U11 be reimbursed for actual travel, subsistence, telephone toll calls,prints annd similar out-of-pocket expenses, and including amounts paid out by the ~NGiNEER for special services not performed by the ENGINEER or his employees. In no event shale} the study and preparation of the preliminary plan and report exceed a cost to the SPONSOR of $9,000. ~+. It is understood and agreed upon between the parties hereto that the pre- liminary plan and report as proposed herein constitutes only the initial phase of an airport deve}opment program. Development of airport layout plans, zoning, maps, detailed environments} assessment, property surveys, and con- struction plans and specifications shall be undertaken by separate agreement between the SPONSORS and the ENGINEER. 5. That the Sponsor wi]1 complete said Airport Planning by December 31, 1975, and that the total cost to the State. from state aid funds shall not exceed $3,600. 2. That the proportionate shares of the allowable project costs are: State 80 percent and Local 20 percent.. It is understood that state funds are not committed under this agreement until: a} They are appropriated subsequen~t`'to July 1,1975, and allocated to the Landing Strip system fund; and b} They are encumbered by the Department of Finance. 3. That funds for the Sponsor's share of costs are available.. 4. That Ellison-Pihlstrom, Inca of St. Paul Minnesota have been retained for the Airport Planning, project at a cost t~~ty of Monticello not to exceed 4 500. 5. That the Sponsor andfor its consultant will: a. Conduct the Airport Planning Study 1 n accordance with the scope of work description in the sppnsor/consultant contract. b. Obtain prior approval from the State for any modifications or changes in the scope of .work. c. .Make progress reports and present them to the State, along with documentation as to the elements and phases of the study, prior to requesting reimbursement on partial estimates of cost. d. Confer with the State as required to coordinate-the development of the project and its intQgration into the state `plan. 6. The State of Minnesota will, contingent upon the conditions set forth in 2. above, reimburse the municipality fior the proportionate shares of allowable project costs to be paid with State funds after review and acceptance of submittals described in 5 c.
