1. Construction of new County State Aid Road south
of I-94•
Discussion concerned possibility of County State
Aid road from West County. 39 east to County 118
to County Highway 75.
Larry Koenig pointed out that procedure to obtain
additional road mileage was for city to request to
County Board for change and addition and then in
turn the County would send request to State after
County approval. Procedure for trade-off of present
county state roads for another county state road
is simpler and can be handled on the local level
(between city and county), as long as additional
mileage is not needed.
Mr. Koenig presented the following figures:
Monticello county state aid roads: County 75
(not available for trade), County 39 (only
portion in western edge available for trade.),
Fourth Street to Locust to County 'J $;.
Funding of construction of road: County '70/ -
City 30~. Revenue Wright County receives f rom
State on municipal county state aid roads:
$200,000 annually; $10,000 of which is for
Monticello ($6,000 construction account, $4,000
maintenance account).
Monticello's current construction account is
$63,000. Cost per mile of construction paved
road: $120,000 -- g ton road.

2. Maintenance Agreement - County State Aid Roads.
Mr. Koenig indicated that although the County neither
maintained Monticello's county state aid roads to
any great extent or reimburses the city, the annual
allocation of approximately $4,000 ends up in
Monticello's construction account less any money
spent in services during the year.
He further indicated that maintenance agreement
would be effective January 1, 1976 and he would
forward copy to city for their review. Agree-
ment would be for $643.89 per mile based on 3.876
miles or X2495.72•
He further indicated this would still leave approx-
imately $1500 ($4000 - $2495.72) to be placed in
Monticello's construction account. Furthermore,
now that County 75 (effective 10-31-75) was a
county state road, Monticello's maintenance allocation
of $4000 annually would be increased in 1977, as
would the $6000 construction allocation. Maintenance
agreement calls for following sharing of responsibilities:
City
Patching
Snow plowing
Snow removal
Center islands
Crosswalks
County
Major repairs & replacement
Signs
Culverts
Overlay
Striping
Improvements
